More than five years after California voters approved <a href=\"https:\/\/ballotpedia.org\/California_Proposition_64,_Marijuana_Legalization_(2016)\">Proposici\u00f3n 64<\/a> \u2014 a measure championed by then-lieutenant governor Newsom as an opportunity to empower communities of color disproportionately ravaged by the War on Drugs \u2014 the legal cannabis industry says it&#8217;s on the brink of collapse from overtaxation, overregulation and an inability to compete with the illicit market. Farmers, dispensary owners and other advocates want Newsom to rescue an industry that they feel he has largely abandoned \u2014 but, <a href=\"https:\/\/calmatters.org\/politics\/2022\/01\/california-cannabis-newsom\/\">as CalMatters&#8217; Alexei Koseff reports<\/a>, the governor&#8217;s top cannabis advisor says solutions aren&#8217;t so simple. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/calmatters.org\/politics\/2022\/01\/california-cannabis-newsom\/\">Michael &#8220;Mikey&#8221; Steinmetz, co-founder of Flow Cannabis Co.<\/a>: <\/strong>&#8220;He championed our message and he rode our coattails all the way to the top. We feel that he has turned his back in some capacity.&#8221;<\/li><li><strong><a href=\"https:\/\/calmatters.org\/politics\/2022\/01\/california-cannabis-newsom\/\">Nicole Elliott, director of the state Department of Cannabis Control<\/a>: <\/strong>&#8220;It is an oversimplification to say that tax reduction will solve all of the industry&#8217;s problems.&#8221;<\/li><\/ul>\n\n\n\n<p>Other gaps between the state&#8217;s cannabis goals and reality: social equity programs that are taking <a href=\"https:\/\/calmatters.org\/california-divide\/2020\/07\/california-cannabis-market-black-minority-businesses-struggle\/\">years to get off the ground<\/a>, tens of thousands of marijuana-related convictions that <a href=\"https:\/\/www.latimes.com\/california\/story\/2022-01-13\/california-was-supposed-to-clear-weed-convictions-tens-of-thousands-are-still-languishing\">haven&#8217;t been cleared<\/a>, and state and federal law enforcement <a href=\"https:\/\/www.latimes.com\/california\/story\/2022-01-28\/marijuana-cash-seized-armored-car-fbi-san-bernardino-sheriff\">allegedly illegally seizing cash<\/a> from licensed dispensaries. <\/p>\n\n\n\n<p><strong>2.<\/strong> <strong>EDD getting new director<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2021\/12\/121820-EDD-Sacramento-AP-CM-01-1.jpg?resize=1024%2C682&#038;ssl=1\" alt=\"\" class=\"wp-image-220784\"\/><figcaption>The Employment Development Department offices in Sacramento on Dec. 18, 2020. Newsom on Friday <a href=\"https:\/\/www.gov.ca.gov\/2022\/01\/28\/governor-newsom-appoints-nancy-farias-director-of-the-employment-development-department\/\">tapped Nancy Farias<\/a>, the Employment Development Department&#8217;s chief deputy director of external affairs, legislation and policy, to replace Rita Saenz, who is stepping down as EDD&#8217;s chief executive about a year after Newsom <a href=\"https:\/\/www.gov.ca.gov\/2020\/12\/30\/governor-newsom-appoints-rita-saenz-director-of-the-employment-development-department\/\">appointed her to the position<\/a>. Saenz herself replaced <a href=\"https:\/\/www.gov.ca.gov\/2020\/02\/11\/governor-newsom-announces-appointments-2-11-20\/\">Sharon Hilliard<\/a>, who assumed leadership of EDD right before the pandemic hit and retired less than a year later.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The leadership change comes as EDD, which has acknowledged <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/10\/california-edd-fixes\/\">paying at least $20 billion in fraudulent claims<\/a> amid the pandemic, attempts to crack down on a <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2022\/01\/california-edd-fraud\/\">torrent of scam disability insurance claims<\/a>, verify the identity of <a href=\"https:\/\/calmatters.org\/california-divide\/2022\/01\/edd-california-unemployment-fraud\/\">1.4 million recipients of pandemic jobless benefits<\/a>, implement <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/10\/california-edd-fixes\/\">key reforms<\/a> recommended by the state auditor and investigate fraudulent cases. &#8220;It has been very hard for us to bring on investigators,&#8221; EDD spokeswoman Loree Levy <a href=\"https:\/\/www.sandiegouniontribune.com\/news\/courts\/story\/2022-01-30\/california-covid-unemployment-scams\">told the San Diego-Union Tribune<\/a>.<\/li><li><strong>Saenz: <\/strong>&#8220;I am proud of the many reforms and new programs EDD put in place during the last year, and Nancy Farias has the energy and direct experience to keep this positive momentum going.&#8221;<\/li><li><strong>El asamble\u00edsta Jim Patterson, republicano de Fresno: <\/strong>&#8220;The governor needs to put someone in charge of the EDD with the guts to make the necessary changes.
