{"id":453243,"date":"2025-01-16T00:01:00","date_gmt":"2025-01-16T08:01:00","guid":{"rendered":"https:\/\/calmatters.org\/?p=453243"},"modified":"2025-01-15T15:22:58","modified_gmt":"2025-01-15T23:22:58","slug":"la-fires-california-economy","status":"publish","type":"post","link":"https:\/\/calmatters.org\/_es\/commentary\/2025\/01\/la-fires-california-economy\/","title":{"rendered":"LA wildfires could clobber California economy as state recovers from a pandemic recession"},"content":{"rendered":"<p>Three days after immensely destructive and deadly wildfires broke out in and around Los Angeles, Gov. Gavin Newsom proposed a <a href=\"https:\/\/calmatters.org\/politics\/2025\/01\/gavin-newsom-2025-california-budget\/\">$322.3 billion state budget<\/a> con un <a href=\"https:\/\/ebudget.ca.gov\/2025-26\/pdf\/BudgetSummary\/EconomicOutlook.pdf\">positive revenue forecast<\/a> \u201cbased on an assumption of continued but slowing economic growth.\u201d<\/p>\n\n\n\n<p>The new 2025-26 budget is already outdated because the fires, which are <a href=\"https:\/\/www.washingtonpost.com\/weather\/2025\/01\/15\/los-angeles-fires-california-wind-containment-updates\/#link-5TN6JSWLQ5CHBFCK2GJ226767A\">still growing<\/a>, will have a heavy impact on both the income and outgo sides of the budget, by reducing economic activity in Southern California and increasing pressure for fire suppression and recovery aid from Sacramento.<\/p>\n\n\n\n<p>The fires struck as California\u2019s economy was still recovering from the brief but sharp recession that hit the state five years ago when Newsom ordered shutdowns to battle the COVID-19 pandemic. About 3 million workers were idled, and recovery has been mediocre at best. California\u2019s unemployment rate, <a href=\"https:\/\/edd.ca.gov\/en\/about_edd\/news_releases_and_announcements\/unemployment-november-2024\/\">5.4% in November<\/a>, the latest month for which data are available, was the <a href=\"https:\/\/www.bls.gov\/web\/laus\/laumstrk.htm\">second highest of any state<\/a>, with more than a million unemployed workers.<\/p>\n\n\n\n<p>A broader federal Bureau of Labor Statistics measure of unemployment or underemployment provides an even dimmer picture. The <a href=\"https:\/\/www.bls.gov\/lau\/stalt.htm\">U-6 rate<\/a>, as it\u2019s dubbed, counts \u201ctotal unemployed, plus all marginally attached workers, plus total employed part time for economic reasons, as a percent of the civilian labor force plus all marginally attached workers.\u201d <\/p>\n\n\n\n<p>(Marginally attached workers are people who aren&#8217;t working or looking for work but who want a job and have looked for one in the last 12 months.)<\/p>\n\n\n\n<p>California\u2019s current U-6 rate is 10%, by far the highest of any state and more than twice the national rate. It\u2019s even higher \u2014 11.8% \u2014 in Los Angeles.<\/p>\n\n\n\n<p>Beacon Economics, in <a href=\"https:\/\/beaconecon.com\/publications\/the-beacon-outlook\/california-outlook\/\">an analysis of the latest data<\/a>, says that employment growth in California has trailed the nation in recent years: &#8220;Since February 2020 (the start of the pandemic), total nonfarm employment in the state has grown 2.5% compared to a 4.6% increase nationally.\u201d<\/p>\n\n\n\n<p>\u201cThere are a mix of influences both driving and constraining the state\u2019s job growth,\u201d Justin Niakamal, Beacon\u2019s research manager, commented. \u201cOn one hand, California is seeing comparatively high incomes, strong consumer demand, and high economic output, but our critical lack of housing supply has led to the state\u2019s well-known labor force contraction, and that is most certainly holding back job growth.\u201d<\/p>\n\n\n\n<p>The wildfires are obviously one uncertain factor in how California\u2019s economy fares over the next few years \u2014 but not the only one.<\/p>\n\n\n\n<p>Newsom\u2019s budget, without mentioning him by name, cites Donald Trump\u2019s recapture of the White House as \u201cthe most immediate risk to the forecast,\u201d listing Trump\u2019s vows to impose tariffs on imported goods and deport undocumented logistics industry that is concentrated in the Inland Empire are highly dependent on foreign trade,\u201d the budget declares, adding, \u201cTo the extent that existing workers are deported and potential new workers banned or discouraged from immigrating, many sectors of the U.S. and California economies could face labor shortages, leading to price increases in the goods and services produced by these sectors.\u201d<\/p>\n\n\n\n<p>However, even if the fires had not occurred and Trump not been elected, the state would still face a declining labor force, as a <a
