Jerry Brown and the Legislature overhauled California\u2019s public school financing in 2013 with the stated goal of closing the \u201cachievement gap\u201d separating poor and English-learner students from more privileged children.<\/p>\n\n\n\n<p>La <a href=\"https:\/\/www.cde.ca.gov\/fg\/aa\/lc\/\">F\u00f3rmula de financiaci\u00f3n del control local <\/a>(LCFF) gave local school officials much more leeway by eliminating most \u201ccategorical aids\u201d that required funds to be spent for specific purposes. Somewhat contrarily, LCFF also gave school districts specific grants to be spent on improving education of kids on the wrong side of the gap.<\/p>\n\n\n\n<p>Since its passage, the state has also dramatically increased the amount of school spending. The <a href=\"https:\/\/www.ebudget.ca.gov\/2021-22\/pdf\/Enacted\/BudgetSummary\/K-12Education.pdf\">Presupuesto estatal 2021-22<\/a> pegs state and local school financing at $123.9 billion, nearly twice what it was in 2013, and per-pupil spending at $21,555, \u201cthe highest levels ever.\u201d California schools also are receiving $13.6 billion from the federal government to cushion impacts of the COVID-19 pandemic.<\/p>\n\n\n\n<p>In the broadest sense, LCFF embraced the conventional wisdom that altering the flow of money would profoundly affect educational outcomes. However, from its inception, LCFF has been awash in controversy \u2014 not over its concept, but rather its implementation.<\/p>\n\n\n\n<p>Brown insisted that local school officials could be trusted to spend the money wisely for its intended purpose with very light \u2014 almost nonexistent \u2014 state oversight. Rather, local voters and parents would, it was assumed, monitor LCFF through local implementation plans.<\/p>\n\n\n\n<p>However, critics \u2014 civil rights and school reform groups \u2014 have complained that implementation plans are indecipherable and that school districts often divert money meant to improve outcomes of at-risk kids into other purposes. One huge loophole has allowed LCFF money left unspent in one fiscal year to be carried into the next year and spent without strings.<\/p>\n\n\n\n<p>The battles over how the money was being spent, or not being spent, have been fought district-by-district, sometimes in the courts. Two years ago State Auditor Elaine Howle weighed in with a report that <a href=\"https:\/\/calmatters.org\/commentary\/2019\/11\/audit-backs-school-finance-critics\/\">sharply criticized the lack of oversight<\/a>.<\/p>\n\n\n\n<p>\u201cWe are particularly concerned that the state does not explicitly require districts to spend their supplemental and concentration funds on the intended student groups or to track their spending of those funds,\u201d Howle\u2019s report declared.<\/p>\n\n\n\n<p>The Legislature did close the ludicrous loophole on unspent funds this year, but after eight years, we should have some clue as to whether LCFF, bolstered by billions of extra dollars, has provided meaningful help to kids who need it most or has just been an exercise in creative bookkeeping.<\/p>\n\n\n\n<p>The latest attempt to gauge its efficacy comes from Policy Analysis for California Education (PACE), a prestigious consortium of education scholars from five major universities.<\/p>\n\n\n\n<p>\u201cAs researchers who have long studied the implementation of LCFF, we started with the view &#8230; that LCFF has advanced equity both in terms of funding progressivity \u2026 and improved outcomes for historically underserved student groups,\u201d the <a href=\"https:\/\/edpolicyinca.org\/sites\/default\/files\/2021-11\/r_hahnel_nov21.pdf\">PACE report<\/a> says. \u201cBut despite this progress, California continues to lag behind the nation as a whole when it comes to educational outcomes, and many student groups \u2014 particularly Black and Latinx students, English learners, students from low-income families, and students with disabilities \u2014 continue to experience wide and troubling opportunity and achievement gaps.\u201d<\/p>\n\n\n\n<p>Among other problems, PACE laments that schools with the highest concentrations of at-risk kids tend to also have the least-experienced and -capable teachers, although it doesn\u2019t mention that union seniority rules are the prime cause of that dissonance.<\/p>\n\n\n\n<p>The unfortunate bottom line is that we still don\u2019t know whether LCFF will succeed or join the long list of California\u2019s high-concept notions, such as the woebegone bullet train, that don\u2019t deliver what was promised.<\/p>","protected":false},"excerpt":{"rendered":"<p>In 2013, California&#8217;s system of financing public schools was overhauled in an effort to close the &#8220;achievement gap,&#8221; but we still don&#8217;t know whether it&#8217;s working.<\/p>","protected":false},"author":73,"featured_media":180395,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"_stopmodifiedupdate":false,"_modified_date":"","newspack_ads_suppress_ads":false,"newspack_popups_has_disabled_popups":false,"newspack_sponsor_sponsorship_scope":"","newspack_sponsor_native_byline_display":"inherit","newspack_sponsor_native_category_display":"inherit","newspack_sponsor_underwriter_style":"inherit","newspack_sponsor_underwriter_placement":"inherit","apple_news_api_created_at":"2021-11-21T08:01:52Z","apple_news_api_id":"bdd4cc6a-4be8-427d-b15a-f884e0868874","apple_news_api_modified_at":"2021-11-21T08:01:52Z","apple_news_api_revision":"AAAAAAAAAAD\/\/\/\/\/\/\/\/\/\/w==","apple_news_api_share_url":"https:\/\/apple.news\/AvdTMakvoQn2xWviE4IaIdA","apple_news_cover_media_provider":"image","apple_news_coverimage":0,"apple_news_coverimage_caption":"","apple_news_cover_video_id":0,"apple_news_cover_video_url":"","apple_news_cover_embedwebvideo_url":"","apple_news_is_hidden":"","apple_news_is_paid":"","apple_news_is_preview":"","apple_news_is_sponsored":"","apple_news_maturity_rating":"","apple_news_metadata":"\"\"","apple_news_pullquote":"","apple_news_pullquote_position":"","apple_news_slug":"","apple_news_sections":[],"apple_news_suppress_video_url":false,"apple_news_use_image_component":false,"_spanish_translation_id":0,"_is_translation":false,"_newspack_byline_active":false,"_newspack_byline":"","newspack_content_restriction_is_exempt":false,"newspack_featured_image_position":"","newspack_post_subtitle":"","newspack_article_summary_title":"Overview:","newspack_article_summary":"","newspack_hide_updated_date":false,"newspack_show_updated_date":false,"_jetpack_memberships_contains_paid_content":false,"footnotes":""},"categories":[58,63],"tags":[40117],"legislator":[],"bill":[],"newspack_spnsrs_tax":[],"coauthors":[4174],"class_list":["post-216525","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-commentary","category-dan-walters","tag-commentary","entry"],"acf":[],"apple_news_notices":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v27.3 (Yoast SEO v27.3) -
