Gavin Newsom announced today that more than 5.5 million California students will not be allowed to attend school for in-person education this fall. Instead, all education for at least 90% of the state\u2019s children must be held online.<\/p>\n\n\n\n<p><a href=\"https:\/\/files.covid19.ca.gov\/pdf\/guidance-schools.pdf\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">Under the requirements<\/a>, California school districts cannot reopen campuses until their counties stabilize coronavirus infections and hospitalizations.&nbsp;<\/p>\n\n\n\n<p>The governor\u2019s announcement follows weeks of <a href=\"https:\/\/calmatters.org\/commentary\/dan-walters\/2020\/07\/newsom-california-schools-reopen-covid-19\/\">pleas from school administrators<\/a> for more direction on how to reopen schools. It will have an <a href=\"https:\/\/calmatters.org\/education\/2020\/07\/california-digital-divide-distance-learning\/\">extraordinary impact<\/a> on working parents and children, who must remain at home, as well as the state\u2019s battered economy.&nbsp;<\/p>\n\n\n\n<p>The decision marks the governor\u2019s most forceful involvement in schools.<\/p>\n\n\n\n<p>&#8220;Learning is non-negotiable. Schools must provide meaningful instruction during the pandemic whether they&#8217;re physically open or not. We all prefer in-class learning, but only if it can be done safely. Photo by Anne Wernikoff for CalMatters<\/figcaption><\/figure><\/div>\n\n\n\n<p>The mandate applies to private and public K-12 schools, he said.<\/p>\n\n\n\n<p>Thirty-three out of California\u2019s 58 counties \u2014 which encompasses about 90% of the state\u2019s school children \u2014 are on the state\u2019s <a href=\"https:\/\/covid19.ca.gov\/roadmap-counties\/\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">watch list<\/a> and do not comply with the <a href=\"https:\/\/www.cdph.ca.gov\/Programs\/CID\/DCDC\/Pages\/COVID-19\/COVID19CountyDataTable.aspx\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">infection benchmarks<\/a>, so their schools will have to stay physically closed.<\/p>\n\n\n\n<p>This includes all of Southern California and most of the Bay Area and Central Valley<strong>.<\/strong><\/p>\n\n\n\n<p>With some schools starting the new year as early as Aug. 3, it would be too late for most of them to switch gears for the fall if their counties do come off the list.<\/p>\n\n\n\n<p>Under the state\u2019s new requirements, schools can offer in-person instruction only if their county has been removed from the state\u2019s COVID-19 monitoring list for more than 14 days. Additionally, districts must test teachers for the coronavirus every other month.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-infogram\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"infogram-embed\" data-id=\"d36f89f3-f769-48e2-a724-109356b0fe15\" data-type=\"interactive\" data-title=\"Distance Learning Standards\"><\/div><script>!function(e,n,i,s){var d=\"InfogramEmbeds\";var o=e.getElementsByTagName(n)[0];if(window[d]&&window[d].initialized)window[d].process&&window[d].process();else if(!e.getElementById(i)){var r=e.createElement(n);r.async=1,r.id=i,r.src=s,o.parentNode.insertBefore(r,o)}}(document,\"script\",\"infogram-async\",\"https:\/\/e.infogram.com\/js\/dist\/embed-loader-min.js\");<\/script>\n<\/div><\/figure>\n\n\n\n<p><strong><br><\/strong><\/p>\n\n\n\n<p>In San Diego County&#8217;s Spring Valley, Audrey Shoemaker, the mother of a 9-year-old daughter, said she doesn\u2019t like having no options.<\/p>\n\n\n\n<p>\u201cThey said the districts can make their own decisions so I\u2019m angry that the state took this decision away, \u201c said Shoemaker, who is a school custodian. Her husband is an electrician.<\/p>\n\n\n\n<p>&#8220;Today you can\u2019t have two parents working if you want your kid to have an education.&#8221;<\/p>\n\n\n\n<p>Edel Maurin, a parent in the Inland Empire\u2019s Corona-Norco Unified School District, said she and her husband juggled to keep her three sons occupied during the spring while they both worked remotely processing electronic medical records.<\/p>\n\n\n\n<p>Maurin said she\u2019s concerned for her oldest child, a rising second-grader, and hasn\u2019t heard from his school about how they plan to do distance learning this fall. But, she added, the worries over the coronavirus and her kids\u2019 safety are more pressing.<\/p>\n\n\n\n<p>\u201cI\u2019m all for virtual learning if it has to come down to it, because for my husband and I, it\u2019s safety first,\u201d she said. \u201cWe won\u2019t be able to live with ourselves if something ever happened.\u201d<\/p>\n\n\n\n<p>In the Tracy Unified School District in San Joaquin County, teacher Crystal Wong won\u2019t be coming back and neither will her two high school-age children.&nbsp;<\/p>\n\n\n\n<p>Prior to the governor\u2019s announcement, Wong, who said she is at high risk from the virus, said she seriously considered taking a leave of absence or applying to teach remotely if asked to physically return to her classroom.&nbsp;Her county is on the watch list.<\/p>\n\n\n\n<p>\u201cI still want to help students learn and prepare for amazing futures,\u201d Wong said. \u201cThis will not always be our reality.\u201d<\/p>\n\n\n\n<p>Most California districts had been planning to offer families a choice between distance learning and hybrid scheduling \u2014 where students alternate learning from home and in physical classrooms under social distancing practices.<\/p>\n\n\n\n<p>But since late June, the potential for some semblance of in-person instruction has dramatically shifted in California as positive cases and COVID-19 hospitalizations surged in most areas of the state.&nbsp;<\/p>\n\n\n\n<p>A small group of districts in some hard-hit regions told parents that they planned to start the 2020-21 school year under <a href=\"https:\/\/calmatters.org\/education\/2020\/07\/california-schools-distance-learning-coronavirus-suge\/\">full-time distance learning<\/a>. In the two weeks since then, Los Angeles and San Diego, the state\u2019s largest districts, <a href=\"https:\/\/www.nytimes.com\/2020\/07\/13\/us\/lausd-san-diego-school-reopening.html\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">pivoted<\/a> to a distance learning start and then the floodgates opened, with many of the state\u2019s districts saying they will not reopen campuses in the fall.<\/p>\n\n\n\n<figure class=\"wp-block-pullquote alignleft has-background is-style-solid-color\" style=\"background-color:#ffda83\"><blockquote class=\"has-text-color has-dark-gray-color\"><p>&#8220;Learning is non-negotiable. Schools must provide meaningful instruction during the pandemic whether they\u2019re physically open or not.&nbsp;&#8220;<\/p><cite>governor gavin newsom<\/cite><\/blockquote><\/figure>\n\n\n\n<p>As recently as Thursday night, some local school boards \u2014 such as San Ramon Valley Unified in the East Bay \u2014 that were planning to offer in-person instruction convened emergency meetings to walk back those plans, noting that the governor\u2019s expected announcement influenced decisions.&nbsp;<\/p>\n\n\n\n<p>The San Ramon Valley school district had planned to offer parents and students a choice of in-person instruction. But several parents told the district in a survey that they were apprehensive about sending their children to school. About 70% of the district\u2019s teachers told the union they felt unsafe about returning to classrooms.<\/p>\n\n\n\n<p>\u201cAll of us want, in an ideal world, to be able to see our kids and our new students the first day of class just like any other year because building relationships is significantly easier that way,\u201d said Lucien Martin, an English teacher at San Ramon Valley High School. \u201cBut I think as people are starting to get their feet wet with digging more into the side effects of all this and learning more, their opinions have shifted.\u201d<\/p>\n\n\n\n<p>Last week, the reopening of schools gathered national attention when President Donald Trump began demanding that the nation\u2019s public schools physically reopen under threats of withholding federal funding.&nbsp;<\/p>\n\n\n\n<p>Assemblymember Kevin Kiley, a Rocklin Republican who sits on the chamber\u2019s education committee, criticized Newsom\u2019s approach, saying that families should at least be given the option to choose between in-person instruction and distance learning.<\/p>\n\n\n\n<p>\u201cBy giving himself political cover, Gov. Newsom has exposed millions of kids to untold trauma and loss,\u201d Kiley said in a statement. \u201cThe impacts of school closures will be devastating for working parents, academic equity, and mental health.\u201d<\/p>\n\n\n\n<p>In Carlsbad, parent Alex Goryachev said he isn\u2019t giving up yet. As soon as the state guidance was posted he read it. Every word. \u201cI noticed one single exception for elementary school age,\u201d he said.&nbsp;<\/p>\n\n\n\n<p>Local health officers can grant a waiver to allow an elementary school to reopen if it is requested by the superintendent with cooperation and support from labor groups, parents and other stakeholders.<\/p>\n\n\n\n<p>\u201cThere seems to be a pathway,\u201d he said. \u201cI want to talk to my friend and neighbors about how to explore the exception and work with our city and local government.\u201d<\/p>\n\n\n\n<p>The state\u2019s new requirements aim to settle some of the confusion that\u2019s surfaced around the safety precautions once students and teachers are allowed to be on physical campuses.<\/p>\n\n\n\n<p>When their schools reopen, California students in grades 3-12 will be required to wear face coverings and will be excluded from in-person instruction if they refuse to comply. The guidance suggests younger students wear face coverings, but does not mandate it. Adults in the schools will have to maintain six feet of distance from kids and colleagues.<\/p>\n\n\n\n<p>School campuses that are open for business will have to shut down again if more than 5% of students and staff test positive for the virus.<\/p>\n\n\n<div id=\"pym_0\" class=\"pym   aligncenter\"><\/div>\n\n\n<p>Up until today\u2019s state\u2019s reopening requirements, local school districts have been strategizing <a href=\"https:\/\/calmatters.org\/education\/2020\/06\/california-schools-fall-reopening-plan-k-12\/\">how to reopen<\/a> schools this fall. This has triggered an inconsistent patchwork of plans in which some local districts planned to remain physically closed while neighboring districts were adamant on reopening. In Fresno County, for example, while some districts such as Central Unified delayed physically reopening campuses, the school board for nearby <a href=\"https:\/\/www.fresnobee.com\/news\/coronavirus\/article244262667.html\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">Clovis Unified<\/a> voted to allow parents to choose between full-time distance learning and a full week of in-person instruction.&nbsp;<\/p>\n\n\n\n<p>And although the California Department of Public Health and Department of Education each <a href=\"https:\/\/calmatters.org\/education\/2020\/06\/california-schools-reopening-guidelines\/\">put out guidance<\/a> in early June on safety precautions for reopening, county officials also put out guidance sending conflicting messages to schools. For example, while some counties suggested their schools space student desks six feet apart and require that students and teachers wear face coverings, other counties relaxed requirements on spacing.&nbsp;<\/p>\n\n\n\n<p>In the state\u2019s most prominent example, the board of the Orange County Department of Education suggested that school districts <a href=\"https:\/\/www.ocregister.com\/2020\/07\/14\/o-c-school-boards-symbolic-bid-to-put-kids-in-class-grabs-attention\/\" target=\"_blank\" aria-label=\"undefined (opens in a new tab)\" rel=\"noreferrer noopener\">not require face coverings<\/a> or any social distancing in schools. Local administrators had been asking for standardized criteria or metrics to guide local decisions for reopening.<\/p>\n\n\n\n<p>In meetings this week with state officials, many county school superintendents and public health directors vented frustrations that they did not have enough guidance from the state, leading to mass confusion among parents, students and educators.&nbsp;<\/p>\n\n\n\n<p>\u201cIf the state doesn\u2019t give us that guidance, then you\u2019re back to the same situation where some (schools) will start coming back, some won\u2019t start coming back, and we\u2019ll be in this mixed messaging again to the community,\u201d Steve Herrington, Sonoma County\u2019s superintendent told CalMatters before Newsom\u2019s announcement.&nbsp;<\/p>\n\n\n\n<p>A wholesale shift to distance learning will challenge many students and teachers across the state. As of June, the state estimated that schools needed 765,000 computers for students and teachers. Hundreds of thousands of students don\u2019t have reliable internet connectivity.<\/p>\n\n\n\n<p>Many school districts have said they\u2019ve worked to improve the quality of distance learning that students received \u2014 or failed to receive for students who disconnected from their schools, promising parents more rigorous offerings than last semester.&nbsp;<\/p>\n\n\n\n<p>The <a href=\"https:\/\/calmatters.org\/education\/2020\/07\/what-californias-budget-deal-means-for-k-12-schools\/\">state budget<\/a> Newsom signed included new standards for distance learning, such as requirements that schools connect with their kids every school day.
