{"id":128009,"date":"2020-07-30T15:06:31","date_gmt":"2020-07-30T22:06:31","guid":{"rendered":"https:\/\/calmatters.org\/?p=128009"},"modified":"2020-07-30T15:08:20","modified_gmt":"2020-07-30T22:08:20","slug":"recortes-en-los-programas-de-aire-limpio-de-california","status":"publish","type":"post","link":"https:\/\/calmatters.org\/_es\/environment\/2020\/07\/california-clean-air-programs-cuts\/","title":{"rendered":"Exclusivo: Los programas de aire limpio de California se ven afectados por una nueva reducci\u00f3n de fondos"},"content":{"rendered":"\t\t\n\t\t<div class=\"wp-block-group has-light-gray-background-color has-background calmatters-summary\">\n\t\t\t<div class=\"wp-block-group__inner-container is-layout-flow wp-block-group-is-layout-flow\">\n\t\t\t\t\n\t\t\t\t<p class=\"has-small-font-size calmatters-summary-heading\"><strong>In summary<\/strong><\/p>\n\t\t\t\t\n\n\t\t\t\t\n\t\t\t\t<p class=\"calmatters-summary-content\">Projects that tackle vehicles, pollution in low-income communities, prescribed burns and even cows have lost 14% of their original budgets because of cap and trade shortfall.<\/p>\n\t\t\t\t\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\n\t\t\n<p>Some of California\u2019s key environmental programs for battling smog and climate change have lost nearly $105 million as the state grapples with the economic fallout of the coronavirus pandemic.&nbsp;<\/p>\n\n\n\n<p>In a <a href=\"http:\/\/dof.ca.gov\/twitterdocs\/7-15-20_Control_Section_15-14-Determination_of_2019-20_Greenhouse_Gas_Reduction_Fund_Expenditures.pdf\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">letter shared with CalMatters<\/a>, the state\u2019s Department of Finance notified lawmakers of reductions to funds from the proceeds of California\u2019s landmark cap and trade program.&nbsp;<\/p>\n\n\n\n<p>Millions were scraped away from<a aria-label=\"undefined (opens in a new tab)\" href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201920200AB74\" target=\"_blank\" rel=\"noreferrer noopener\"> the 2019-20 budget<\/a>s of projects that include incentives for purchasing vehicles that produce less greenhouse gases, cleaning up pollution in overburdened communities, tackling methane excreted by cows and reducing smoke during prescribed burns.\u00a0<\/p>\n\n\n\n<p>These cuts are on top of $168 million squeezed from the original budgets of programs that are <a href=\"https:\/\/lao.ca.gov\/LAOEconTax\/Article\/Detail\/472\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">automatically allocated<\/a> a proportion of the proceeds from cap and trade. Included are high speed rail, affordable housing and transit.&nbsp;<\/p>\n\n\n\n<p>In the wake of cap and trade auctions generating <a aria-label=\"undefined (opens in a new tab)\" href=\"https:\/\/lao.ca.gov\/LAOEconTax\/Article\/Detail\/472\" target=\"_blank\" rel=\"noreferrer noopener\">$280 million less revenue<\/a> than expected, the&nbsp;cuts are not a surprise to state departments that had been on notice to spend only three-quarters of their 2019 appropriations.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-infogram\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"infogram-embed\" data-id=\"5d4d4caa-5cbb-410b-bad0-facd06ff28b7\" data-type=\"interactive\" data-title=\"ggrf reductions\"><\/div><script>!function(e,n,i,s){var d=\"InfogramEmbeds\";var o=e.getElementsByTagName(n)[0];if(window[d]&&window[d].initialized)window[d].process&&window[d].process();else if(!e.getElementById(i)){var r=e.createElement(n);r.async=1,r.id=i,r.src=s,o.parentNode.insertBefore(r,o)}}(document,\"script\",\"infogram-async\",\"https:\/\/e.infogram.com\/js\/dist\/embed-loader-min.js\");<\/script>\n<\/div><\/figure>\n\n\n\n<p>The shortfall fuels a growing fight about whether California\u2019s cap and trade program can be relied upon to both cut carbon emissions and pay for green programs.<\/p>\n\n\n\n<p>\u201cIt&#8217;s an unsustainable source of funding,\u201d said <a href=\"https:\/\/a58.asmdc.org\/\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">Assemblymember Cristina Garcia<\/a>, a Democrat from Bell Gardens and chair of the Joint Legislative Committee on Climate Change Policies. \u201cWhether it was now or down the road, we knew that this was going to be a declining pot of money.\u201d&nbsp;<\/p>\n\n\n\n<p>In the July 15 letter, the director of the Department of Finance, Keely Martin Bosler, told Assembly and Senate budget committees that the cuts are spread evenly across ten agencies and departments. Each listed program loses about 14% of cap and trade funds appropriated in the 2019-2020 budget. Among those experiencing cuts are the California Environmental Protection Agency and its departments tasked with cleaning up air pollution, assessing environmental health hazards, managing garbage and recycling, and other projects.<\/p>\n\n\n\n<p>The Legislature has not finalized how to spend the proceeds from cap and trade in the current budget year.<\/p>\n\n\n\n<p>Erin Curtis, a California EPA spokesperson, said that the agency is still assessing how the cuts will impact its programs.&nbsp;<\/p>\n\n\n\n<p>The largest cut in terms of dollars is at the California Air Resources Board, the agency responsible for cleaning up the state\u2019s air pollution. It lost $81 million from the $557 million from cap and trade originally budgeted for its <a aria-label=\"undefined (opens in a new tab)\" href=\"https:\/\/ww2.arb.ca.gov\/our-work\/programs\/low-carbon-transportation-investments-and-air-quality-improvement-program\/about\" target=\"_blank\" rel=\"noreferrer noopener\">low-carbon transportation<\/a> program, which includes clean vehicle vouchers and grants for new, advanced technologies for cars and heavy-duty engines.<\/p>\n\n\n\n<figure class=\"wp-block-pullquote has-background is-style-solid-color\" style=\"background-color:#ffda83\"><blockquote class=\"has-text-color has-dark-gray-color\"><p>\u201cWhether it was now or down the road, we knew that this was going to be a declining pot of money.\u201d&nbsp;<\/p><cite>Assemblymember Cristina Garcia<\/cite><\/blockquote><\/figure>\n\n\n\n<p>Last year\u2019s budget banked on cap and trade auctions generating $2.4 billion. But as the coronavirus pandemic rocked the economy, reality fell about $280 million short. The most recent auction in May raised less than <a href=\"https:\/\/lao.ca.gov\/LAOEconTax\/Article\/Detail\/472\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">$25 million<\/a>.<\/p>\n\n\n\n<p>Cap and trade is a cornerstone of the state\u2019s fight against climate change. It is the <a href=\"https:\/\/www.scientificamerican.com\/article\/california-reveals-terms-cap-and-trade\/\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">first carbon market in the nation<\/a> to cover <a href=\"https:\/\/lao.ca.gov\/Publications\/Report\/3719\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">all sectors of the economy<\/a> \u2014 including oil refineries, power plants, fuel suppliers and manufacturers. The state is relying on it for nearly half of its promised reductions of planet-warming greenhouse gases in 2030.&nbsp;<\/p>\n\n\n\n<p>The emissions trading program also is a major source of revenue: Companies can meet the declining cap on greenhouse gases by curbing pollution or by buying and trading pollution credits. Since its launch in 2013, cap and trade has raised $13.1 billion, with quarterly auctions for pollution credits raking in <a href=\"https:\/\/lao.ca.gov\/LAOEconTax\/Article\/Detail\/472\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">more than $600 million each<\/a> over the past two years.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The state funnels the money <a href=\"https:\/\/calmatters.org\/environment\/2017\/09\/come-hat-hand-californias-green-money\/\">into a wide range of programs<\/a> \u2014 from fire prevention to high speed rail and safe drinking water.&nbsp;<\/p>\n\n\n\n<p>The risk, however, is that cap and trade may not bring in as much money as expected. And that potential for a mismatch between expectation and reality is why a provision in the budget prohibits departments from spending more than 75% of their funding from the proceeds of cap and trade on certain programs before the May auction results are in.&nbsp;<\/p>\n\n\n\n<p>This is the first year, however, that this provision has been triggered, according to <a href=\"https:\/\/lao.ca.gov\/Staff\/AssignmentDetail\/222\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">Ross Brown<\/a>, principal fiscal and policy analyst at the Legislative Analyst\u2019s Office.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-pullquote alignright has-background is-style-solid-color\" style=\"background-color:#ffda83\"><blockquote class=\"has-text-color has-dark-gray-color\"><p>\u201cThese cuts are an unfortunate, but predictable result of the pandemic\u2019s effect on our economy, and Cap and Trade policies that are too lenient on polluters.\u201d<\/p><cite>state Sen. Bob Wieckowski<\/cite><\/blockquote><\/figure>\n\n\n\n<p>While the pandemic and economic crash has thrown California\u2019s ability to pay for its environmental effort into turmoil, Garcia said that the crisis also accelerates the urgency of the programs. Communities that are <a href=\"https:\/\/calmatters.org\/environment\/2019\/12\/california-controversial-advanced-clean-trucks-regulation-air-pollution\/\">disproportionately affected by pollution<\/a> \u2014&nbsp;Latino, Black, Asian American and lower-income Californians \u2014 also face <a href=\"https:\/\/www.hsph.harvard.edu\/news\/hsph-in-the-news\/air-pollution-linked-with-higher-covid-19-death-rates\/\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">greater threats from the coronavirus<\/a>.&nbsp;<\/p>\n\n\n\n<p>\u201cWe&#8217;re talking about racism, we have to be looking at it from all of our policies, and that includes environmental policies,\u201d Garcia said. \u201cLet&#8217;s think about sustainable sources of funding for them.\u201d&nbsp;<\/p>\n\n\n\n<p>In addition to funding for purchase of clean vehicle incentives, the cuts to the air board could also hit grants for local air districts to tackle pollution. Another $290,000 has been eliminated from an air board program that pays for projects aimed at monitoring and reducing smoke from prescribed burns.&nbsp;<\/p>\n\n\n\n<p>The air board staff \u201cwill work to continue to deliver the benefits of the programs that will see about a 15 percent reduction in their funding,\u201d spokesperson Stanley Young said in an email.&nbsp;<\/p>\n\n\n\n<p>California Department of Resources\u2019 Recycling and Recovery, or CalRecycle, saw a $3.6 million cut that will reduce grants and loans aimed at diverting waste from landfills. CalRecycle is re-evaluating its spending plan.&nbsp;<\/p>\n\n\n\n<p>The California Department of Food and Agriculture will lose $4.9 million from programs <a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/ddrdp\/\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">subsidizing dairy digesters<\/a> and <a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/AMMP\/\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">manure management practices that<\/a> curb methane released by cattle, which is a substantial source of greenhouse gases.<\/p>\n\n\n\n<p>Garcia worries that across-the-board cuts will hit some programs harder than others.&nbsp;<\/p>\n\n\n\n<p>\u201cWe&#8217;re not all starting in the same place,\u201d Garcia said. \u201cI think the departments cannot take this equal approach \u2014 everyone&#8217;s going to get a 14% cut \u2014 because the hurt is not the same.\u201d<\/p>\n\n\n\n<p>The $8.7 million cut from the Transformative Climate Communities grant program has already affected a round of funding for proposals from <a href=\"https:\/\/calepa.ca.gov\/wp-content\/uploads\/sites\/6\/2017\/04\/SB-535-Designation-Final.pdf\">po<\/a><a href=\"https:\/\/calepa.ca.gov\/wp-content\/uploads\/sites\/6\/2017\/04\/SB-535-Designation-Final.pdf\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">l<\/a><a href=\"https:\/\/calepa.ca.gov\/wp-content\/uploads\/sites\/6\/2017\/04\/SB-535-Designation-Final.pdf\">luted, low-income<\/a> communities aimed at bolstering climate resilience, public health and equity while curbing greenhouse gases.&nbsp;<\/p>\n\n\n<ul class=\"wp-block-latest-posts__list is-grid columns-2 has-dates alignleft wp-block-latest-posts\"><li><div class=\"wp-block-latest-posts__featured-image\"><img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2026\/03\/110525_SFO_GETTY_CM_01.jpg?fit=300%2C200&amp;ssl=1\" class=\"attachment-medium size-medium wp-post-image\" alt=\"The tails of two airplanes that sit idle on the tarmac of an airport. But proposals from Riverside and Stockton received only partial awards. Riverside\u2019s funding was supplemented by another grant, but a Stockton effort to fix sidewalks on a major thoroughfare, buy zero emission buses and increase solar power and energy efficiency will have to be altered, according to Louise Bedsworth, executive director of the California Strategic Growth Council, which runs the grant program.&nbsp;<\/p>\n\n\n\n<p>Critics of cap and trade say they saw these shortfalls coming. Independent analysts have warned that <a href=\"https:\/\/lao.ca.gov\/Publications\/Report\/3719\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">an oversupply of pollution credits<\/a> could <a href=\"https:\/\/energyinnovation.org\/wp-content\/uploads\/2018\/02\/WCI-oversupply-grows-February-update.pdf\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">hamper emissions reductions<\/a> and <a href=\"https:\/\/www.eenews.net\/climatewire\/stories\/1060038016\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">decrease revenue<\/a>. The nonpartisan Legislative Analyst\u2019s Office has warned of<em> <\/em>an increased risk <a href=\"https:\/\/lao.ca.gov\/Publications\/Report\/4250\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">for low revenue in future auctions<\/a>.&nbsp;<\/p>\n\n\n\n<p>\u201cThese cuts are an unfortunate, but predictable result of the pandemic\u2019s effect on our economy, and Cap and Trade policies that are too lenient on polluters,\u201d said state Sen. Bob Wieckowski, a Democrat from Fremont, in an email to CalMatters.&nbsp;<\/p>\n\n\n\n<p>In a June letter to Wieckowski <a href=\"https:\/\/calmatters.org\/environment\/2020\/06\/california-climate-strategy-cap-trade\/\">first reported by CalMatters<\/a>, California EPA Secretary Jared Blumenfeld pledged to review the program\u2019s role in California\u2019s climate fight.<\/p>\n\n\n\n<p>\u201cThe advent of the COVID 19 Crisis, the collapse of the world oil market, and the results of [the California Air Resources Board\u2019s] May 2020 Auction are all factors that deserve careful consideration,\u201d he wrote.&nbsp;<\/p>\n\n\n\n<p>Businesses covered by cap and trade, including oil companies and manufacturers, have argued against changing the program, saying in a June letter to the Legislature that it is not designed to be a source of revenue.&nbsp;<\/p>\n\n\n\n<p>\u201cWhen emissions are down, revenues will decrease. We understand the frustration of groups that have traditionally relied upon&#8230; cap-and-trade.
