Fresno County has 477,853 registered voters. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A rental empire infested<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"2000\" height=\"1125\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2020\/02\/nijjar_lg.jpg?resize=2000%2C1125&#038;ssl=1\" alt=\"\" class=\"wp-image-101173\" \/><figcaption>Mike Nijjar (Illustration by Dan Carino for LAist)<\/figcaption><\/figure>\n\n\n\n<p><strong>Mike Nijjar lives <\/strong>in a 12,000-square-foot hillside mansion with six bedrooms, nine bathrooms, a waterfall, a tennis court, a reflecting pool, a screening room and a vineyard.<\/p>\n\n\n\n<p><strong>His tenants?<\/strong> Not so much, an investigation by<a href=\"https:\/\/laist.com\/projects\/2020\/pama\/\"><strong> <\/strong>KPCC\/LAist shows.<\/a><\/p>\n\n\n\n<p><strong>Nijjar and his companies,<\/strong> while virtually unknown to tenants and the public, control an estimated $1.3 billion in real estate, and 16,000 units in Los Angeles, San Bernardino, Riverside and Kern counties, Fresno, Sacramento and Texas.&nbsp;<\/p>\n\n\n\n<p><strong>Fire in his facilities<\/strong> has resulted in death.&nbsp;<\/p>\n\n\n\n<p><strong>Rats, mold, bedbugs, <\/strong>maggots and cockroaches are common, as is crime. Typhus, a flea-borne disease, broke out at one of his company&#8217;s mobile home parks in 2015. Health officials trapped feral cats and possums, one of which had 1,087 fleas.<\/p>\n\n\n\n<p><strong>KPCC\/LAist reporter Aaron Mendelson counted:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>4,300 eviction lockouts in Los Angeles and San Bernardino counties between 2010 and 2018<\/li><li>One in 20 evictions in San Bernardino County over the same period<\/li><\/ul>\n\n\n\n<p><strong>Nijjar\u2019s PAMA Management: <\/strong>\u201cPAMA Management cares about the communities and the people we serve. Providing affordable housing to those who need it is our mission.\u201d<\/p>\n\n\n\n<p><strong>Assemblywoman Buffy Wicks,<\/strong> an Oakland Democrat, <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billStatusClient.xhtml?bill_id=201920200AB724\">carried legislation in 2019<\/a> that sought to require large landlords to report rents, vacancies, ownership and evictions at their properties. But a <a href=\"https:\/\/lao.ca.gov\/Publications\/Report\/4152\">Legislative Analyst report questions<\/a> his plan, saying it \u201cfalls short of articulating a clear strategy for curbing homelessness in California.\u201d<\/p>\n\n\n\n<p><strong>As he is doing this year,<\/strong> Newsom is proposing to spend heavily to combat homelessness in the 2020-21 fiscal year, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>$750 million for shelter.<\/li><li>$695 million to direct Medi-Cal health services to homeless people.<\/li><\/ul>\n\n\n\n<p><strong>The analyst:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u201cWhile there is no obvious right answer as to how the state should address the homelessness crisis, we find the governor\u2019s budget does not present a clear strategy.<\/li><li>\u201cIn the absence of a clear strategy, whether the governor\u2019s proposed approach would make a meaningful impact on the state\u2019s homelessness crisis is uncertain.\u201d<\/li><\/ul>\n\n\n\n<p><strong>One specific:<\/strong> Newsom proposes to study the root cause of homelessness, but his budget doesn\u2019t propose an appropriation to fund the study or establish a deadline.<\/p>\n\n\n\n<p><strong>The nonpartisan analyst<\/strong> urges the Legislature to develop its own a strategic plan to address the crisis.<\/p>\n\n\n\n<p><strong>Newsom spokesman Jesse Melgar<\/strong>, a <a href=\"https:\/\/apnews.com\/fd693fb074cf085a0c9fa909ab87df37\">The Associated Press\u2019 Adam Beam<\/a>:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u201cThe governor\u2019s proposal aims to use the new fund as a catalyst for wraparound services to get people off the street and calls on locals to do the same.\u201d<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Camp Fire&#8217;s ongoing toll<\/h2>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"2000\" height=\"1333\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2020\/02\/BANG_PGE_020420_sized_01.jpg?resize=2000%2C1333&#038;ssl=1\" alt=\"High voltage towers cling to the steep canyons around Pulga on Nov. 9, 2018\" class=\"wp-image-100453\" \/><figcaption>High voltage towers cling to the steep canyons near the start of the Camp Fire blaze.<\/figcaption><\/figure><\/div>\n\n\n\n<p><strong><a href=\"https:\/\/calmatters.org\/explainers\/californias-worsening-wildfires-explained\/\">The Camp Fire has an official death<\/a><\/strong> count of 85. That makes it California\u2019s deadliest wildfire. But medical experts and attorneys have identified 50 additional deaths linked to the Camp Fire, <a href=\"https:\/\/www.chicoer.com\/2020\/02\/11\/families-mourn-indirect-forgotten-deaths-from-camp-fire\/?utm_source=Nielsen+-+ICYMI+2.11.20&amp;utm_campaign=Nielsen+-+ICYMI+2.11.20&amp;utm_medium=email\">The Chico Enterprise Record reports<\/a>.<\/p>\n\n\n\n<p><strong>One was Donovan James Iverson, <\/strong>24, who had Duchenne muscular dystrophy. Tammie Strong, his mother, tells how she gathered her son and his medical equipment and fled. He died shortly after a harrowing evacuation:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u201cThese are the ones who have been forgotten. I am praying for the families still struggling.\u201d<\/li><\/ul>\n\n\n\n<p><strong>The Chico Enterprise\u2019s Camille von Kaenel:<\/strong> 15 months after the Camp Fire, people are still dying from complications from the fire, including mental and emotional anguish and respiratory issues from the smoke.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Report for America, <\/strong>a national nonprofit organization devoted to local journalism, funds von Kaenel\u2019s work.<\/li><\/ul>\n\n\n\n<p><strong>Sen. It just makes all the more important that we have to be focused on prevention.\u201d<\/li><\/ul>\n\n\n\n<p><strong>Mientras tanto:<\/strong> <a href=\"https:\/\/www.sacbee.com\/news\/business\/article240156363.html\">PG&amp;E Corp. has petitioned<\/a> the California Public Utilities Commission for an extra $1.4 billion to harden the grid and protect against wildfires.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Trying to right Calbright<\/h2>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2020\/02\/download-5.jpg?resize=301%2C301&#038;ssl=1\" alt=\"\" class=\"wp-image-101176\" width=\"301\" height=\"301\" \/><figcaption>Ajita Menon<\/figcaption><\/figure><\/div>\n\n\n\n<p><strong>Calbright, the state\u2019s new<\/strong> online community college, <a href=\"https:\/\/calmatters.org\/education\/higher-education\/2020\/01\/students-worry-as-californias-online-community-college-confronts-offline-woes\/\">has faced setbacks<\/a> and controversy since its founding in 2018. Now officials are hoping a new interim CEO, Ajita Menon, can help right the ship, CalMatters&#8217; Felicia Mello tells us.&nbsp;<\/p>\n\n\n\n<p><strong>Menon is a former adviser <\/strong>to the Obama-era U.S. Department of Education and community colleges Chancellor Eloy Ortiz Oakley. She will lead the college\u2019s efforts to provide flexible job training to low-income adults.<\/p>\n\n\n\n<p><strong>Menon\u2019s challenges<\/strong> <a href=\"https:\/\/edsource.org\/2020\/calbright-selects-advisor-to-californias-community-college-chancellor-as-interim-chief\/623621\">include helping with job placement<\/a> for Calbright&#8217;s 450-plus students who are working toward certificates in medical coding, information technology and cybersecurity.<\/p>\n\n\n\n<p><strong>Calbright board chairman Tom Epstein<\/strong> said Menon\u2019s public sector background was attractive to board members still smarting from the tenure of former Chief Executive Officer Heather Hiles. The college is conducting a national search for a permanent CEO.&nbsp;<\/p>\n\n\n\n<p><strong>Epstein told Mello<\/strong> that Menon \u201cwill help repair some of the relationships with public officials, community college leaders and faculty because she has long worked cooperatively with all of those groups.\u201d&nbsp;<\/p>\n\n\n\n<p><strong>Calbright is enrolling <\/strong>students. But as of last month, the college hadn\u2019t hired full-time faculty.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Democratic Assemblyman Jose Medina of Riverside has requested an audit of the college\u2019s finances.&nbsp;<\/li><li>The Senate education committee will hold a hearing Thursday on the college\u2019s progress.<\/li><\/ul>\n\n\n\n<p><strong>Hiles, an education technology<\/strong> entrepreneur, raised concerns when she signed a pricey, <a href=\"https:\/\/calmatters.org\/education\/2019\/03\/carolyn-carpeneti-online-college-contract-newsom-willie-brown\/\">contrato sin licitaci\u00f3n<\/a> for executive recruitment and tried to hire instructors without input from the community colleges\u2019 faculty senate. A legislative effort to repeal that recommendation failed by one vote.<\/li><\/ul>\n\n\n\n<p><strong>Gobernador Gavin Newsom<\/strong> last year signed <a href=\"https:\/\/calmatters.org\/newsletter\/newsom-signs-vaccination-bills-becerra-doesnt-sue-facial-recognition-beach-access-and-our-two-states\/\">legislation restricting the ability of doctors<\/a> to grant medical exemptions to parents who fear vaccinations.<\/p>\n\n\n\n<p><strong>That prompted sustained protests,<\/strong> culminating when an anti-vax mother tossed a bloody menstrual cup on the Senate floor. That caused a <a href=\"https:\/\/www.sacbee.com\/news\/politics-government\/capitol-alert\/article239696573.html\">$70,000 cleanup<\/a>. The woman is being <a href=\"https:\/\/thehill.com\/homenews\/state-watch\/477822-anti-vaccine-protester-charged-for-allegedly-throwing-menstrual-blood-at\">prosecuted<\/a>.<\/p>\n\n\n\n<p><strong>The Statesman<\/strong> linked to testimony before <a href=\"https:\/\/healthandwelfare.idaho.gov\/Portals\/0\/AboutUs\/Newsroom\/Public%20Comment%20for%20Omnibus%20Rule%20Dockets%20082319.pdf\">the Idaho Department of Health and Welfare<\/a>.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Diana Scheiding:<\/strong> \u201cMy family and I moved to this great state from California. I had to watch as my parental rights were being stripped away from me daily and my ability to protect my children was being taken away.\u201d<\/li><li><strong>Renee Brown: <\/strong>\u201cWe left California because of the fascist state passing unlawful bills that violate freedom and the right to public education.\u201d<\/li><\/ul>\n\n\n\n<p><strong>Sen. Richard Pan,<\/strong> Sacramento Democrat, said he was told that perhaps 20 families had relocated to Idaho over the law he authored. California, he noted, has 40 million people.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u201cFrankly, we wouldn\u2019t notice 20 people leaving.\u201d<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Take a number: 765<\/h2>\n\n\n\n<p><strong>La administraci\u00f3n Trump<\/strong> intends to raise the fees charged to the children of undocument immigrants to renew their status as Deferred Action for Childhood Arrivals to $765. That\u2019s a 55% increase from the current $495, <a href=\"https:\/\/calmatters.org\/?p=101150\">Jacqueline Garc\u00eda of La Opini\u00f3n reports<\/a>.<\/p>\n\n\n\n<p><strong>The fee for naturalization<\/strong> will rise 83% to 1,170 from the current $640.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Department of Homeland Security &#8220;determined that current fees do not recover the full costs of providing adjudication and naturalization services.&#8221;<\/li><li>U.S. Sen.
