Gavin Newsom, who has attended recent public events in jeans and a bear-emblazoned jacket, stood behind a podium bearing the slogan &#8220;California Roars Back&#8221; while wearing a suit and tie.<\/p>\n\n\n\n<p>The message: I mean business \u2014&nbsp;and the recall&#8217;s going down. <\/p>\n\n\n\n<p>&#8220;I&#8217;m about to make an announcement that arguably no other governor in America has ever made,&#8221; Newsom said in the Oakland neighborhood of Fruitvale, before unveiling a proposal to use part of California&#8217;s staggering $75.7 billion budget surplus to issue $11.9 billion in rebates to households making less than $75,000 a year, families with children and undocumented immigrants. He also unrolled a slew of other funding proposals, <a href=\"https:\/\/calmatters.org\/california-divide\/2021\/05\/newsom-proposes-expanding-golden-state-stimulus-to-middle-class\/\">as CalMatters&#8217; Jackie Botts reports<\/a>: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>$5.2 billion in federal funding <\/strong>to help low-income renters stay housed.<\/li><li><strong>$2 mil millones <\/strong>to help Californians pay overdue water and utility bills. <\/li><li><strong>$1 mil millones <\/strong>in college grants to help employees whose jobs have been decimated by the pandemic find better work. <\/li><\/ul>\n\n\n\n<p>Several hours later, Newsom was in the Central Valley <a href=\"https:\/\/calmatters.org\/environment\/2021\/05\/drought-emergency-declared-central-valley-klamath\/\">declaring a drought emergency in 39 additional counties<\/a> and proposing <a href=\"https:\/\/www.gov.ca.gov\/2021\/05\/10\/governor-newsom-announces-5-1-billion-package-for-water-infrastructure-and-drought-response-as-part-of-100-billion-california-comeback-plan\/\">a $5.1 billion investment<\/a> in the state&#8217;s immediate drought response and long-term water resilience. <\/p>\n\n\n\n<p>The rapid-fire announcements are the first in a weeklong series of events that will take Newsom across California to unveil portions of <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/05\/california-stimulus-checks-relief-package-newsom\/\">his proposed $100 billion economic recovery plan<\/a> before formally presenting his revamped state budget on Friday. The whirlwind trip is similar to the tour of mass vaccination sites Newsom embarked on earlier this year, down to the groups of Democratic officials praising the governor&#8217;s leadership in a not-so-subtle attempt to close party ranks ahead of the looming recall election. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Oakland Mayor Libby Schaaf: <\/strong>Newsom and lawmakers are &#8220;creating one of the greatest California budgets we have ever seen.&#8221; <\/li><\/ul>\n\n\n\n<p>However, the taxpayer rebates could be in somewhat murky constitutional waters. The governor&#8217;s office is proposing using the rebates to comply with a law requiring the state to refund taxpayers when it collects more revenue than it is authorized to spend. Kathleen Bils&#8217; son was shot by a San Diego sheriff&#8217;s deputy, and Addie Kitchen&#8217;s grandson was shot by a San Leandro police officer \u2014 both of whom are facing criminal charges under a new state law limiting when police can use deadly force. Although the U.S. Food and Drug Administration on Monday <a href=\"https:\/\/www.fda.gov\/news-events\/press-announcements\/coronavirus-covid-19-update-fda-authorizes-pfizer-biontech-covid-19-vaccine-emergency-use\">authorized the vaccine<\/a> for that age group, a group of experts from California and other Western states will independently review the data before giving the vaccine the green light. Meanwhile, the Golden State has taken steps <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2021\/05\/pediatricians-myturn-vaccinate-children\/\">to streamline the process for pediatricians<\/a> to inoculate children, but will likely face significant concerns from parents: Nationally, <a href=\"https:\/\/www.kff.org\/coronavirus-covid-19\/poll-finding\/kff-covid-19-vaccine-monitor-april-2021\/\">only 30% of parents<\/a> say they will let their children get the shot as soon as it&#8217;s approved for their use. <\/p>\n\n\n\n<p>That isn&#8217;t the only flavor of vaccine hesitancy public health officials will have to confront. A solid 57% of California prison employees are skipping free vaccinations offered on the job, concerning advocates who say inmates&#8217; health could be jeopardized as facilities recover from a wave of infections that sickened more than 50,000 incarcerated people and killed hundreds, <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2021\/05\/prison-workers-refuse-covid-vaccine-california\/\">Informes de Byrhonda Lyons de CalMatters<\/a>. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2021\/05\/prison-workers-refuse-covid-vaccine-california\/\">Don Specter, a Prison Law Office attorney<\/a>: <\/strong>&#8220;People in prison and the staff, frankly, are at greater risk than college students and people who work for the university and colleges. As it stands, only 7% of <a href=\"https:\/\/www.latimes.com\/california\/story\/2021-05-10\/only-7-of-l-a-high-schoolers-return-to-reopened-campuses\">Los Angeles Unified high schoolers<\/a> have chosen to return to in-person instruction \u2014 significantly lower turnout than expected. It remains unclear how many will return in <a href=\"https:\/\/www.sfchronicle.com\/local\/article\/S-F-high-school-seniors-can-return-to-campus-for-16163947.php\">Unificado de San Francisco<\/a>, which announced this weekend it will welcome high school seniors back to campus on Friday, just a few weeks before the last day of instruction. Both districts are using the &#8220;Zoom in a room&#8221; model, in which students log into online lessons that may or may not be taught by the instructor who&#8217;s physically in the room. <a href=\"https:\/\/www.latimes.com\/california\/story\/2021-05-09\/no-show-high-school-students-reject-covid-reopening-rules\">Across the state<\/a>, most high schoolers have decided to keep learning online even as schools open their doors \u2014 meaning many will spend 17 to 18 months out of the classroom.
