I\u2019m Wendy Fry.&nbsp;<\/p>\n\n\n\n<p>This week\u2019s dispatch comes from CalMatters\u2019 water reporter <a href=\"https:\/\/calmatters.org\/author\/rachel-becker\/\">raquel becker<\/a>. Becker reported this week on how the San Francisco Bay-Delta, California\u2019s largest estuary, is facing <a href=\"https:\/\/calmatters.org\/environment\/water\/2024\/10\/california-fishing-bay-delta-contamination-discrimination\/\">severe environmental challenges<\/a>, including low water flows, algal blooms, and urban and agricultural runoff. These issues are particularly affecting low-income immigrants from Asian countries and other people of color who rely on fishing in the Bay-Delta for food.<\/p>\n\n\n\n<p>The U.S. Environmental Protection Agency (EPA) is investigating claims that California\u2019s management of the Bay-Delta has discriminated against these communities. The allegations are that the State Water Resources Control Board failed to update water quality standards, which determine how much water is diverted to cities and farms, and has excluded tribes and Black, Asian, and Latino residents from the policymaking process.&nbsp;<\/p>\n\n\n\n<p>Fishing is a vital source of food for many low-income residents, such as King Lee, a 72-year-old retired janitor from Hong Kong who fishes almost daily at San Francisco\u2019s Pier 7. For people like Lee, living in one of the most expensive cities in the world, a good catch means a meal shared with family and friends, while a poor catch means relying on rice and vegetables for sustenance.<\/p>\n\n\n\n\n\n<p>Fishing \u201cis my main job now,\u201d Lee told CalMatters. \u201cHere, a lot of people do the same thing. Not much money.\u201d&nbsp;<\/p>\n\n\n\n<p>Environmental justice groups and tribes have filed a discrimination complaint, accusing the state water board of allowing the Bay-Delta to deteriorate into an ecological crisis, disproportionately impacting Native tribes and communities of color. The EPA\u2019s investigation will examine whether the state\u2019s actions have violated civil rights laws by failing to protect these vulnerable populations. State water board officials have not commented on the specifics of the investigation but have stated that they are providing the EPA with relevant information to demonstrate compliance with civil rights laws.<\/p>\n\n\n<\/div>\n<\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n\n\n<h2 class=\"wp-block-heading has-text-align-center cm-no-padding ii-dont-miss\" style=\"font-size:15px\"><strong>NO TE LO PIERDAS<\/strong><\/h2>\n\n\n\n<p class=\"has-text-align-center cm-some-stories has-text-color\" style=\"color:#666666;padding-top:4px;padding-bottom:4px;font-size:12px\">Algunas historias pueden requerir una suscripci\u00f3n para leerse.<\/p>\n\n\n\n\n\n<div class=\"wp-block-columns inequality-insights-list is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<ul class=\"wp-block-list\">\n<li><strong>Sterilization reparations.<\/strong> California over decades sterilized thousands of people in state prisons, state-run homes and hospitals. Lawmakers created a reparations program for them, <a href=\"https:\/\/calmatters.org\/justice\/2024\/10\/reparations-forced-sterilization\/\">but it has denied most applications<\/a>.<\/li>\n\n\n\n<li><strong>Community land trusts.<\/strong> California <a href=\"https:\/\/calmatters.org\/politics\/2024\/10\/community-land-trusts\/\">allotted half a billion dollars<\/a> to help community land trusts across the state. But budget cuts and bureaucracy have land trust advocates back where they were in 2020: seeking state aid to preserve affordable housing.<\/li>\n\n\n\n<li><strong>Brutal history.<\/strong> Una nueva ley <a href=\"https:\/\/calmatters.org\/education\/k-12-education\/2024\/10\/native-american-history\/\">requires California students to learn<\/a> Native American history in a way that includes the mistreatment and perspectives of tribal members.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n<div class=\"wp-block-columns inequality-insights-list is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\" id=\"ii-second-ul\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<ul class=\"wp-block-list\">\n<li><strong>Robo de salarios.<\/strong> The state Labor Commissioner sometimes <a href=\"https:\/\/calmatters.org\/california-divide\/2024\/10\/wage-theft-workers-labor-commissioner\/\">struggles to get back pay to workers<\/a> when it reaches wage theft settlements. But money owed to employees is still sitting in state accounts.<\/li>\n\n\n\n<li><strong>Lithium tax.<\/strong> Will poorer communities in Imperial County <a href=\"https:\/\/www.kpbs.org\/news\/environment\/2024\/10\/07\/hope-and-worry-in-imperial-county-after-supervisors-adopt-controversial-lithium-spending-plan\">lose out on funding<\/a> to repair aging roads, parks and other services because of the controversial way county supervisors have proposed dividing up funds from a lithium tax?\u00a0<\/li>\n\n\n\n<li><strong>Economic development.<\/strong> Vado <a href=\"https:\/\/labusinessjournal.com\/featured\/ford-makes-long-beach-push\/\">announced this past June<\/a> that it would develop its next generation of small, affordable EVs in Long Beach \u2013 creating nearly 500 manufacturing jobs. To ensure that communities historically left out are meaningfully included, Long Beach is developing an Economic Inclusion Action Plan with local partners to better connect diverse communities with new clean energy jobs like these.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>Gracias por seguir nuestro trabajo en el equipo de California Divide.
