Photo by Anne Wernikoff for CalMatters\" class=\"wp-image-97444\" \/><figcaption>Assemblyman Rob Bonta<\/figcaption><\/figure>\n\n\n\n<p><strong>The Bonta California Progress Foundation<\/strong>, created by&nbsp;Democratic Assemblyman Rob Bonta&nbsp;of Alameda in 2017, is one of a growing number of nonprofits launched by California state lawmakers in the past decade.&nbsp;<\/p>\n\n\n\n<p><strong>One of its first acts<\/strong> of charity in 2018: a $25,000 loan to a children&#8217;s literacy group run by his wife.&nbsp;<\/p>\n\n\n\n<p><strong>It was one<\/strong> instance of many over the past six years in which the assemblyman helped raise a total of $588,000 for the charities that have employed Mialisa Bonta, a member of the Alameda school board who has led nonprofits serving needy children in the East Bay,&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/calmatters.org\/?post_type=tnp_long_form&amp;p=101384\" target=\"_blank\">CalMatters\u2019 Laurel Rosenhall reports<\/a>.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Most of the money has come from donors who gave at the assemblyman&#8217;s behest.<\/li><li>Some of it came from Bonta&#8217;s campaign accounts and a nonprofit he founded in 2017.<\/li><\/ul>\n\n\n\n<p><strong>Remind me:<\/strong> \ucc98\ub7fc <a href=\"https:\/\/calmatters.org\/category\/politics\/sweet-charity\/\">Rosenhall reported on Tuesday<\/a>, politicians can use nonprofits to raise and spend money outside the limits of campaign finance law.<\/p>\n\n\n\n<p><strong>Assemblyman Bonta\u2019s<\/strong> actions are legal, according to experts on federal tax law and California\u2019s political ethics law. But governmental watchdogs and the state law\u2019s author say they also reveal a regulatory gap that invites conflicts of interest.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Rob Bonta:<\/strong> \u201cWe&#8217;re working on areas of shared passion, in my district, with my constituents. So they&#8217;re perfect opportunities to partner and support one another with the common goal of helping the same communities and folks that we care about.\u201d<\/li><\/ul>\n\n\n\n<p><strong>Bonta, 47,<\/strong> is a Yale-educated lawyer who was first elected to the Assembly in 2012 in a safely Democratic seat. A prodigious fundraiser, Bonta had $2.4 million in his Assembly campaign bank account as of January.<\/p>\n\n\n\n<p><strong>To read Rosenhall&#8217;s story,<\/strong> <a href=\"https:\/\/calmatters.org\/?post_type=tnp_long_form&amp;p=101384\">please click here<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">PG&amp;E&#8217;s future<\/h2>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2019\/07\/Marybel-Batjer-Bay-Area-News-Group.jpg?resize=294%2C243&#038;ssl=1\" alt=\"\" class=\"wp-image-81452\" width=\"294\" height=\"243\" \/><figcaption>Marybel Batjer<\/figcaption><\/figure><\/div>\n\n\n\n<p><strong>California\u2019s top utility regulator <\/strong>on Tuesday presented a plan that could open the way for California to place PG&amp;E in a receivership, if the utility fails to follow safety steps, CalMatters\u2019 Judy Lin tells us.<\/p>\n\n\n\n<p><strong>Marybel Batjer<\/strong>, president of the California Public Utilities Commission, laid out a six-step <a href=\"https:\/\/www.sfchronicle.com\/business\/article\/California-could-revoke-PG-E-s-license-under-15066543.php\">framework for enhanced oversight of PG&amp;E<\/a> as the state\u2019s largest utility emerges from bankruptcy.<\/p>\n\n\n\n<p><strong>Under her proposed ruling<\/strong>, the state could appoint a receiver to take control of PG&amp;E\u2019s business operations if:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>PG&amp;E\u2019s equipment sparks a destructive blaze.<\/li><li>PG&amp;E fails to minimize blackouts or hides other safety issues.<\/li><\/ul>\n\n\n\n<p><strong>Gov. Gavin Newsom,<\/strong> who appointed Batjer, has <a href=\"https:\/\/calmatters.org\/politics\/2020\/02\/what-happens-if-california-takes-over-pge\/\">threatened<\/a> PG&amp;E with a takeover if his demands for governance and safety improvements aren\u2019t met. Tuesday was the first time state <a href=\"http:\/\/docs.cpuc.ca.gov\/PublishedDocs\/Published\/G000\/M327\/K547\/327547392.PDF\">regulators detailed additional oversight<\/a>.<\/p>\n\n\n\n<p><strong>PG&amp;E has proposed<\/strong> plans for high-level safety officers, board changes and better regional management. But Batjer also wants the ability to adjust earnings and cut executive pay if the company is <a href=\"https:\/\/calmatters.org\/politics\/2020\/02\/what-happens-if-california-takes-over-pge\/\">responsible for any criminal acts<\/a>.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>PG&amp;E\u2019s statement:<\/strong> \u201cWe welcome President Batjer\u2019s input regarding our plan for emerging from Chapter 11 and building a re-imagined PG&amp;E.\u201d<\/li><\/ul>\n\n\n\n<p><strong>PG&amp;E can\u2019t ignore Batjer<\/strong>. She must sign off on the utility&#8217;s reorganization plan, which hinges on its ability to tap a $20 billion state fund to cover future wildfire liabilities. In the extreme, the public utilities commission could revoke PG&amp;E\u2019s license.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Boy Scouts bankruptcy<\/h2>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"400\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2019\/06\/iStock-689684706-1-e1560558928931.jpg?resize=600%2C400&#038;ssl=1\" alt=\"a woman sitting on ground with arm around lower head, sexual violence , sexual abuse, human trafficking concept\" class=\"wp-image-77971\" \/><figcaption>Photo illustration<\/figcaption><\/figure><\/div>\n\n\n\n<p><strong>The Boy Scouts of America<\/strong> has filed for bankruptcy protection as former Scouts\u2019 legal claims of past sexual abuse mount.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.latimes.com\/california\/story\/2020-02-17\/boy-scouts-bankruptcy\"><strong>The L.A. Times<\/strong><\/a><strong>:&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u201cThe Scouts\u2019 Chapter 11 petition, filed in Bankruptcy Court in Delaware, comes amid declining membership and a wave of new sex-abuse lawsuits after several states, including California, New York and New Jersey, recently expanded legal options for childhood victims to sue.\u201d<\/li><\/ul>\n\n\n\n<p><strong>The L.A. Times\u2019 role:<\/strong>&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u201cMany of the lawsuits followed the Los Angeles Times\u2019 publication in 2012 of <a href=\"https:\/\/www.latimes.com\/la-me-boy-scouts-perversion-files-full-coverage-storygallery.html\">internal Scout records<\/a> involving about <a href=\"https:\/\/spreadsheets.latimes.com\/boyscouts-cases\/\">5,000 men on a blacklist<\/a> known as the \u2018perversion files,\u2019 a closely guarded trove of documents that details sexual abuse allegations against troop leaders and others dating back a century.\u201d<\/li><\/ul>\n\n\n\n<p><strong>\uc8fc\uc9c0\uc0ac Gavin Newsom(\uac1c\ube48 \ub274\uc12c)<\/strong> last year signed legislation opening the way for suits by victims as old as 40 against organizations such as the Boy Scouts, and public schools. Gov. Jerry Brown had vetoed similar measures.<\/p>\n\n\n\n<p><strong>Assemblywoman Lorena Gonzalez,<\/strong> the San Diego Democrat who authored the legislation:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u201cI have a lot of sympathy for the survivors. And for kids who want to participate in Boy Scouts. The organization failed children.\u201d<\/li><\/ul>\n\n\n\n<p><strong>John Norwood,<\/strong> who lobbied against the legislation and whose clients include the Catholic Conference and insurance companies, said of the bankruptcy:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u201cIt was bound to happen as the statute is so wide open. Wait until school districts are forced into state control due to insufficient funds to pay for these claims.\u201d<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Sanders rises. So does Bloomberg<\/h2>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"2000\" height=\"1333\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2020\/02\/021720_BernieSandersRally_AW_sized_12.jpg?resize=2000%2C1333&#038;ssl=1\" alt=\"Sen. Bernie Sanders<\/strong> has widened his lead in California and is favored by 32% of likely voters in the state\u2019s March 3 primary, with other candidates all bunched as distant also-rans, <a href=\"https:\/\/www.ppic.org\/press-release\/sanders-leads-in-californias-democratic-presidential-primary\/\">a new Public Policy Institute of California poll shows<\/a>.<\/p>\n\n\n\n<p><strong>Former Vice President Joe Biden<\/strong> had the support of 14% of likely voters, Massachusetts Sen. Elizabeth Warren with 13%, and former New York Mayor Michael Bloomberg and former South Bend Mayor Pete Buttigieg with 12% each.<\/p>\n\n\n\n<p><strong>In January,<\/strong> Sanders was supported by 27% of likely voters, to Biden\u2019s 24% and Warren\u2019s 23%.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Bloomberg was at 1% a month ago. The billionaire\u2019s rise illustrates the power of the millions he is spending to boost his candidacy.<\/li><li>The latest poll shows Sanders doing especially well among men, Latinos and younger voters.<\/li><li>California only is in play in March. President Donald Trump remains unpopular in California and virtually certain to lose here, no matter the Democratic nominee.<\/li><\/ul>\n\n\n\n<p><strong>On Super Tuesday, March 3, <\/strong>voters in 14 states plus American Samoa will allocate <a href=\"https:\/\/www.washingtonpost.com\/politics\/2020\/01\/17\/democratic-primary-delegates\/?arc404=true\">1,357 pledged Democratic delegates<\/a>.
