V\u00e1squez, AP Photo<\/figcaption><\/figure>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p><strong><em>I\u2019m CalMatters Capitol reporter Sameea Kamal subbing for Lynn.<\/em><\/strong><\/p>\n\n\n\n<p>Remember when California\u2019s transit agencies were barreling towards a \u201cfiscal cliff\u2019?&nbsp;<\/p>\n\n\n\n<p>In June, the Legislature and governor agreed to a <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202320240SB125\">$5 billion lifeline in the budget<\/a> as transit agencies\u2019 ridership slowly recovered from the COVID shutdowns. You might also recall that the deal <a href=\"https:\/\/calmatters.org\/politics\/2023\/05\/california-public-transit\/\">took some convincing<\/a> due to the state\u2019s overall budget deficit, and reports of mismanagement at Bay Area Rapid Transit.<\/p>\n\n\n\n<p>So where does ridership and financial planning stand now?<\/p>\n<\/div>\n<\/div>\n\n\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>BART, which relies heavily on passenger fares for revenue, has seen a <a href=\"https:\/\/mtc.ca.gov\/tools-resources\/data-tools\/monthly-transportation-statistics\">slow but steady increase<\/a> \u2014 driven mostly by weekday trips to San Francisco, the San Francisco Standard reports.&nbsp;<\/p>\n\n\n\n<p>And in September, LA Metro\u2019s monthly ridership, for bus and rail, reached <a href=\"https:\/\/www.metro.net\/about\/l-a-metro-surpasses-900k-daily-riders-in-september-achieves-highest-daily-ridership-since-pandemic\/\">80% of its pre-pandemic levels<\/a>.<\/p>\n\n\n\n<p>But one of the top arguments in the push for more state investment was that relying on passenger fares isn\u2019t sustainable. To that end, regional transportation planning agencies are allotted anywhere from <a href=\"https:\/\/calsta.ca.gov\/-\/media\/calsta-media\/documents\/sb125-final-guidelines-a11y.pdf\">about $1 million to more than $1.3 billion in state grants<\/a> over the next two to four years.\u00a0<\/p>\n\n\n\n<p>By Dec. 31, regional planning groups have to submit an application detailing how they plan to use the money to improve ridership and how they will divvy up funds between the transit operators they oversee. Some money can be used for construction projects.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The Metropolitan Transportation Commission, the Bay Area\u2019s nine-county planning group, will vote on the allocations later this month. But staff has recommended that 45% of the commission\u2019s $1.17 billion be given to BART, which projects that would eliminate its operating deficit for fiscal year 2025, and reduce its 2026 operating deficit from $307 million to about $13 million.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Jim Allison<\/strong>, spokesperson for BART: \u201cThese funds are essential for maintaining BART service until we can get to a regional transportation measure in 2026 and a sustainable funding model thereafter.\u201d&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>The remaining funds would be distributed to the region\u2019s other transit operators, which include Alameda County\u2019s AC Transit, San Mateo County\u2019s SamTrans and Caltrain.<\/p>\n\n\n\n<p>The state\u2019s guidance also leaves some flexibility for how the money is used. The California Transit Association, however, has said that the definition of \u201ctransit operator\u201d was too broad and could lead to \u201cundue pressure\u201d to use the funds on construction projects that don&#8217;t serve the intended purpose, and that the deadlines for capital projects were not strict enough.&nbsp;<\/p>\n\n\n\n<p>Still, the flexibility is helpful to agencies who aren\u2019t facing the same operations deficits. The Fresno Council of Governments could receive as much as $120 million to distribute to its three transit operators: the Fresno Area Express service, Clovis Transit and the Fresno County Rural Transportation Agency. But it doesn\u2019t plan to use any of the money for operations.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Paul Herman<\/strong>, principal regional planner for the council:<strong> \u201c<\/strong>Our operations costs aren\u2019t nearly to the costs that you see in the major metro regions in the state. We are fully able to cover our costs through federal FTA funds and state funds and a half-cent sales tax that\u2019s been in place for two decades.\u201d<\/li>\n<\/ul>\n\n\n\n<p>The other key part of the budget deal requires the state transportation agency to set up a transit \u201ctransformation\u201d task force by Jan. 1 \u2014 with representatives from the department, local agencies, academic institutions, nongovernmental organizations and other stakeholders \u2014 to develop policy recommendations to grow ridership and improve the experience for passengers. That\u2019s still in the set-up process.&nbsp;<\/p>\n\n\n\n<p>And the state \u201cbridge\u201d funding is just that \u2014 a bridge.&nbsp;<\/p>\n\n\n\n<p>That\u2019s why \u2014 after San Francisco Democratic Sen. <a href=\"https:\/\/calmatters.org\/legislator-tracker\/scott-wiener-1970\/\">\uc2a4\ucf67 \uc704\ub108<\/a> abandoned an idea to increase Bay Area bridge tolls to help fund transit \u2014 the Metropolitan Transit Commission and Bay Area Association of Governments are making plans for a regional ballot measure in 2026, with legislation next year to allow that.&nbsp;<\/p>\n\n\n\n<p><em><strong>For the record:<\/strong> This item has been updated to correct dollar amounts going to transit agencies.<\/em><\/p>\n\n\n\n<div style=\"height:16px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n<\/div>\n<\/div>\n\n\n\n\n\n\n\n\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n\n\n<p><strong>Focus on inequality<\/strong>: Each Friday, the <a href=\"https:\/\/calmatters.org\/projects\/california-divide\/\">\uce98\ub9ac\ud3ec\ub2c8\uc544 \ub514\ubc14\uc774\ub4dc<\/a> team delivers a newsletter that focuses on the politics and policy of inequality. Gavin Newsom wanted. He championed bills to <a href=\"https:\/\/calmatters.org\/health\/mental-health\/2023\/09\/mental-health-bond-gavin-newsom-amendments\/\">borrow $6.4 billion to pay for<\/a> 10,000 new mental health treatment beds and to overhaul California\u2019s 20-year-old law that funds <a href=\"https:\/\/calmatters.org\/health\/mental-health\/2023\/09\/gavin-newsom-mental-health-2024-election\/\">mental health services with a tax on millionaires<\/a>. They will be combined into one proposition \u2014 Prop. 1.&nbsp;<\/p>\n\n\n\n<p>The Legislature cooperated by clearing the March ballot of <a href=\"https:\/\/calmatters.org\/politics\/capitol\/2023\/09\/california-laws\/\">potentially competing bond measures for schools, colleges and housing<\/a> \u2014 and of three constitutional amendments, which were <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240SB789\">11\uc6d4 5\uc77c \ucd1d\uc120\uae4c\uc9c0 \ubbf8\ub8e8\ub2e4<\/a>.&nbsp;<\/p>\n\n\n\n<p>And Thursday, Newsom officially <a href=\"https:\/\/x.com\/GavinNewsom\/status\/1720080433264919033?s=20\">launched his campaign for the ballot measure<\/a>, with the slogan \u201cTreatment not Tents\u201d \u2014 a nod to both public concern about homelessness and his efforts to clear encampments. Politico reports that he\u2019s putting $6 million into the campaign to start.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\ub274\uc12c<\/strong>, in a video: \u201cMental health has to be addressed differently, and California has to lead the way. People want to see people off the streets.\u201d<\/li>\n<\/ul>\n\n\n\n<p>By putting more money and the policy changes into a single measure, the governor may be trying to reduce opposition to revisions to the Mental Health Services Act, which itself was approved by voters in 2004. It levies a 1% tax on income of more than $1 million, generating about $3 billion last year and supporting about one-third of the state\u2019s mental health system.&nbsp;<\/p>\n\n\n\n<p>Opponents say diverting money for housing will cut as much as $1 billion from <a href=\"https:\/\/lao.ca.gov\/Publications\/Report\/4782\">existing mental health programs<\/a> such as outpatient care and crisis response, while other advocates are against the bond money being spent on involuntary treatment.<\/p>\n\n\n\n<p>Supporters include Sacramento Mayor Darrell Steinberg, author of the mental health act. But the U.S. Supreme Court\u2019s ruling in June that bans race-based admissions has drawn concern of a chilling effect on diversity amongst the state\u2019s selective private colleges, many of whom rely on the process to attract students of color.&nbsp;<\/p>\n\n\n\n<p>Some students applying to colleges told CalMatters education reporters Mikhail Zinshteyn and Carolyn Jones that <a href=\"https:\/\/calmatters.org\/education\/higher-education\/2023\/11\/college-admissions\/\">the ruling has left them frustrated but undaunted<\/a>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Maya Murchison<\/strong>, a high school senior in Chula Vista: \u201cI want to go to a college where I feel comfortable and supported and confident. So yes, the ruling has definitely affected what schools I\u2019m looking at. But on Thursday, a <a href=\"https:\/\/www.youtube.com\/watch?v=yQeNXkZonJQ\">bipartisan group of lawmakers<\/a>, local leaders and community organizers impacted by the 2018 Camp Fire talked of recovery and resilience after <a href=\"https:\/\/www.fire.ca.gov\/our-impact\/remembering-the-camp-fire\">the deadliest wildfire in California\u2019s history<\/a>.&nbsp;<\/p>\n\n\n\n<p>The Nov. 8, 2018 inferno led to 85 deaths and destroyed more than 18,000 structures, including 95% of buildings in Paradise, and in Concow. The total financial damage: upwards of $16 billion.&nbsp;<\/p>\n\n\n\n<p>While there was some optimism, full recovery is a ways away. In Paradise, according to the Camp Fire Collaborative, which co-hosted the event:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The population was 26,500 before the fire. Now, it\u2019s 9,142.<\/li>\n\n\n\n<li>Of 14,343 homes destroyed, 3,001 have been rebuilt, with another 978 homes under construction.&nbsp;<\/li>\n\n\n\n<li>The Paradise Unified School District, which had 3,400 students before the fire, now has 1,660.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Parts of Butte County were hit again by the North Complex fire in 2020. Last month, the governor signed bills to give Camp Fire survivors three more years before their property is reassessed for taxes. Last year, he signed a bill exempting Fire Victim Trust settlement payments from state income taxes.&nbsp;<\/p>\n\n\n\n<p>But representatives from the county reiterated they needed the state\u2019s ongoing support to continue that work \u2014 which includes testing water quality, repaving public roads and moving potentially hazardous electricity infrastructure underground.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Megan Kurtz<\/strong>, chairperson of the Camp Fire Collaborative, in a statement: \u201cAs we commemorate this milestone, let us remember that ongoing collaboration remains crucial in rebuilding lives and healing our land.\u201d<\/li>\n<\/ul>\n\n\n\n<p>What are the challenges?
