Photo by Miguel Gutierrez Jr., CalMatters<\/figcaption><\/figure>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>California is one of the country\u2019s most racially diverse states, with its population speaking more than 200 different languages and dialects, as <a href=\"https:\/\/calmatters.org\/politics\/2022\/02\/california-election-languages\/\">CalMatters reported in 2022<\/a>.&nbsp;<\/p>\n\n\n\n<p>Several groups have now joined forces to try and make voting easier for those groups:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>State Sen. <a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/sabrina-cervantes-36813\">Sabrina Cervantes<\/a> is unveiling a bill today that would <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202520260sb266\">expand the number of languages<\/a> voting ballots and voting instructions are available for California voters.&nbsp;<\/li>\n\n\n\n<li>Another proposal by Assemblymember <a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/corey-jackson-165443\">Corey Jackson<\/a>, a Moreno Valley Democrat, would require elections officials to provide voter information and ballots <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202520260ab72\">in Bengali by request<\/a>.<\/li>\n<\/ul>\n\n\n\n<p>Backed by good governance advocacy organizations including Common Cause California and the immigrants rights group the Asian Law Caucus, Cervantes\u2019 bill would direct California\u2019s Secretary of State to identify the languages spoken by at least 3% of voting-age residents in a county who don\u2019t speak English fluently \u2014 including languages not guaranteed by current federal voting rights laws. Election officials would then be required to provide voting ballots, ballot envelopes and related voting instructions in these languages.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Cervantes<\/strong>, a Riverside Democrat, in a statement: \u201cOne of the reasons we are proud to call California home is that our state is one of the most diverse in the country. \u2026 Whether a lawfully registered voter speaks English or not, they should have a voice in our government and be able to cast a ballot fairly and equally.\u201d<\/li>\n<\/ul>\n\n\n\n<p>If the bill becomes law, 28 more counties would be required to provide voters with ballots in Spanish (bringing the total to 56 counties) and 23 more would need to provide ballots in Tagalog (for a total of 29). Sacramento County, for example, would also be required to provide ballots in Ukrainian and Arabic for the first time.<\/p>\n\n\n\n<p>The bill would go into effect by December 2029, so not in time for California\u2019s primary election next year or the general election in November 2028.<\/p>\n\n\n\n<p>Roughly 40 percent of Californians speak a language other than English at home, and one in five speak limited English.&nbsp;<\/p>\n\n\n\n<p>Jackson\u2019s proposal could be especially impactful as Bengali is one of a handful of languages that saw the greatest percentage increase in the number of speakers in California over the past five years, according to the <a href=\"https:\/\/www.sfchronicle.com\/california\/article\/south-asian-language-data-19665108.php\">San Francisco Chronicle<\/a>.&nbsp;<\/p>\n\n\n\n<p>Last year, <a href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2024\/09\/AB-884-Veto-Message.pdf\">citing costs<\/a>, Gov. Gavin Newsom <a href=\"https:\/\/calmatters.org\/california-divide\/2024\/03\/immigrant-voter-rights\/\">vetoed a bill<\/a> to expand translation support of voting material and resources, including creating a toll-free help hotline and setting aside funding for county language coordinators.&nbsp;<\/p>\n\n\n\n<p>Both bills currently being considered by the Legislature come during a time when President Donald Trump issued an executive order earlier this month <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/03\/designating-english-as-the-official-language-of-the-united-states\/\">declaring English as the country\u2019s official language<\/a> \u2014 which 51% of adults surveyed by the <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2025\/03\/17\/how-americans-feel-about-making-english-the-official-language-of-the-us\/\">Pew Research Center<\/a> said was at least \u201cvery important\u201d to designate.&nbsp;<\/p>\n\n\n\n<p>Though legal experts say the order may have no immediate impact, advocates are concerned that this could make it more difficult for non-English speakers to vote or access government service, reports <a href=\"https:\/\/www.nytimes.com\/2025\/03\/03\/us\/politics\/trump-english-official-language.html\">\ub274\uc695 \ud0c0\uc784\uc988<\/a>. While as many as <a href=\"https:\/\/www.csac.ca.gov\/calfresh-students\">750,000 college students<\/a> are eligible for CalFresh \u2014 California\u2019s version of the federally funded food benefit program, SNAP \u2014 only about 127,000 end up receiving assistance.<\/p>\n\n\n\n<p>\ucc98\ub7fc <a href=\"https:\/\/calmatters.org\/author\/amy-moore\/\">Amy Elisabeth Moore<\/a> CalMatters\uc758 <a href=\"https:\/\/calmatters.org\/projects\/college-journalism-network\/\">\ub300\ud559 \uc800\ub110\ub9ac\uc998 \ub124\ud2b8\uc6cc\ud06c<\/a> explains, <a href=\"https:\/\/calmatters.org\/education\/higher-education\/college-beat\/2025\/03\/california-colleges-calfresh-food-insecurity\/\">many California college students are going hungry<\/a>, despite several campuses employing dedicated staff to help students apply for CalFresh. Students who are not eating enough not only experience issues with mental and physical health, they also get lower grades and graduate at lower rates. Students receiving SNAP benefits, however, <a href=\"https:\/\/www.mdpi.com\/2072-6643\/15\/4\/898\">do better academically<\/a>.<\/p>\n\n\n\n<p>Part of the reason why eligible students aren\u2019t enrolling in CalFresh is the complex application process. Students must submit required documents, such as proof of enrollment and pay stubs. But students report inconsistencies about which documents they\u2019re supposed to submit.&nbsp;<\/p>\n\n\n\n<p>A phone interview is also required, but some report being on hold for hours after their appointed time to speak with someone.
