M\u00faltiples acontecimientos han contribuido al d\u00e9ficit de financiaci\u00f3n del transporte de nuestra naci\u00f3n, entre ellos:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Impuestos estancados. El impuesto federal al combustible y la mayor\u00eda de los impuestos estatales al combustible no aumentan con la inflaci\u00f3n. (California es una excepci\u00f3n). Los costos de mantenimiento aumentan. El resultado es una erosi\u00f3n constante de nuestra capacidad para financiar mejoras de infraestructura con los ingresos del impuesto al combustible. La inflaci\u00f3n ha <a href=\"https:\/\/itep.org\/an-unhappy-anniversary-federal-gas-tax-reaches-25-years-of-stagnation\/\">disminuy\u00f3 el poder adquisitivo<\/a> del impuesto federal al combustible en m\u00e1s de 30% desde 2000 y en m\u00e1s de 64% desde 1993, la \u00faltima vez que se aument\u00f3 el impuesto federal.<\/li><li>Un enfoque en la expansi\u00f3n sobre el mantenimiento. Las f\u00f3rmulas de financiaci\u00f3n federal tienden a priorizar la construcci\u00f3n y ampliaci\u00f3n de carreteras sobre el cuidado de las carreteras que ya tenemos. El total de millas de carriles en v\u00edas p\u00fablicas ha <a href=\"https:\/\/www.fhwa.dot.gov\/policyinformation\/statistics\/2016\/vmt422c.cfm\">aumentado en 6%<\/a> en las \u00faltimas dos d\u00e9cadas, incluso cuando la calidad de las carreteras se ha deteriorado.<\/li><li>Mejora de la eficiencia del veh\u00edculo. Gracias en gran medida a los est\u00e1ndares de econom\u00eda de combustible, los veh\u00edculos se est\u00e1n volviendo m\u00e1s eficientes. La econom\u00eda promedio de combustible en carretera para todos los veh\u00edculos ha aumentado de <a href=\"https:\/\/tedb.ornl.gov\/wp-content\/uploads\/2019\/03\/TEDB_37-2.pdf#page=99\">20 a 22,8<\/a> millas por gal\u00f3n, o aproximadamente 14%, desde 2000. Menos gasolina utilizada significa menos impuestos pagados.<\/li><\/ul>\n\n\n\n<p>Cada uno de estos factores contribuye mucho m\u00e1s al d\u00e9ficit de financiaci\u00f3n del transporte de nuestra naci\u00f3n que los veh\u00edculos el\u00e9ctricos, que actualmente representan s\u00f3lo alrededor de 0,51 TP3T de veh\u00edculos en los Estados Unidos.&nbsp;<\/p>\n\n\n\n<p>En las \u00faltimas dos d\u00e9cadas, por el contrario, hemos agregado 6% m\u00e1s de millas de carriles para mantener, hemos construido una flota nacional de veh\u00edculos que es 14% m\u00e1s eficiente y, lo m\u00e1s importante, hemos visto caer el poder adquisitivo de los ingresos por impuestos al combustible en m\u00e1s de 30%.&nbsp;<\/p>\n\n\n\n<p>No hace falta un an\u00e1lisis profundo para apreciar la diferencia de escala. Los veh\u00edculos el\u00e9ctricos no son responsables de m\u00e1s que una fracci\u00f3n min\u00fascula del d\u00e9ficit de financiaci\u00f3n a nivel federal.<\/p>\n\n\n\n<p>Y a nivel estatal, los veh\u00edculos el\u00e9ctricos pagan otros impuestos, como tasas de venta y registro, que en realidad compensan la p\u00e9rdida de ingresos por impuestos al combustible, especialmente teniendo en cuenta los elevados precios medios de compra de los veh\u00edculos el\u00e9ctricos hasta el momento. estudios en <a href=\"https:\/\/www.driveelectricmn.org\/electric-vehicles-pay-their-fair-share\/\">Minnesota<\/a> y <a href=\"http:\/\/transweb.sjsu.edu\/sites\/default\/files\/1850-WP-ZEV-Adoption-California-Transportation-Revenue.pdf\">California<\/a>&nbsp;descubri\u00f3 que los veh\u00edculos el\u00e9ctricos en realidad generan al menos tantos ingresos (por veh\u00edculo) para los estados como los veh\u00edculos propulsados por gasolina.<\/p>\n\n\n\n<p>Entonces, \u00bfc\u00f3mo pagamos por nuestro sistema de transporte?<\/p>\n\n\n\n<p>El primer paso para cerrar la brecha de financiaci\u00f3n del transporte es indexar el impuesto federal a la gasolina a la inflaci\u00f3n. Esto es lo m\u00e1s parecido a una \u201cobviedad\u201d en el mundo de las pol\u00edticas. No podemos esperar seguir el ritmo de los aumentos naturales de los costos si el mecanismo principal que utilizamos para generar ingresos se fij\u00f3 artificialmente hace d\u00e9cadas.&nbsp;<\/p>\n\n\n\n<p>Una actualizaci\u00f3n de este tipo del impuesto federal a la gasolina no tiene precedentes: muchos impuestos estatales a la gasolina ya est\u00e1n indexados a la inflaci\u00f3n. El gobierno federal tambi\u00e9n deber\u00eda considerar indexar el impuesto federal a la gasolina a la demanda total de combustible. El enfoque correcto entonces ser\u00e1 optar por cargos basados en el uso en lugar de tarifas fijas anuales para los conductores. Los formuladores de pol\u00edticas podr\u00edan imponer un peque\u00f1o impuesto por cada milla recorrida por un veh\u00edculo.&nbsp;<\/p>\n\n\n\n<p>Los cargos basados en el uso distribuir\u00edan la carga de costos de la infraestructura de transporte de manera m\u00e1s justa que las tarifas fijas, al colocar una mayor proporci\u00f3n de la carga sobre aquellos que representan una mayor proporci\u00f3n del uso de la infraestructura.&nbsp;<\/p>\n\n\n\n<p>Estos cargos tambi\u00e9n ayudar\u00edan a reducir la congesti\u00f3n y las emisiones al crear un incentivo financiero directo para que la gente conduzca menos. De hecho, un informe del <a href=\"https:\/\/itif.org\/publications\/2019\/07\/26\/best-way-fund-us-surface-transportation-system\">Fundaci\u00f3n de Innovaci\u00f3n y Tecnolog\u00eda de la Informaci\u00f3n<\/a>&nbsp;concluy\u00f3 que \u201clos cargos a los usuarios de las carreteras son la opci\u00f3n de &#039;pago al usuario&#039; a largo plazo m\u00e1s viable y sostenible para el gobierno federal\u201d.<\/p>\n\n\n\n<p>Imponer nuevas tarifas a los veh\u00edculos el\u00e9ctricos ahora podr\u00eda alterar el impulso que lentamente se est\u00e1 generando en el mercado de veh\u00edculos m\u00e1s eficientes y sostenibles.<\/p>\n\n\n\n<p>Los investigadores de UC Davis descubrieron que imponer tarifas a los veh\u00edculos el\u00e9ctricos en California podr\u00eda reducir sus ventas entre 10 y 241 TP3T.&nbsp;<\/p>\n\n\n\n<p>Esto es especialmente preocupante dado el vencimiento de los cr\u00e9ditos fiscales para varios fabricantes y el futuro incierto de los incentivos federales en general. El resultado ser\u00eda un peque\u00f1o aumento en la financiaci\u00f3n del transporte obtenido a expensas de los sustanciales beneficios a largo plazo que los veh\u00edculos el\u00e9ctricos brindan a los individuos y a la sociedad. <\/p>\n\n\n\n<p>El resultado es que imponer nuevas tarifas no resolver\u00e1 nuestros problemas de transporte.
