But Californians still have options.<\/p>\n\t\t\t\t\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\n\t\t\n<p><em>Updated August 14, 2020<\/em><\/p>\n\n\n\n<p>For months President Donald Trump has been reluctant to extend a lifeline to the financially infirm Postal Service, a reluctance his critics have said is motivated by his <a href=\"https:\/\/calmatters.org\/explainers\/california-all-mail-election-explained-november-2020\/\">loathing of vote-by-mail<\/a>.<\/p>\n\n\n\n<p>Yesterday Trump made that subtext&#8230;text.&nbsp;<\/p>\n\n\n\n<p>Speaking about the ongoing COVID relief negotiations on Fox Business, the president claimed that without new funding for the Postal Service, California and other states that plan to send every voter a ballot before the November election will be out of luck.<\/p>\n\n\n\n<p>\u201cNow, they need that money in order to have the post office work so it can take all of these millions and millions of ballots,\u201d the <a href=\"https:\/\/www.npr.org\/2020\/08\/13\/902109991\/trump-admits-to-opposing-funding-for-postal-service-to-block-more-voting-by-mail\" target=\"_blank\" rel=\"noreferrer noopener\">president said<\/a>. \u201cIf we don&#8217;t make a deal, that means they don&#8217;t get the money. That means they can&#8217;t have universal mail-in voting. They just can&#8217;t have it.\u201d<\/p>\n\n\n\n<p>Today, California Democratic Gov. Gavin Newsom denounced what he termed&nbsp;\u201csabotage that is clearly intentionally being done to our postal delivery,&#8221; but added that California had already factored in a workaround if there are delays. Ballots here that are postmarked by and through Election Day will be counted if they arrive up to 17 days after the election.<\/p>\n\n\n\n<p>The day brought fresh news that Postal Service officials had recently sent 46 states letters <a href=\"https:\/\/www.washingtonpost.com\/local\/md-politics\/usps-states-delayed-mail-in-ballots\/2020\/08\/14\/64bf3c3c-dcc7-11ea-8051-d5f887d73381_story.html\">warning that their voters could be disenfranchised<\/a> by mail delays. But for six of those states, including California, the warning was much more narrow. The letter to California foresaw no problems for the &#8220;vast majority&#8221; of California voters, but said delayed mailed could disenfranchise new residents who register to vote in this state close to Election Day.<\/p>\n\n\n\n<p>The Postal Service has seen a flurry of changes at the nation\u2019s public mail delivery system, including placing new restrictions on overtime and restructuring executive leadership. Voting rights organizations say that could make it more difficult for voters to cast ballots by mail during the coronavirus pandemic.<\/p>\n\n\n\n<p>California\u2019s top election administrator, Democratic Secretary of State Alex Padilla, is concerned.<\/p>\n\n\n\n<figure class=\"wp-block-pullquote alignright is-style-default\" style=\"border-color:#ffda83\"><blockquote><p>\u201cIf we don&#8217;t make a deal, that means they don&#8217;t get the money. That means they can&#8217;t have universal mail-in voting. They just can&#8217;t have it.\u201d<\/p><cite>president donald trump<\/cite><\/blockquote><\/figure>\n\n\n\n<p>In an Aug.  10 letter to recently appointed Postmaster General Louis DeJoy, Padilla warned that the changes \u201ccreate unnecessary risk so close to the election and undermine the ability of state and local election officials to administer free and fair elections.\u201d<\/p>\n\n\n\n<p>But <a href=\"https:\/\/calmatters.org\/explainers\/california-all-mail-election-explained-november-2020\/\">California voters will not be entirely dependent<\/a> on the timeliness of its mail carriers.<\/p>\n\n\n\n<p>Earlier this year, Newsom <a href=\"https:\/\/calmatters.org\/explainers\/california-all-mail-election-explained-november-2020\/\">signed a bill<\/a> that allows for the 17-day window for mailed ballots to arrive. California voters will also have the opportunity to bring their mail-in ballot to a polling location or drop box. And counties will still operate a reduced number of in-person voting locations, allowing voters to cast their ballots the old-fashioned way.&nbsp;<\/p>\n\n\n\n<p>In his remarks yesterday, the president seemed to be referring to the $3 trillion COVID <a href=\"https:\/\/www.npr.org\/2020\/05\/15\/856095507\/house-passes-3-trillion-coronavirus-relief-bill-that-has-dim-future\" target=\"_blank\" rel=\"noreferrer noopener\">recovery bill<\/a> passed by the Democratic-controlled House of Representatives in May, which included an additional $25 billion for the Postal Service. That proposal has stalled in the Senate. Art Sackler, a lobbyist with the <a href=\"https:\/\/21stcenturypostal.org\/#members\" target=\"_blank\" rel=\"noreferrer noopener\">Coalition for a 21st Century Postal Service,<\/a> an industry group representing commercial mail users, said the most recent version of a potential compromise put funding for the service somewhere between $5 billion and $15 billion.<\/p>\n\n\n\n<p>But contrary to what the president said, the Postal Service has enough funding now to handle the surge in ballots.<\/p>\n\n\n\n<p>\u201cWithout one additional dime, the Postal Service has both the capacity and the cash on hand to handle all the ballots that will be put in the mail this year,\u201d Sackler said. According to the Postal Service\u2019s own number crunchers, the nation\u2019s public mail delivery system <a href=\"https:\/\/federalnewsnetwork.com\/agency-oversight\/2020\/06\/usps-forecasts-push-back-timeline-of-when-it-expects-to-run-out-of-cash\/\" target=\"_blank\" rel=\"noreferrer noopener\">has enough money<\/a> to operate through the end of the year.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-pullquote has-background is-style-solid-color\" style=\"background-color:#ffda83\"><blockquote class=\"has-text-color has-dark-gray-color\"><p>\u201cIn the middle of a global pandemic, the safest way for voters to cast their ballots is through the mail.\u201d<\/p><cite>senator <strong>Dianne Feinstein<\/strong><\/cite><\/blockquote><\/figure>\n\n\n\n<p>The funding proposal \u201cis not for voting by mail,\u201d said Gaare Davis, president of the American Postal Workers Union in California. \u201cAs always, the president is trying to divide the American people from the Postal Service.\u201d&nbsp;&nbsp;<\/p>\n\n\n\n<p>Even so, the president\u2019s statement may indicate the extent he is willing to go to prevent states from effectively administering vote-by-mail elections.&nbsp;<\/p>\n\n\n\n<p>Though the president regularly asserts that making it easier for voters to cast their ballots by mail during the pandemic will result in widespread fraud and abuse, there is <a href=\"https:\/\/calmatters.org\/explainers\/california-all-mail-election-explained-november-2020\/\">vanishingly little evidence<\/a> to back that up.<\/p>\n\n\n\n<p>\u201cIn the middle of a global pandemic, the safest way for voters to cast their ballots is through the mail,\u201d said California&#8217;s senior U.S. senator, Dianne Feinstein, in a statement. She has co-sponsored a bill that would provide an additional $25 billion to the Postal Service for pandemic-related expenses. \u201cIt\u2019s unbelievable that an American president wants to defund the Postal Service to prevent individuals from exercising their constitutional right to vote.\u201d<\/p>\n\n\n\n<p>Future funding is only one of the Postal Service\u2019s concerns. The crackdown on overtime, and other cost-cutting measures, have resulted in <a href=\"https:\/\/www.washingtonpost.com\/business\/2020\/08\/07\/postal-service-investigation-dejoy\/\" target=\"_blank\" rel=\"noreferrer noopener\">widespread reports of delayed deliveries<\/a>. Other reporting suggests the service is <a href=\"https:\/\/www.vice.com\/en_us\/article\/n7wk9z\/the-post-office-is-deactivating-mail-sorting-machines-ahead-of-the-election\" target=\"_blank\" rel=\"noreferrer noopener\">removing<\/a> ballot processing machines from its facilities around the country, and that Postal Service leadership is <a href=\"https:\/\/library.thecapitolforum.com\/docs\/472hnf4jwkhq\" target=\"_blank\" rel=\"noreferrer noopener\">considering<\/a> hiking the delivery rates for mail ballots, something a spokesperson for the service denied is in the works.<\/p>\n\n\n\n<p>\u201cThe question is whether the operational changes put into place by the new postmaster general will do what he wants, which is to make the place more efficient and save money, or if it will do what a lot of people on the Hill fear, which is simply delay the mail,\u201d said Sackler.<\/p>\n\n\n\n<p>With the possibility of postal delays and reduced mail capacity, Kim Alexander, president of the nonprofit California Voter Foundation, said she is encouraging voters to opt for in-person voting sites or drop boxes over the mail system whenever possible.<\/p>\n\n\n\n<p>And if not, she said: \u201cVote early.\u201d<\/p>\n\n\n\n<p><em>This story has been updated to correct the spelling of Art Sackler&#8217;s name.<\/em><\/p>\n\n\n\n<p><em>To learn more about California\u2019s November vote-by-mail election, read this <a href=\"https:\/\/calmatters.org\/explainers\/california-all-mail-election-explained-november-2020\/\">CalMatters explainer.<\/a><\/em><\/p>","protected":false},"excerpt":{"rendered":"<p>Voter rights groups warn that recent Postal Service changes could make it more difficult for voters to cast ballots in the mail this November.
