The highly potent pesticides have been shown to harm <a href=\"https:\/\/pubs.acs.org\/doi\/10.1021\/acs.est.7b06388\">bees<\/a>, <a href=\"https:\/\/harvest.usask.ca\/bitstream\/handle\/10388\/12692\/aaw9419_accepted_preprint_version.pdf?sequence=1\">birds<\/a> and <a href=\"https:\/\/www.science.org\/doi\/10.1126\/science.aax3442\">other creatures.<\/a><\/p>\n\n\n\n<p>Aimed at protecting bees<a href=\"https:\/\/aic.ucdavis.edu\/wp-content\/uploads\/2019\/02\/HONEY-COMPLETE-DRAFT_FEBRUARY-11-2019.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"> <\/a>that pollinate crops, the California Department of Pesticide Regulation&#8217;s <a href=\"https:\/\/www.cdpr.ca.gov\/docs\/pressrls\/2022\/022522.htm\">proposed rules<\/a> would restrict four <a href=\"https:\/\/www.cdpr.ca.gov\/docs\/registration\/canot\/2009\/ca2009-02.pdf\">closely-related<\/a> neonicotinoid chemicals: imidacloprid, thiamethoxam, clothianidin and dinotefuran.&nbsp;<\/p>\n\n\n\n<p>Unveiled in February, the rules would limit when and how much can be applied, depending on the specific chemical, the crop and, in some cases, the presence of honeybees or other pollinators. California\u2019s pesticide regulators are still evaluating public feedback and there is no specific timeframe for finalizing the proposal.&nbsp;<\/p>\n\n\n\n<p>Neonicotinoids are the <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0013935122010544\">most popular insecticides<\/a> <a href=\"https:\/\/www.pnas.org\/doi\/10.1073\/pnas.2017221117\">in the world<\/a> \u2014 although not in California, according to the state pesticide agency.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-pullquote has-spirited-yellow-background-color has-background\"><blockquote><p>\u201cPollinators play a very important role in the ecosystem at large as well as for crops and being able to produce food in the state.\u201d<\/p><cite>Karen Morrison, California Department of Pesticide Regulation<\/cite><\/blockquote><\/figure>\n\n\n\n<p>More than a decade in the making, California\u2019s reevaluation of neonicotinoids began in 2009, <a href=\"https:\/\/www.cdpr.ca.gov\/docs\/legbills\/rulepkgs\/22-001\/22-001_dpr_oal_nopa_neonics.pdf\">after the agency received a report<\/a> from pesticide manufacturer Bayer CropScience that \u201cshowed potentially harmful effects of imidacloprid to pollinators.\u201d A <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201320140AB1789\">2014 law<\/a> set a series of deadlines for reevaluating their risks and adopting \u201cany control measures necessary to protect pollinator health.\u201d<\/p>\n\n\n\n<p>In addition, <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202120220AB2146\">a bill in the Legislature<\/a> would ban use of neonicotinoids in homes, yards and other outdoor non-agricultural settings, starting in 2024. A variety of consumer <a href=\"https:\/\/apps.cdpr.ca.gov\/cgi-bin\/label\/labq.pl?p_chem=3849&amp;activeonly=on\">products are registered for use in California<\/a>, such as <a href=\"https:\/\/www.acehardware.com\/departments\/lawn-and-garden\/gardening\/plant-food\/7137433?store=17424&amp;gclid=CjwKCAjww8mWBhABEiwAl6-2RU42eCXs2IBcE_d6HvAzCxc_R0z2Ahj6g_F9056uutU6REJVgjw3RRoCuNIQAvD_BwE&amp;gclsrc=aw.ds\">BioAdvanced All-in-One Rose and Flower Care Liquid Concentrate,<\/a> which contains imidacloprid.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The bill trails other states, including <a href=\"https:\/\/pestmanagement.rutgers.edu\/wp-content\/uploads\/2022\/03\/New-Jersey-PL-1016_R4-Neonicotinoid-Pesticide-Restriction-of-Use-01-10-2022.pdf\">New Jersey<\/a> and <a href=\"https:\/\/mainelegislature.org\/legis\/bills\/getPDF.asp?paper=HP0111&amp;item=5&amp;snum=130\">Maine<\/a>, that have already banned outdoor uses in gardens and residential areas. New Jersey\u2019s ban extends to <a href=\"https:\/\/pestmanagement.rutgers.edu\/new-state-law-p-l-2021-c-386-restricting-neonicotinoid-pesticide-use\/\">commercial landscapes<\/a>, like golf courses, too.&nbsp;<\/p>\n\n\n\n<p>The <a href=\"https:\/\/food.ec.europa.eu\/plants\/pesticides\/approval-active-substances\/renewal-approval\/neonicotinoids_en\">European Union banned<\/a> several neonicotinoids for all outdoor uses because of the risks to bees. And <a href=\"https:\/\/www.ncelenviro.org\/issue\/neonicotinoids\/\">other states<\/a> already have some restrictions on agricultural use, largely by allowing the chemicals to be bought or used only by those with specific training. <a href=\"http:\/\/webserver.rilin.state.ri.us\/BillText\/BillText22\/HouseText22\/H7129.pdf\">Rhode Island<\/a> has also barred neonicotinoids when crops are blooming.&nbsp;<\/p>\n\n\n\n<p>If finalized, California\u2019s proposal to restrict agricultural use could \u201csignificantly impact when and how\u201d neonicotinoid products can be used in the nation\u2019s <a href=\"https:\/\/www.ers.usda.gov\/faqs\/#Q1\">No. 1 agricultural state<\/a>, according to an analysis by the <a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/opca\/docs\/NGN_Mitigation_Economic_Impact_Report_7_2_21.pdf\">California Department of Food and Agriculture<\/a><em>.&nbsp;<\/em><\/p>\n\n\n\n<p>\u201cThis is critical,\u201d said Karen Morrison, acting chief deputy director of the Department of Pesticide Regulation. \u201cPollinators play a very important role in the ecosystem at large as well as for crops and being able to produce food in the state.\u201d&nbsp;<\/p>\n\n\n<div id=\"pym_0\" class=\"pym   \"><\/div>\n\n\n<p>California regulators anticipate the rule would reduce neonicotinoids applied to plants and soil <a href=\"https:\/\/www.cdpr.ca.gov\/docs\/pressrls\/2022\/022522.htm\">by 45%<\/a>. Seeds coated in neonicotinoids \u2014 <a href=\"https:\/\/www.nature.com\/articles\/s41598-019-57225-w.pdf\">a major use of the chemicals<\/a> \u2014 would not be restricted.<\/p>\n\n\n\n<p>California growers say the restrictions could hamstring their power to protect crops and could ultimately lead to worse outcomes for pollinators.&nbsp;<\/p>\n\n\n\n<p>Limiting the use of neonicotinoids could force the citrus industry, for instance, to use other pesticides that are \u201cnot necessarily what the state of California wants\u201d and could require \u201cmultiple sprays, something that may pose more risk to bees,\u201d said Casey Creamer, president and CEO of California Citrus Mutual, a trade association of citrus growers.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Almonds, cherries, citrus, cotton, grapes, strawberries, tomatoes and walnuts are major crops <a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/opca\/docs\/NGN_Mitigation_Economic_Impact_Report_7_2_21.pdf\">expected to be highly affected by the restrictions<\/a>. These crops make up about half of the state\u2019s agricultural exports and two-thirds of the acreage treated with neonicotinoids from 2017 to 2019. Fresno, Kern, Tulare, Monterey and San Joaquin <a href=\"https:\/\/trackingcalifornia.org\/pesticides\/pesticide-mapping-tool\">top the list of counties<\/a> where the most neonicotinoids were applied.<\/p>\n\n\n\n<iframe title=\"Neonicotinoids aren't used in large amounts across the state\" aria-label=\"Bar Chart\" id=\"datawrapper-chart-iwUaT\" src=\"https:\/\/datawrapper.dwcdn.net\/iwUaT\/1\/\" scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"695\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(e){if(void 0!==e.data[\"datawrapper-height\"]){var t=document.querySelectorAll(\"iframe\");for(var a in e.data[\"datawrapper-height\"])for(var r=0;r<t.length;r++){if(t[r].contentWindow===e.source)t[r].style.height=e.data[\"datawrapper-height\"][a]+\"px\"}}}))}();<\/script>\n\n\n\n<p>Some replacement chemicals may be more toxic to pests\u2019 natural enemies \u2014 worsening infestations, the California agriculture department <a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/opca\/docs\/NGN_Mitigation_Economic_Impact_Report_7_2_21.pdf\">warned in its analysis.<\/a>&nbsp;<\/p>\n\n\n\n<p>Such alternatives like pyrethroids, for instance, are also \u201cvery toxic to bees, in that they hit the bee, the bee dies. If they're in the spray, they all die,\u201d said <a href=\"https:\/\/ourenvironment.berkeley.edu\/people\/robert-van-steenwyk\">Robert Van Steenwyk<\/a>, a cooperative extension specialist emeritus at the University of California, Berkeley and one of the authors of the report. \u201cSo, that isn\u2019t a great alternative.\u201d&nbsp;<\/p>\n\n\n\n<p>The regulation <a href=\"https:\/\/www.cdpr.ca.gov\/docs\/legbills\/rulepkgs\/22-001\/22-001_dpr_oal_isor_neonics.pdf\">contains some exceptions<\/a> to allow neonicotinoids for invasive pests like the Asian citrus psyllid, which spreads citrus greening disease.<\/p>\n\n\n\n<p>Though the California agriculture department does not anticipate any crop losses, its experts do expect an increase in costs because of the price of replacement pesticides.&nbsp;<\/p>\n\n\n\n<p>The eight highly affected crops collectively earned nearly $19 billion in revenue in 2019, according to the assessment <a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/opca\/docs\/NGN_Mitigation_Economic_Impact_Report_7_2_21.pdf\">by the California agriculture department<\/a>. Had the regulations been in place, costs to the growers would have ranged between $13.3 million in 2017 to $12.1 million in 2019.&nbsp;<\/p>\n\n\n\n<p>Representatives of pesticide manufacturer Bayer CropScience raised several concerns about the proposal in a letter to the pesticide agency, including that it \u201cis not grounded in science.\u201d In addition, the proposed pesticide application rates \u201care not efficacious and therefore will not provide control of target pests\u201d on some crops, the company said.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-birds-bees-and-aquatic-life\">Birds, bees and aquatic life<\/h3>\n\n\n\n<p>Neonicotinoids are a relatively new class of pesticides that <a href=\"https:\/\/www.pnas.org\/doi\/10.1073\/pnas.2017221117\">hit the market in the 1990s,<\/a> billed as <a href=\"https:\/\/www.sciencedirect.com\/topics\/agricultural-and-biological-sciences\/neonicotinoid\">being less harmful to mammals and other vertebrates.<\/a><\/p>\n\n\n\n<p><a href=\"https:\/\/www.pnas.org\/doi\/10.1073\/pnas.2017221117\">Inspired by the toxicity of nicotine<\/a>, neonicotinoids coat crop seeds, are sprayed on plants and drench the soil in fields. The chemicals suffuse the plant and its pollen and nectar, attacking the central nervous systems of insects.<\/p>\n\n\n\n<p>As their <a href=\"https:\/\/pubs.acs.org\/doi\/10.1021\/acs.est.7b06388\">use has climbed<\/a>, so too have studies revealing that they threaten <a href=\"https:\/\/www.nature.com\/articles\/s41893-020-0582-x\">birds<\/a>, <a href=\"https:\/\/www.science.org\/doi\/10.1126\/science.1215039\">bees<\/a>, <a href=\"https:\/\/www.ontariobee.com\/sites\/ontariobee.com\/files\/Morrissey%20et%20al%202015_Review%20neonicotinoids%20surface%20water%20risk%20to%20aquatic%20invertebrates.pdf\">aquatic creatures<\/a>. Potential human health risks <a href=\"https:\/\/ehp.niehs.nih.gov\/doi\/pdf\/10.1289\/EHP515\">remain under investigation<\/a>.&nbsp;<\/p>\n\n\n\n<p>Wild bees living and foraging near crops grown from neonicotinoid-treated seeds <a href=\"https:\/\/www.nature.com\/articles\/ncomms12459?origin=ppub\">showed large population die-offs<\/a> in a study funded by pesticide manufacturers.<\/p>\n\n\n\n<p>Honey bees are reared and managed for their honey production and ability to pollinate crops, <a href=\"https:\/\/aic.ucdavis.edu\/wp-content\/uploads\/2019\/02\/HONEY-COMPLETE-DRAFT_FEBRUARY-11-2019.pdf\">among other services<\/a>. Research shows the insecticides <a href=\"https:\/\/www.science.org\/doi\/10.1126\/science.aam7470\">kill worker bees<\/a>, reduce immunity of the hive and leave colonies without their queens.<\/p>\n\n\n\n<p>The insecticides also decimate zooplankton <a href=\"https:\/\/www.science.org\/doi\/10.1126\/science.aax3442\">and therefore the fish that feed on them<\/a>. Birds <a href=\"https:\/\/harvest.usask.ca\/bitstream\/handle\/10388\/12692\/aaw9419_accepted_preprint_version.pdf?sequence=1\">stop eating, and delay migration<\/a>. In an assessment of three of the chemicals, the US Environmental Protection Agency found they are likely to harm between 67% and 79% of <a href=\"https:\/\/www.epa.gov\/pesticides\/epa-finalizes-biological-evaluations-assessing-potential-effects-three-neonicotinoid\">federally endangered or threatened species<\/a> and between 56% and 83% of their critical habitats.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-pullquote has-border-color has-secondary-border-color\"><blockquote><p>The chemicals are turning up in groundwater and surface water, including 97% of samples drawn from agricultural stretches of the Central Coast and Southern California.<\/p><\/blockquote><\/figure>\n\n\n\n<p>Part of the problem is that the chemicals don\u2019t stay put. They \u201ccan move from treated plants to pollinators and from plants to pests to natural enemies,\u201d wrote entomology professors <a href=\"https:\/\/cals.ncsu.edu\/entomology-and-plant-pathology\/people\/sdfrank\/\">Steve Frank<\/a> at North Carolina State University and <a href=\"https:\/\/ento.psu.edu\/directory\/jft11\">John Tooker<\/a> of The Pennsylvania State University <a href=\"https:\/\/www.pnas.org\/doi\/10.1073\/pnas.2017221117\">in the journal <em>PNAS<\/em><\/a> in 2020. \u201cWe believe that neonicotinoids pose broader risks to biodiversity and food webs than previously recognized.\u201d&nbsp;<\/p>\n\n\n\n<p>The chemicals are turning <a href=\"https:\/\/www.cdpr.ca.gov\/docs\/emon\/grndwtr\/imidacloprid\/imidacloprid_director's_decision.pdf\">up in groundwater<\/a> and surface water, including <a href=\"https:\/\/www.cdpr.ca.gov\/docs\/emon\/pubs\/ehapreps\/study_320_2020.pdf\">93% of water samples<\/a> pulled from creeks, rivers, and runoff in Southern California and <a href=\"https:\/\/www.cdpr.ca.gov\/docs\/emon\/pubs\/ehapreps\/study_321_2021.pdf\">97% of samples drawn from agricultural stretches<\/a> of the Central Coast and Southern California.&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/vannettelab.faculty.ucdavis.edu\/lab-members\/\">Jacob Cecala<\/a> learned that neonicotinoids are far more toxic to bees than he anticipated during his graduate research at the University of California, Riverside.&nbsp;<\/p>\n\n\n\n<p>A month after he treated native plants from a California nursery with the neonicotinoid imidacloprid, following the <a href=\"https:\/\/www.epa.gov\/pesticide-labels\/introduction-pesticide-labels\">label instructions<\/a> exactly, Cecala discovered that all his bees were dying \u2014 their little bodies still on the flowers.&nbsp;<\/p>\n\n\n\n<p>His goal had been to study the <em>non-<\/em>fatal effects of the pesticide on a species of bee used for pollinating alfalfa crops. \u201cI was like, \u2018Oh my god, what am I going to do? How am I going to complete my dissertation?\u2019\u201d Cecala said.&nbsp;<\/p>\n\n\n\n<p>It took him another year \u2014 and cutting down the amount of pesticide by two-thirds \u2014 to find out that although more bees survived, the survivors still stopped foraging for food as much and their <a href=\"https:\/\/royalsocietypublishing.org\/doi\/full\/10.1098\/rspb.2021.1287\">reproduction dropped drastically<\/a>.&nbsp;<\/p>\n\n\n\n<p>\u201cBees are insects \u2014 they're just as susceptible to these compounds as an aphid or some other insect pest would be,\u201d said Cecala, who is now a postdoctoral scientist at the University of California, Davis. \u201cThat's where the problem lies.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-some-very-concerning-gaps-remain\">\u2018Some very concerning gaps remain\u2019<\/h3>\n\n\n\n<p>Though environmental advocates applaud state pesticide regulators for the proposed restrictions, they say <a href=\"https:\/\/calmatters.org\/commentary\/2022\/05\/curbs-needed-for-pesticides-with-cure-thats-worse-than-the-disease\/\">they\u2019re too limited in scope<\/a> to address the risks that neonicotinoids pose.&nbsp;<\/p>\n\n\n\n<p>\"As is often the case, California is leading the way with the first state regulatory system for neonics in the nation,\u201d said Daniel Raichel, acting director of the Natural Resources Defense Council\u2019s pollinator initiative. \u201cIt\u2019s an important first step \u2014 especially in regards to pollinator protection \u2014 but some very concerning gaps remain.\u201d<\/p>\n\n\n\n<p>California does not address, for instance, <a href=\"https:\/\/www.nrdc.org\/sites\/default\/files\/neonicotinoids-california-20200922.pdf\">crop seeds coated with neonicotinoids<\/a>, which permeate the plant as it grows but also <a href=\"https:\/\/www.cdpr.ca.gov\/docs\/emon\/surfwtr\/pest_seeds\/pest_seeds_slides.pdf\">seep into water, soil and other plants<\/a>. Coated seeds \u201cmay introduce a significant contribution of pesticide mass that remains unreported\u201d in California, state officials <a href=\"https:\/\/www.cdpr.ca.gov\/docs\/emon\/surfwtr\/pest_seeds\/pest_seeds_slides.pdf\">said in a November workshop<\/a>.&nbsp;<\/p>\n\n\n\n<p>But the state doesn\u2019t regulate treated seeds as pesticides and found that the seeds don\u2019t pose a significant risk to pollinators, Morrison said, although she added, \u201cthis is an area that we\u2019re actively looking at.\u201d<\/p>\n\n\n\n<p>Environmentalists also raised concerns that the proposal is primarily aimed at reducing risk to carefully tended hives of honeybees \u2014 not its native bee species and other pollinators.&nbsp;<\/p>\n\n\n\n<p>But state officials said even though their assessment analyzed the risks to honeybees, the rules would protect wild bees, too.<\/p>\n\n\n\n<figure class=\"wp-block-pullquote has-spirited-yellow-background-color has-background\"><blockquote><p>\u201cBees are insects \u2014 they're just as susceptible to these compounds as an aphid or some other insect pest would be. That's where the problem lies.\u201d<\/p><cite>jacob <strong>Cecala, postdoctoral scientist at UC Davis<\/strong><\/cite><\/blockquote><\/figure>\n\n\n\n<p>The proposal&nbsp;<a href=\"https:\/\/www.cdpr.ca.gov\/docs\/legbills\/rulepkgs\/22-001\/22-001_dpr_oal_nopa_neonics.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">bars spraying plants and drenching soil with neonicotinoids<\/a>&nbsp;when crops&nbsp;that are attractive to bees&nbsp;are blooming, and sets a cap for seasonal application.&nbsp;It also establishes crop-specific restrictions on application rates and timing that, for crops moderately attractive to bees, only apply when hives of honey bees or other managed pollinators are on the field.<\/p>\n\n\n\n<p>\u201cHoney bees are actually pretty odd as far as bees go,\u201d Cecala said. They make honey, for one thing, and live in hives. The consequences of pesticide exposure can be much more drastic for California\u2019s solitary bees. If a solitary mother bee \u201cgets exposed to a pesticide and she is not able to reproduce, that essentially ends her entire genetic line,\u201d Cecala said.&nbsp;<\/p>\n\n\n\n<p>Legislators are considering closing one gap environmental groups have identified in California\u2019s draft regulation: non-agricultural use of the pesticides, including in gardens and commercial landscapes like golf courses.
