{"id":83891,"date":"2019-08-07T00:01:52","date_gmt":"2019-08-07T07:01:52","guid":{"rendered":"https:\/\/calmatters.org\/?post_type=commentary&#038;p=83891"},"modified":"2019-08-07T16:27:45","modified_gmt":"2019-08-07T23:27:45","slug":"housing-crisis-looms-large","status":"publish","type":"post","link":"https:\/\/calmatters.org\/_es\/commentary\/2019\/08\/housing-crisis-looms-large\/","title":{"rendered":"La crisis inmobiliaria se avecina"},"content":{"rendered":"<p>When the state Legislature returns to Sacramento this month after its summer vacation recess, it will have just four weeks to do something meaningful about California\u2019s single most important issue \u2013 a housing shortage that takes a heavy economic and psychological toll on many Californians and is getting worse.<\/p>\n\n\n\n<p>While legislators enjoyed their summer break, the Public Policy Institute of California issued a rather <a href=\"https:\/\/www.ppic.org\/blog\/new-housing-permits-decline-statewide\/?utm_source=ppic&amp;utm_medium=email&amp;utm_campaign=blog_subscriber\">startling report<\/a> that \u201cthe first half of 2019 saw a substantial decline in the number of new housing units authorized by building permits.\u201d<\/p>\n\n\n\n<p>The recession that clobbered California a decade ago drove housing\nconstruction, once as high as 200,000 units a year, to a low of 35,000. The\nstate has an estimated shortage of 2.3 million units, and state officials say\nwe needed to build 180,000 units a year to cope with that deficit, offset losses\nof existing housing and keep up with population growth.<\/p>\n\n\n\n<p>However, there were only 104,000 housing starts in 2018 and\nthe net gain was under 80,000. During the first six months of this year, PPIC\nsays, new construction dipped 16%, meaning the yearly total would be just\n93,000, and multi-family construction, the most urgent need, was down 23%.<\/p>\n\n\n\n<p>As PPIC puts it, \u201cthe statewide numbers are moving in the\nwrong direction.\u201d Gov. Gavin Newsom and the Legislature need to push the trend\narrow upward.<\/p>\n\n\n\n<p>As he was running for governor last year, Newsom more or\nless promised that California\nwould build 3.5 million new housing units by 2025, or an average of 500,000 a\nyear, but at current rates, he\u2019d be lucky to see 500,000 by 2025.<\/p>\n\n\n\n<p>The budget that Newsom signed in June tosses a couple of\nbillion dollars at housing, mostly for low-income projects. But it\u2019s a relative\ndrop in the bucket.<\/p>\n\n\n\n<p>The additional 100,000 units a year that California needs to build would require at least $35 billion in additional capital, a huge number that can only come from the private sector.<\/p>\n\n\n\n<p>The biggest impediment to investment is the hostility of\nmany local governments, especially cities, to large-scale housing construction,\nmirroring the \u201cnot in my backyard\u201d sentiments of their residents and voters.<\/p>\n\n\n\n<p>Legislation to overcome NIMBYism, <a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=201920200SB50\">Proyecto de ley 50 del Senado<\/a>, died an unceremonious, backroom death before the summer recess, reflecting the stiff opposition of city officials.<\/p>\n\n\n\n<p>While Newsom says he wants to compel communities to be more receptive, and sued one city, Huntington Beach, for failing to meet its state-established housing quota, he\u2019s been paying more attention to burnishing his national image as a leader of the anti-Donald Trump \u201cresistance\u201d than to California\u2019s biggest problem.<\/p>\n\n\n\n<p>Meanwhile, another bill that\u2019s aimed at overcoming local resistance to housing, <a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=201920200SB330\">Proyecto de ley del Senado 330<\/a>, has, unlike SB 50, made it through the Senate and now faces a showdown in the Assembly. It declares a housing supply crisis in California and overrides local restrictions for some forms of housing development.<\/p>\n\n\n\n<p>As SB 330\u2019s fate hangs in the balance, it has become a hot-button issue in San Diego, the state\u2019s second-largest city.
