California tiene un nuevo plan para cumplir con nuestro compromiso de satisfacer las necesidades de aprendizaje temprano de cada ni\u00f1o de California y al mismo tiempo mejorar la calidad y la capacitaci\u00f3n de sus maestros y cuidadores. El plan es un comienzo fundamental para satisfacer las necesidades de desarrollo de nuestros ni\u00f1os al garantizar un acceso equitativo a oportunidades de aprendizaje y salud de alta calidad.<\/p>\n\n\n\n

Deber\u00edamos aceptarlo y ponerlo a trabajar.<\/p>\n\n\n\n

El equipo de investigadores independientes del plan maestro examin\u00f3 las recomendaciones de investigaci\u00f3n, incluido el informe de la Comisi\u00f3n Blue Ribbon de la Asamblea, y el sistema existente. Analizaron datos, escucharon a padres y grupos comunitarios y confiaron en la experiencia del Consejo de Pol\u00edticas de Primera Infancia, compuesto por 27 partes interesadas diversas de California, incluidos proveedores de cuidado infantil, defensores y expertos en el campo.<\/p>\n\n\n\n

El resultado es un modelo para crear un sistema integral de servicios integrales para ni\u00f1os que apoye a una poblaci\u00f3n infantil diversa; ofrece cuidado infantil de alta calidad y Pre-K universal; aprovecha la oportunidad del aprendizaje biling\u00fce; y cuida a ni\u00f1os con necesidades especiales. <\/p>\n\n\n\n

Crea un sistema de desarrollo de la fuerza laboral basado en competencias; implementa una reforma de financiaci\u00f3n para apoyar el acceso equitativo y sostener una fuerza laboral de alta calidad, y nuevos sistemas de datos para promover la equidad y la mejora continua. Tambi\u00e9n subraya la necesidad de utilizar el liderazgo, la confianza y el enfoque comunitario de nuestro sistema de atenci\u00f3n y aprendizaje temprano para conectar a las familias con los servicios sociales y de salud. <\/p>\n\n\n\n

Sabemos que necesitamos reconstruirnos a partir del COVID-19 con la equidad como elemento central para apoyar a los ni\u00f1os y a los maestros que trabajan con ellos. Los padres, especialmente los m\u00e1s necesitados y los de comunidades hist\u00f3ricamente marginadas, necesitan informaci\u00f3n, acceso y opciones de programas que satisfagan las necesidades de sus hijos. <\/p>\n\n\n\n

M\u00e1s de la mitad de los ni\u00f1os menores de 6 a\u00f1os de California hablan otro idioma adem\u00e1s del ingl\u00e9s en casa. Para el \u00e9xito de este sistema es fundamental brindarles a los maestros de educaci\u00f3n temprana el desarrollo profesional, las oportunidades y la compensaci\u00f3n que necesitan para brindar atenci\u00f3n y aprendizaje de alta calidad a cada ni\u00f1o.<\/p>\n\n\n\n

No podemos aprovechar los beneficios del aprendizaje biling\u00fce sin un sistema y una fuerza laboral que lo respalden. Casi el 60% de los maestros de educaci\u00f3n temprana dependen de la asistencia p\u00fablica para llegar a fin de mes. Necesitan los medios financieros para acceder a oportunidades de formaci\u00f3n docente y a un salario que refleje su valor para nuestra sociedad. Adem\u00e1s, debemos consolidar los programas y la supervisi\u00f3n inconexos de California en un sistema eficiente que atienda las necesidades de todos los ni\u00f1os y sus familias.<\/p>\n\n\n\n

El plan maestro exige brindar alivio a padres, ni\u00f1os y proveedores a ra\u00edz del COVID-19. De marzo a octubre de este a\u00f1o, se estima que 4.400 hogares de cuidado infantil familiar y 9.181 centros de cuidado infantil cerraron temporalmente, mientras que 2.030 hogares de cuidado infantil familiar y 390 centros cerraron permanentemente. Esto ha tenido un gran impacto en la fuerza laboral del aprendizaje temprano y ha dejado a las familias con dificultades para trabajar y cuidar a sus hijos.<\/p>\n\n\n\n

Una vez que estabilicemos el presente, podremos mirar hacia el futuro. El plan maestro recomienda construir un sistema integral e inclusivo, y abre la puerta a trabajar para romper los silos entre los programas de aprendizaje temprano, los servicios de salud infantil y los apoyos para el fortalecimiento familiar para ni\u00f1os, familias y comunidades m\u00e1s fuertes.<\/p>\n\n\n\n

Es cierto que crear una California para todos los ni\u00f1os requiere tiempo y dinero. Ambos son escasos en estos d\u00edas. Algunos dir\u00e1n que este plan llega en el momento equivocado, que es demasiado ambicioso. Creemos que tener un plan que integre d\u00e9cadas de promoci\u00f3n, legislaci\u00f3n e inversi\u00f3n p\u00fablica es exactamente la receta que California necesita.<\/p>\n\n\n\n

El plan maestro muestra que California est\u00e1 preparada para asumir el desaf\u00edo y asociarse con quienes quieren lograr cambios. Nuestra mejor oportunidad para obtener m\u00e1s fondos federales reside en la administraci\u00f3n entrante de Biden-Harris, que ha telegrafiado sus propios planes ambiciosos para el aprendizaje y la atenci\u00f3n temprana que se alinean con California para todos los ni\u00f1os.<\/p>\n\n\n\n
