It&#8217;s Friday, April 10.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Newsom defends sending vents to other states<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"2000\" height=\"1442\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2019\/11\/newsom-police-force.jpg?resize=2000%2C1442&#038;ssl=1\" alt=\"\" class=\"wp-image-92799\" \/><figcaption>Gov. Photo by Hector Amezcua for CalMatters<\/figcaption><\/figure>\n\n\n\n<p>OK, so what&#8217;s going on with California&#8217;s ventilator supply? <\/p>\n\n\n\n<p>California hospitals are using around 32% of their ventilators, with 8,000 remaining unused, Gov. Gavin Newsom said Thursday in the latest development in a saga that&#8217;s been giving many of us whiplash. Two weeks ago, the state said it was <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2020\/03\/newsom-california-can-produce-enough-ventilators-to-meet-covid-19-need\/\">rushing to procure 5,000 ventilators<\/a>. Monday, <a href=\"https:\/\/calmatters.org\/newsletter\/ca-feds-500-ventilators-national-stockpile-new-york\/\">Newsom sent 500 ventilators to other states<\/a>. Wednesday, <a href=\"https:\/\/www.latimes.com\/california\/story\/2020-04-08\/coronavirus-ventilators-california-counties-gavin-newsom\">surprised and frustrated Riverside County officials said<\/a> the state recently denied their request for 500 ventilators. Meanwhile, Santa Clara County is offering $1,000 for each ventilator it receives.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.latimes.com\/california\/story\/2020-04-09\/gavin-newsom-california-ventilators-hospitals-counties-coronavirus\">Newsom defended his decisions Thursday<\/a>. He pointed out that the state has additional ventilators on top of those in hospitals, it is procuring and refurbishing more, and it will get back those that were lent. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>\ub274\uc12c: <\/strong>&#8220;Some people have expressed some concern about California&#8217;s willingness to lend a hand. &#8230; But we can&#8217;t just sit on assets when we can save lives and help our fellow Americans. I just want to clear up any anxiety in that space or any ambiguity or any misinformation, to be candid with you.&#8221; <\/li><\/ul>\n\n\n\n<p>The governor also said Thursday that 1,132 Californians were being treated for COVID-19 in intensive care units, a 1.9% decrease from the day before. That&#8217;s the first drop the state has reported. (During the same period of time, the number of hospitalizations went up 4.1%, and there were 50 deaths.) <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>\ub274\uc12c: <\/strong>&#8220;Some good news on those ICU numbers, but again, just one day, one point of data. We&#8217;ll check in tomorrow &#8230; to see if those numbers continue to see positive signs.&#8221; <\/li><\/ul>\n\n\n\n<p class=\"has-text-align-center\">______________<\/p>\n\n\n\n<p><strong>The Bottom Line:<\/strong>&nbsp;As of 8 p.m. Thursday night, California had&nbsp;<strong>20,116 confirmed coronavirus cases<\/strong>&nbsp;\uadf8\ub9ac\uace0&nbsp;<strong>543 deaths<\/strong>&nbsp;from the virus, according to a&nbsp;<a href=\"https:\/\/www.latimes.com\/projects\/california-coronavirus-cases-tracking-outbreak\/#nt=1PromoSuperLeadLarge-1col-7030col1-main\">Los Angeles Times tracker<\/a>. (These numbers are different from those of the&nbsp;<a href=\"https:\/\/www.cdph.ca.gov\/Programs\/CID\/DCDC\/Pages\/Immunization\/nCoV2019.aspx#\">state Department of Public Health<\/a>, which are updated less often.)<\/p>\n\n\n\n<p><strong>Also:&nbsp;<\/strong>CalMatters is&nbsp;<a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2020\/04\/california-coronavirus-covid-patient-hospitalization-data-icu\/\">tracking, by county,<\/a>&nbsp;positive and suspected cases of COVID-19 patients hospitalized throughout the state. Photo courtesy Speaker&#8217;s Office<\/figcaption><\/figure>\n\n\n\n<p>It\u2019s so unusual to be working in a near-empty state Capitol that Assembly Speaker Anthony Rendon told me he recently stopped and took a <a href=\"https:\/\/twitter.com\/emily_hoeven\/status\/1248456941346516992\">picture<\/a> \uc758 <a href=\"http:\/\/www.capitolmuseum.ca.gov\/67px_8351vlcyi-18505.html\">rotunda<\/a>.<\/p>\n\n\n\n<p>It wasn\u2019t just the emptiness that struck him. As an architecture buff, he was also likely struck by its beauty. Rendon\u2019s usual nightly pleasure reading is about \u201cart and art history\u201d and \u201caesthetic theory relating to architecture,\u201d the subject of his PhD dissertation.&nbsp;<\/p>\n\n\n\n<p>\u201cI\u2019m pretty religious about that\u201d nightly reading, he told me during a recent phone call from his Capitol office. Lately, though, he\u2019s turned to a lighter reading topic \u2014 American intellectual history \u2014 with Terry Cooney\u2019s <a href=\"https:\/\/books.google.com\/books\/about\/Balancing_Acts.html?id=YMi7lgEACAAJ\"><em>Balancing Acts: American Thought and Culture in the 1930s<\/em><\/a>.<\/p>\n\n\n\n<p>Apart from the slight shift in reading material, the shutdown hasn\u2019t changed Rendon\u2019s routine much. He still goes for a run every morning, as he has since middle school, before taking his 7-month-old daughter to daycare and heading to his office in the vacant Capitol building.\u00a0\u00a0<\/p>\n\n\n\n<p>\u201cThe biggest difference between this year and last year for me \u2026 it\u2019s having a child,\u201d Rendon said. Take that, coronavirus.&nbsp;<\/p>\n\n\n\n<p>These days, Rendon and his wife are mostly cooking at home, though that\u2019s not unusual for them either. He has, however, gotten creative with Nutella.&nbsp;<\/p>\n\n\n\n<p>\u201cMy sister-in-law baked a cake that was really good but didn\u2019t have any frosting. So I put some Nutella on top of it,\u201d he said. \u201cThen I started experimenting and putting Nutella on everything in our fridge and everything in our cabinets. That was a lot of fun. You should try it with some sourdough cookies. It\u2019s spectacular.\u201d&nbsp;<\/p>\n\n\n\n<p>\u201cSourdough cookies? Is that a thing? I didn\u2019t even know about that,\u201d I said, laughing.&nbsp;<\/p>\n\n\n\n<p>He laughed too. \u201cShortbread cookies, actually! Shortbread cookies. Not sourdough cookies! More than <a href=\"http:\/\/caltravelstore.com\/\">150 hotels<\/a> are participating in the program, and many lower-wage workers will receive full reimbursements. <\/p>\n\n\n\n<p>Meanwhile, the state has also moved around 2,000 homeless Californians who are at high risk or who have tested positive for coronavirus into hotel and motel rooms. But plenty of questions remain. Two districts, Redondo Beach and Hawthorne, are just five miles apart, but Redondo Beach, a wealthier district, started its distance learning program March 18, while Hawthorne&#8217;s, in a working-class community, won&#8217;t start until April 21.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>In Hawthorne,<\/strong> Raul Torres spends five hours a day with his second-grade daughter and fourth-grade son completing paper packets. Photo by Anne Wernikoff for CalMatters<\/figcaption><\/figure>\n\n\n\n<p>With around 2.3 million Californians filing for unemployment insurance since March 12, the nonpartisan Legislative Analyst&#8217;s office on Thursday <a href=\"https:\/\/lao.ca.gov\/Publications\/Report\/4219\">released a report<\/a> outlining four possible actions the state could take to expand assistance to unemployed workers. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Increase benefits. <\/strong>The state could give all unemployed workers the maximum weekly benefit of $450. (Current range is $40 to $450.)<\/li><li><strong>Add state $$ on top of federal $$. <\/strong>Under the federal coronavirus relief bill, unemployed workers get $600 weekly, plus state benefits. California could add $100 more per week.<\/li><li><strong>Build an unemployment insurance program for ineligible workers. <\/strong>These include recent college graduates, newly self-employed workers and undocumented immigrants. <\/li><li><strong>Temporarily allow ineligible workers to access state disability insurance. <\/strong>This allows workers to take leave while receiving a portion of their normal wages.
