Gavin Newsom signed a handful of laws earlier this month to address the state\u2019s mental health crisis \u2014 including a measure to loosen rules about who is <a href=\"https:\/\/calmatters.org\/health\/2023\/10\/california-mental-health-involuntary-treatment-law\/\">eligible for involuntary treatment<\/a> and another that gives voters the opportunity to decide on <a href=\"https:\/\/calmatters.org\/health\/mental-health\/2023\/09\/gavin-newsom-mental-health-2024-election\/\">a multi-billion dollar bond measure<\/a> to add thousands of treatment beds statewide \u2014 it\u2019ll take several months, or even years, to truly know the effect of these initiatives.&nbsp;<\/p>\n\n\n\n<p>Until then, inadequacies of California\u2019s mental and behavioral health systems continue to manifest \u2014 at times resulting in <a href=\"https:\/\/www.sfchronicle.com\/opinion\/article\/fook-poy-lai-sf-18392877.php\">violent outcomes for bystanders<\/a> but mostly for those who seek or need treatment themselves.&nbsp;<\/p>\n\n\n\n<p>For example, California will face more than $50 million in fines for providing inadequate mental health care in its state prisons and failing a court-ordered mandate to fill mental health staffing vacancies, reports <a href=\"https:\/\/www.sacbee.com\/news\/politics-government\/capitol-alert\/article280656380.html?ac_cid=DM864044&amp;ac_bid=24830249\">\uc0c8\ud06c\ub77c\uba58\ud1a0 \ube44<\/a>.<\/p>\n<\/div>\n<\/div>\n\n\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>The fines are part of a federal lawsuit stretching back from 1995 involving prisoners with serious mental disorders, their high suicide rates and the state\u2019s lack of proper treatment \u2014 a violation of the U.S. constitition\u2019s ban on cruel and unusual punishments.<\/p>\n\n\n\n<p>Though the California Department of Corrections and Rehabilitation submitted plans in 2009 to improve its mental health care system, plaintiffs argue that it has been unsuccessful at implementing appropriate suicide prevention measures, including maintaining a job vacancy rate for psychiatrists and other health care staff at 10% or below. More than one-third of state prisoners have serious mental health disorders, <a href=\"https:\/\/rbgg.com\/wp-content\/uploads\/Dkt-7699-ORDER-Inviting-US-DOJ-to-Intervene-1-6-2023-0489-3.pdf\">according to court documents<\/a>.<\/p>\n\n\n\n<p>The department does not comment on ongoing litigation, but a department spokesperson, Terri Hardy, pointed out in an email statement that state prisons have made some improvements, despite the fact that they are located in rural communities, which are \u201chistorically difficult to staff.\u201d In August, the union representing state prison doctors \u2014 which are some of the best-paid public employees \u2014 <a href=\"https:\/\/calmatters.org\/politics\/2023\/08\/california-union-prison-doctor-strike-vote\/\">threatened to strike over staffing shortages<\/a> before reaching a new labor agreement a month later.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Hardy:<\/strong> \u201cWe have taken many steps to improve mental health care and improve the recruitment and retention of mental health staff&#8230;. These include expanding the use of telepsychiatry, beginning implementation of telepsychology and telesocial work, and expanding the use of registry staff to alleviate staffing vacancies.\u201d<\/li>\n<\/ul>\n\n\n\n<p>Outside prison walls, deficiencies in the state\u2019s mental health services were also raised by local leaders in defense of San Jose police officers\u2019 use of force against mentally impaired people. In response to a <a href=\"https:\/\/www.mercurynews.com\/2023\/10\/08\/when-san-jose-police-confront-people-in-mental-health-crisis-why-do-they-end-up-hurting-them-so-often\/\">Bay Area News Group investigation<\/a> that found that the majority of people involved in use-of-force cases with San Jose officers were mentally impaired, the city\u2019s mayor argued that \u201cpolice officers should not be forced to play the role of trained clinicians.\u201d<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Mayor Matt Mahan<\/strong>, <a href=\"https:\/\/www.mercurynews.com\/2023\/10\/22\/untenable-san-jose-leaders-address-news-investigation-on-police-force-and-mentally-impaired-people\/\">to Bay Area News Group<\/a>: \u201cWhile we strive to continuously improve our training programs, especially related to an issue as complex as mental illness, I want to make clear that the failure of California\u2019s mental health system has put our officers in an untenable position.\u201d<\/li>\n<\/ul>\n\n\n\n<p>San Jose Police Chief Anthony Mata <a href=\"https:\/\/www.mercurynews.com\/2023\/10\/18\/opinion-amid-crisis-san-jose-police-improve-mental-health-response\/\">also penned an op-ed<\/a>, contending that the department has made \u201cprogress\u201d in its de-escalation tactics, despite \u201cbold promises for alternative response models involving mental health workers\u201d never materializing, which leaves officers to become \u201csocial workers of last resort.\u201d<\/p>\n\n\n\n<div style=\"height:16px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n<\/div>\n<\/div>\n\n\n\n\n\n\n\n\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n\n\n<p><strong>CalMatters \uc774\ubca4\ud2b8:<\/strong> The next event is noon to 1 p.m. today about whether debt-free college is more than a dream in California. <a href=\"https:\/\/events.calmatters.org\/debtfreecollege\">Register here<\/a>. Newsom signed first-in-the-nation legislation to <a href=\"https:\/\/calmatters.org\/environment\/2023\/09\/california-corporate-climate-impacts-bill\/\">require large companies to disclose their greenhouse gases<\/a>.&nbsp;<\/p>\n\n\n\n<p>Likewise, Hong Kong wants to achieve carbon neutrality by 2050 and in April released preliminary plans to mandate companies in its stock exchange to <a href=\"https:\/\/www.reuters.com\/business\/sustainable-business\/hong-kong-make-climate-disclosures-mandatory-issuers-2023-04-14\/\">disclose their carbon emissions<\/a>.<\/p>\n\n\n\n<p>These parallels surfaced during the governor\u2019s visit to Hong Kong Monday, as he kicked off his <a href=\"https:\/\/calmatters.org\/newsletter\/gavin-newsom-china\/\">week-long trip to China focused on climate change<\/a> (after making a <a href=\"https:\/\/calmatters.org\/newsletter\/california-gas-profit-cap\/#wm-story-1\">brief stop in Israel<\/a>).&nbsp;<\/p>\n\n\n\n<p>The governor spoke with Gong Peng, the University of Hong Kong\u2019s vice president and pro vice chancellor, touching on the role academic institutions play in helping to solve pressing climate issues. Newsom also told audience members \u2014 which included faculty members, students and business leaders \u2014 that they \u201ccan rely on California,\u201d when it comes to being allies in climate change, reports <a href=\"https:\/\/apnews.com\/article\/hong-kong-newsom-china-us-climate-change-ec8c9019946e2e3768203724ee511d01\">AP \ub274\uc2a4<\/a>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\ub274\uc12c<\/strong>, <a href=\"https:\/\/www.gov.ca.gov\/2023\/10\/23\/governor-newsom-starts-weeklong-international-trip\/\">in a statement<\/a>: \u201cThis is a global crisis and it requires a global response. The long-standing partnership \u2014 and competition \u2014 between California and China has led to measurable progress\u2026. This visit is an opportunity to share our successes, learn from one another and continue driving an ambitious climate agenda.\u201d<\/li>\n<\/ul>\n\n\n\n<p>The governor also met with the U.S. Consul General Gregory and Li Yongsheng, the deputy commissioner of the Chinese foreign ministry in Hong Kong.<\/p>\n\n\n\n<p>This year <a href=\"https:\/\/calmatters.org\/california-divide\/2023\/04\/california-flooding-farms\/\">severe flooding<\/a>, \uc544 <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2023\/08\/california-tropical-storm-hilary\/#wm-story-2\">tropical storm<\/a> \uadf8\ub9ac\uace0 <a href=\"https:\/\/calmatters.org\/california-wildfire-map-tracker\/\">wildfires<\/a> have all hit California. In addition to raising Newsom\u2019s international profile, the trip has the potential to cement \u201chis evolution into a full-blown climate champion,\u201d writes <a href=\"https:\/\/www.politico.com\/news\/2023\/10\/23\/gavin-newsom-climate-china-trip-00122940\">\ud3f4\ub9ac\ud2f0\ucf54<\/a>, \uadf8\ub807\uc9c0\ub9cc <a href=\"https:\/\/docs.google.com\/document\/d\/e\/2PACX-1vRsswuKtYTfeVPkTL1RMKZBijeWhR5fQ7O7ob2zG9J_MSUZtxm1AyfObFWDEEsBVqswYl711tC5xu-A\/pub?fbclid=IwAR18RxdU_FPHo4s7wvFJr0HmPSD39uGKsOPijSiP9GVPef8kpcjuwa2spzQ\">advocacy groups<\/a>, including UC Davis\u2019 Hong Kong Political Affairs &amp; Social Services Society and Bay Area Friends of Tibet, have decried Newsom on this trip for not prioritizing human rights issues in China.<\/p>\n\n\n\n<p><strong>Next stop:<\/strong> The governor is expected to visit Guangdong province and learn about its transition to electric vehicles and electric public transit fleets. Photo by Jeff Chiu, AP Photo<\/figcaption><\/figure>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p><strong><em>From CalMatters\u2019 reporter <\/em><\/strong><a href=\"https:\/\/calmatters.org\/author\/jeanne-kuang\/\"><strong><em>\uc9c4 \ucfe0\uc559<\/em><\/strong><\/a><strong><em>:<\/em><\/strong><\/p>\n\n\n\n<p>Unhoused residents of San Francisco are 16 times more likely to die in what doctors call \u201csudden deaths\u201d than their housed counterparts, a newly published medical study says.<\/p>\n\n\n\n<p>The findings by <a href=\"https:\/\/jamanetwork.com\/journals\/jamainternalmedicine\/fullarticle\/2811089\">UC San Francisco medical researchers<\/a> add to an already grim collection of statistics on the mortality rates of California\u2019s homeless population.&nbsp;<\/p>\n\n\n\n<p>Homeless people have a mortality rate nine times that of the general population according to the paper, published Monday in the Journal of the American Medical Association.&nbsp;<\/p>\n\n\n\n<p>The paper focused on the autopsies in 868 out-of-hospital deaths that occurred over eight years in San Francisco that were categorized as \u201csudden deaths,\u201d with cardiac arrest suspected. Of those, 17% who died were unhoused.&nbsp;<\/p>\n\n\n\n<p>The homeless residents who died were on average younger and more likely to be male than the housed residents. They were also more likely to have actually died of non-cardiac causes like drug overdoses or infection. But even among those whose hearts stopped suddenly, researchers found the unhoused deaths were seven times more likely to have been preventable with a defibrillator, and suggested increasing availability of the devices.&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.nytimes.com\/2022\/04\/18\/us\/homeless-deaths-los-angeles.html\">Deaths among homeless people<\/a> have increasingly alarmed public health officials and state lawmakers. Unsheltered homelessness rose this year in a number of large counties, including Los Angeles.&nbsp;<\/p>\n\n\n\n<p>\uc5d0\uc774 <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202320240AB271\">new law<\/a> going into effect Jan. 1 will allow counties to form homeless death review committees to more closely study causes and trends.&nbsp;<\/p>\n\n\n\n<p>Some counties already have such review teams.
