Interviewed by CalMatters justice reporter <a href=\"https:\/\/calmatters.org\/author\/nigelduara\/\">\ub098\uc774\uc824 \ub450\uc544\ub77c<\/a>, Bonta said California needs to be ready to fight a national abortion ban. In a conversation with CalMatters Capitol reporter <a href=\"https:\/\/calmatters.org\/author\/sameea-kamal\/\">\uc0ac\uba54\uc544 \uce74\ub9d0<\/a>, Yee said she will travel all over the state to meet residents of communities that have been left behind. Seeking to become California\u2019s first female governor, she also said that it matters for women to be in power. Gavin Newsom announced something audacious on gun control \u2014 a push to amend the U.S. Constitution to get around court rulings and gridlock in Congress.&nbsp;<\/p>\n\n\n\n<p>What progress has been made? <a href=\"https:\/\/calmatters.org\/politics\/2024\/06\/gavin-newsom-guns-constitutional-amendment\/\">Much more in online petitions<\/a> to build up his political action committee than in state legislatures to call a constitutional convention, explains CalMatters Capitol reporter <a href=\"https:\/\/calmatters.org\/author\/alexei-koseff\/\">\uc54c\ub809\uc138\uc774 \ucf54\uc138\ud504<\/a>.&nbsp;<\/p>\n\n\n\n<p>Legislative leaders in several other large states controlled by Democrats told Alexei that calling for a constitutional convention to adopt the amendment has not come up. While California has <a href=\"https:\/\/calmatters.org\/explainers\/california-gun-laws-policy-explained\/\">some of the toughest gun regulations<\/a> in the country, Newsom\u2019s nationwide <a href=\"https:\/\/calmatters.org\/politics\/2023\/06\/gavin-newsom-gun-control-amendment\/\">proposal would&nbsp;require background checks<\/a> for gun purchases, raise the minimum age for all buyers to 21, mandate a waiting period between purchasing and taking possession of a gun and ban the sale of assault weapons.<\/p>\n\n\n\n<p>Newsom spokesperson Nathan Click says the momentum will pick up in 2025.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Click:<\/strong> \u201cWe\u2019re under no illusions of how hard it is to pass a constitutional amendment, so that\u2019s why we\u2019ve focused on building this grassroots army to help these legislators.\u201d<\/li>\n<\/ul>\n\n\n\n<p>But one gun rights advocate says Newsom\u2019s effort is as much about his national political ambitions as the issue.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Alan Gottlieb<\/strong>, founder and executive vice president of the Second Amendment Foundation: \u201cHe\u2019s staking out this territory for Democratic primaries for running for the White House in the future. Photo by Fred Greaves for CalMatters<\/figcaption><\/figure>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>Lawmakers are calling a handful of legislative mulligans this week, as they revisit and tweak measures that either failed or received heavy blowback:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Psychedelic treatment:<\/strong> GOP Senate leader <a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/brian-jones-42\">\ube0c\ub77c\uc774\uc5b8 \uc874\uc2a4<\/a> of San Diego and Democratic Sen. <a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/josh-becker-165449\">Josh Becker<\/a> of Menlo Park introduced a bill to legalize the therapeutic use of psychedelics \u2014 specifically, psilocybin or \u201cmagic mushrooms\u201d \u2014 in three counties. Three-year pilot programs in San Francisco, Santa Cruz and San Diego counties would offer psilocybin to military veterans and first responders. Two earlier proposals to <a href=\"https:\/\/calmatters.org\/health\/2024\/02\/psychedelic-therapy-legalize\/\">legalize psychedelic therapy<\/a> have failed recently: In May, the <a href=\"https:\/\/calmatters.org\/newsletter\/california-bills-suspense-file\/\">appropriations committee killed a bill<\/a> by Sen. Wiener, and last year Gov. Newsom <a href=\"https:\/\/calmatters.org\/explainers\/new-california-laws\/#d44822d0-3dec-4307-84fb-ec649848fe26\">vetoed a similar bill<\/a>, also by Wiener.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Restaurant fees:<\/strong> As part of a crackdown on <a href=\"https:\/\/calmatters.org\/economy\/2023\/04\/hidden-fees-transparency-consumer\/#:~:text=Fees%20and%20surcharges%20pop%20up,on%20to%20a%20car%20purchase.\">hidden \u201cjunk fees\u201d<\/a> last year, California passed an overarching law banning advertisement for goods and services that did not include all \u201c<a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202320240sb478?slug=CA_202320240SB478&amp;_gl=1*1jdt00f*_ga*MTM0NTExODk4NS4xNjkwMzA5NjYy*_ga_GNY4L81DZE*MTcxNzcwMDQ0Ni4xMTUxLjEuMTcxNzcwMjE5OC4wLjAuMA..*_ga_5TKXNLE5NK*MTcxNzcwMDkwMy4xMDgwLjEuMTcxNzcwMjIwNS41My4wLjA.\">mandatory fees or charges other than taxes<\/a>,\u201d such as fees for concert tickets and hotel rooms. After <a href=\"https:\/\/www.sfchronicle.com\/food\/restaurants\/article\/junk-fee-law-restaurants-18447170.php\">some initial confusion<\/a> over the rule\u2019s scope, the attorney general\u2019s office <a href=\"https:\/\/oag.ca.gov\/system\/files\/attachments\/press-docs\/SB%20478%20FAQ%20%28B%29.pdf\">clarified in May that the law<\/a> also applied to restaurants, upsetting the food industry. Thursday, Sen. <a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/bill-dodd-71\">Bill Dodd<\/a>, a Napa Democrat and co-author of the 2023 law, introduced a bill clarifying that <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202320240sb1524?slug=CA_202320240SB1524\">food service providers are exempt<\/a> from the rule when advertising individual prices of food and beverage items \u2014 as long as the service charges or mandatory fees are listed \u201cclearly and conspicuously\u201d on menus or other displays. Because the law takes effect July 1, Dodd\u2019s new bill would take effect immediately if passed.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Nondisclosure agreements: <\/strong>\uadf8 \ud6c4 <a href=\"https:\/\/calmatters.org\/newsletter\/california-utility-bills-legislature\/\">Assembly\u2019s election committee killed a bill in April<\/a> that would have banned lobbyists and certain public officials from <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202320240ab2654?slug=CA_202320240AB2654&amp;_gl=1*1krm3h7*_ga*MTM0NTExODk4NS4xNjkwMzA5NjYy*_ga_5TKXNLE5NK*MTcxNDA2NTkxMy45NTMuMS4xNzE0MDcwMjU0LjQwLjAuMA..*_ga_GNY4L81DZE*MTcxNDA3MDI1MC4xMDExLjAuMTcxNDA3MDI1MC4wLjAuMA..\">signing NDAs<\/a> when developing legislation, Assemblymember <a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/joe-patterson-133512\">\uc870 \ud328\ud130\uc2a8<\/a> introduced a narrower bill Wednesday, reports <a href=\"https:\/\/www.kcra.com\/article\/california-ab-1174-ban-non-disclosure-agreements\/61004456#\">KCRA<\/a>.
