{"id":103882,"date":"2020-03-08T00:01:00","date_gmt":"2020-03-08T08:01:00","guid":{"rendered":"https:\/\/calmatters.org\/?post_type=commentary&#038;p=103882"},"modified":"2020-03-06T11:06:45","modified_gmt":"2020-03-06T19:06:45","slug":"school-bond-issue-rejection-taxesl","status":"publish","type":"post","link":"https:\/\/calmatters.org\/_ko\/commentary\/2020\/03\/school-bond-issue-rejection-taxesl\/","title":{"rendered":"Bond issue rejection could be a signal"},"content":{"rendered":"<p>Ballots from last week\u2019s election are still being counted and it will be weeks before the final numbers are tallied, but with that caveat, it appears that a $15 billion school bond issue \u2014 the only statewide ballot measure \u2014 has been <a href=\"https:\/\/electionresults.sos.ca.gov\/returns\/ballot-measures\">decisively rejected<\/a>.<\/p>\n\n\n\n<p>That\u2019s something of a shock. Public schools are popular in California and school\nbond issues generally enjoy strong voter support.<\/p>\n\n\n\n<p>It\u2019s also a downer for Gov. Gavin Newsom, who had been a\nprincipal drafter of the measure, moved it through the Legislature and both\nraised money and personally campaigned for its passage.<\/p>\n\n\n\n<p>Finally, it\u2019s a setback for housing developers who would\nhave benefited from a provision exempting them from some local school impact\nfees.<\/p>\n\n\n\n<p>It\u2019s possible, even probable, that the bond issue\u2019s ballot\ndesignation, Proposition 13, contributed to its demise. A 1978 measure, also\nProposition 13, is one of the most iconic political events in California history, sharply curtailing the\ngrowth of property taxes.<\/p>\n\n\n\n<p>Some voters clearly thought that 2020\u2019s Proposition 13 would somehow affect 1978\u2019s Proposition 13. Although inaccurate, that notion was probably sparked by campaigning on another ballot measure expected to appear on the November ballot that would allow higher levies on commercial property. Opponents warn that it could be the first step toward repeal of 1978\u2019s Proposition 13, so it\u2019s understandable that some voters would be confused.<\/p>\n\n\n\n<p>Nevertheless, the apparent defeat of the school bond may be\nmuch more than a case of mistaken identity. It could reflect rising resistance\nto new borrowing and new taxes.<\/p>\n\n\n\n<p>The Public Policy Institute of California\u2019s <a href=\"https:\/\/www.ppic.org\/publication\/californias-political-geography\/\">recent polling of voters<\/a> has found that \u201cAt least a majority \u2014 but never more than two-thirds \u2014 in every place in the state believes taxes are too high (and) overall, 58% hold this opinion.\u201d<\/p>\n\n\n\n<p>Meanwhile, the California Taxpayers Association calculates that more than half of <a href=\"https:\/\/www.caltax.org\/elections\/local-tax-elections\/2020-Local-Elections.pdf\">236 local tax measures<\/a> are being rejected.&nbsp;<\/p>\n\n\n\n<p>Last year, Policy Analysis for California Education (PACE), a university consortium devoted to research on education issues, <a href=\"https:\/\/edpolicyinca.org\/publications\/canary-gold-mine-marin?utm_source=PACE+All&amp;utm_campaign=fb01deefc0-EMAIL_CAMPAIGN_2019_08_29_05_32_COPY_02&amp;utm_medium=email&amp;utm_term=0_9f1af6b121-fb01deefc0-583888093\">issued a study<\/a> on the attitudes of very affluent and very liberal voters in Marin County.<\/p>\n\n\n\n<p>It noted that after years of routine voter approval of parcel\ntaxes for local schools, \u201cIn 2016, something shifted. Voters in upscale\nKentfield rejected the renewal of a previously popular school parcel tax, which\nhad most recently passed with 72% of the vote in 2008. In nearby Mill Valley,\na parcel tax that made up approximately 20% of the district\u2019s budget passed by\nfewer than 25 votes, even though it had passed with 74% of the vote in 2008.\u201d<\/p>\n\n\n\n<p>PACE said that many Marin voters \u201chad become concerned that\nsome local leaders were choosing to increase taxes rather than grapple with\nnecessary fiscal reforms\u201d and asked a pithy question: \u201cIf the highly\nprogressive residents of Marin County have become less willing to financially\nsupport their local school districts, what does this mean for less wealthy\nregions of California?\u201d<\/p>\n\n\n\n<p>Last year, voters in Los Angeles, who are much less affluent than those in Marin, stunned local political leaders by overwhelmingly rejecting a $500 million per year increase in parcel taxes \u2014 a form of property tax not limited by 1978\u2019s Proposition 13 \u2014 for the Los Angeles Unified School District.<\/p>\n\n\n\n<p>Meanwhile, the California Taxpayers Association calculates that at least half of <a href=\"https:\/\/www.caltax.org\/elections\/local-tax-elections\/2020-Local-Elections.pdf\">236 local tax measures<\/a> are headed to defeat.<\/p>\n\n\n\n<p>Given voter rejection of Measure EE in Los Angeles and now the apparent loss by Newsom\u2019s school bond measure, the sponsors of the split roll initiative \u2014 public employee unions, mostly \u2014 should be very worried about the November election.<\/p>\n\n\n\n<p>Polling on the split roll already indicates weak support at\nbest and the commercial real estate industry has pledged to spend $100 million\nor more to defeat it.<\/p>\n\n\n\n<p>Advocates of more spending, borrowing and taxes may be learning\nthat even in blue California,\nthere are limits.<\/p>","protected":false},"excerpt":{"rendered":"<p>The defeat of a $15 billion school bond issue and other recent  rejections of new taxes could signal a new attitude by voters on spending and taxes.<\/p>","protected":false},"author":73,"featured_media":97061,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"single-feature.php","format":"standard","meta":{"_acf_changed":false,"_stopmodifiedupdate":false,"_modified_date":"","newspack_ads_suppress_ads":false,"newspack_popups_has_disabled_popups":false,"newspack_sponsor_sponsorship_scope":"","newspack_sponsor_native_byline_display":"inherit","newspack_sponsor_native_category_display":"inherit","newspack_sponsor_underwriter_style":"inherit","newspack_sponsor_underwriter_placement":"inherit","apple_news_api_created_at":"","apple_news_api_id":"","apple_news_api_modified_at":"","apple_news_api_revision":"","apple_news_api_share_url":"","apple_news_cover_media_provider":"image","apple_news_coverimage":0,"apple_news_coverimage_caption":"","apple_news_cover_video_id":0,"apple_news_cover_video_url":"","apple_news_cover_embedwebvideo_url":"","apple_news_is_hidden":"","apple_news_is_paid":"","apple_news_is_preview":"","apple_news_is_sponsored":"","apple_news_maturity_rating":"","apple_news_metadata":"\"\"","apple_news_pullquote":"","apple_news_pullquote_position":"","apple_news_slug":"","apple_news_sections":[],"apple_news_suppress_video_url":false,"apple_news_use_image_component":false,"_spanish_translation_id":0,"_is_translation":false,"_newspack_byline_active":false,"_newspack_byline":"","newspack_content_restriction_is_exempt":false,"newspack_featured_image_position":"","newspack_post_subtitle":"","newspack_article_summary_title":"Overview:","newspack_article_summary":"","newspack_hide_updated_date":false,"newspack_show_updated_date":false,"_jetpack_memberships_contains_paid_content":false,"footnotes":""},"categories":[58,63,7],"tags":[40117],"legislator":[],"bill":[],"newspack_spnsrs_tax":[],"coauthors":[4174],"class_list":["post-103882","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-commentary","category-dan-walters","category-education","tag-commentary","entry"],"acf":[],"apple_news_notices":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v27.3 (Yoast SEO v27.3) -
