{"id":162808,"date":"2021-01-22T05:40:00","date_gmt":"2021-01-22T13:40:00","guid":{"rendered":"https:\/\/calmatters.org\/?p=162808"},"modified":"2021-01-22T07:49:22","modified_gmt":"2021-01-22T15:49:22","slug":"california-vaccine-rollout-unemployment-chaos","status":"publish","type":"post","link":"https:\/\/calmatters.org\/_ko\/newsletters\/whatmatters\/2021\/01\/california-vaccine-rollout-unemployment-chaos\/","title":{"rendered":"Behind chaos on vaccines and jobless checks: persistent tech problems"},"content":{"rendered":"<div class=\"wp-block-group has-white-background-color has-background\"><div class=\"wp-block-group__inner-container is-layout-flow wp-block-group-is-layout-flow\">\n<p>California is struggling to provide residents with two items central to surviving the pandemic \u2014 the vaccine and unemployment benefits. <\/p>\n\n\n\n<p>California as of Wednesday had administered 38% of its 4.2 million doses of vaccine, <a href=\"https:\/\/covid.cdc.gov\/covid-data-tracker\/#vaccinations\">ranking 45th nationwide<\/a> in the number of doses administered per capita. And on Thursday, the beleaguered Employment Development Department <a href=\"https:\/\/edd.ca.gov\/Newsroom\/facts-and-stats\/dashboard.htm\">revealed<\/a> that nearly 943,000 claims remain backlogged \u2014 <a href=\"https:\/\/twitter.com\/emily_hoeven\/status\/1350495343293579267\">the highest total in months<\/a>, and an increase of more than 130,000 from last week. <\/p>\n\n\n\n<p>The shortcomings appear to be due in part to technical problems. For example, nearly two weeks after Gov. Gavin Newsom announced a goal of <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2021\/01\/california-goal-vaccinate-million\/\">vaccinating 1 million Californians in 10 days<\/a>, the state is unable to determine if he met the goal due to <a href=\"https:\/\/www.latimes.com\/california\/story\/2021-01-21\/california-data-collection-issues-covid-19-vaccinations-in-10-days-gavin-newsom-promise\">a series of coding errors and data collection problems<\/a>. (Officials estimate it <a href=\"https:\/\/www.latimes.com\/california\/story\/2021-01-21\/california-data-collection-issues-covid-19-vaccinations-in-10-days-gavin-newsom-promise\">likely took<\/a> 12 days.) And EDD, after <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/01\/pelosi-threatens-to-impeach-trump\/\">suspending<\/a> 1.4 million unemployment claims in an attempt to root out fraud, is now <a href=\"https:\/\/edd.ca.gov\/About_EDD\/pdf\/news-21-03.pdf\">extending the time<\/a> claimants have to verify their identity from 10 to 30 days due to a severely overloaded system that has left some Californians <a href=\"https:\/\/www.abc10.com\/article\/money\/edd-extends-verification-deadline\/103-6b27e9d6-7356-4fbf-a818-af65c91be9d7\">spending more than three days<\/a> trying to get through. <\/p>\n\n\n\n<p>In an attempt to streamline California&#8217;s <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2021\/01\/californians-scramble-shots-slow-vaccine-rollout\/\">chaotic vaccine rollout<\/a>, Newsom today will unveil a pilot program to help counties, cities and other entities schedule appointments, <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/01\/newsom-to-unveil-new-vaccine-appointment-site\/\">as first reported in this newsletter<\/a>. But challenges remain. Even as additional mass vaccination sites open, providers <a href=\"https:\/\/www.latimes.com\/california\/story\/2021-01-21\/california-running-critically-low-on-covid-19-vaccines\">say they are running out of doses<\/a>. And 10 lawmakers <a href=\"https:\/\/www.dropbox.com\/s\/rzjf884accbe268\/1.21.21%20FINAL%20Vax%20Distro%20Plan%20letter.pdf?dl=0\">alleged in a Thursday letter<\/a> that the state has not shared how it determines the number of doses each county, hospital and mass vaccination site should receive.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>The lawmakers (9 Republicans and 1 Democrat): <\/strong>&#8220;A lack of communication and transparency from the administration has resulted in mass confusion by both the general public and our local public health officers.&#8221;<\/li><\/ul>\n\n\n\n<p>Meanwhile, EDD maintains <a href=\"https:\/\/edd.ca.gov\/About_EDD\/pdf\/news-21-03.pdf\">it is on track<\/a> to meet its Jan. 27 deadline of clearing the <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2020\/09\/california-unemployment-benefits-edd-report\/\">original backlog of 1.6 million claims<\/a>. (Newsom in June <a href=\"https:\/\/www.gov.ca.gov\/2020\/07\/29\/governor-newsom-takes-action-to-strengthen-state-unemployment-insurance-delivery-system\/\">had pledged<\/a> to clear the backlog by September, a deadline <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2020\/09\/california-unemployment-benefits-edd-report\/\">later pushed to January<\/a>.) Photo by Anne Wernikoff for CalMatters<\/figcaption><\/figure>\n\n\n\n<p>Despite a new <a href=\"https:\/\/www.cdc.gov\/media\/releases\/2021\/s0121-eviction-moratorium.html\">federal moratorium<\/a> that prevents residential evictions until the end of March, California lawmakers say they need to meet a much sooner deadline \u2014 Jan. 31 \u2014 to preserve the state\u2019s delicate and complicated eviction protections. <\/p>\n\n\n\n<p>The federal eviction moratorium is simple: Those who haven\u2019t paid rent will be at risk of eviction on April 1 and owe all back rent immediately. However, California&#8217;s moratorium allows people who have paid 25% of their rent during the pandemic to stay in their homes and to work out back rent with their landlords in small claims court.&nbsp;Lawmakers are now rushing to negotiate an extension before those protections expire Jan. 31 \u2014 but haven&#8217;t yet decided how long it should last, <a href=\"https:\/\/calmatters.org\/california-divide\/2021\/01\/time-running-out-california-eviction-moratorium-extension\/\">CalMatters&#8217; Nigel Duara reports<\/a>. <\/p>\n\n\n\n<p><a target=\"_blank\" href=\"https:\/\/lao.ca.gov\/Publications\/Report\/4312\" rel=\"noreferrer noopener\">New estimates<\/a>&nbsp;suggest that California tenants owe $400 million in unpaid rent \u2014 a significant decrease from the $1.7 billion estimated in December, largely due to expanded federal unemployment benefits. If that figure is accurate, California&#8217;s&nbsp;<a target=\"_blank\" href=\"https:\/\/calmatters.org\/california-divide\/2021\/01\/newsom-wants-extra-600-stimulus-for-low-wage-californians\/\" rel=\"noreferrer noopener\">$2.5 billion in federal rental relief<\/a> would&nbsp;<a target=\"_blank\" href=\"https:\/\/www.latimes.com\/homeless-housing\/story\/2021-01-20\/california-eviction-cases-slated-to-double-covid-19\" rel=\"noreferrer noopener\">more than cover<\/a>&nbsp;that debt. Many have labored within the four walls of their home without any breaks for nearly a year and are looking to the vaccine as a path out of isolation.
