{"id":164228,"date":"2021-02-01T00:01:00","date_gmt":"2021-02-01T08:01:00","guid":{"rendered":"https:\/\/calmatters.org\/?p=164228"},"modified":"2021-01-28T12:07:19","modified_gmt":"2021-01-28T20:07:19","slug":"california-school-reopen-covid-19-home-students","status":"publish","type":"post","link":"https:\/\/calmatters.org\/_ko\/commentary\/2021\/02\/california-school-reopen-covid-19-home-students\/","title":{"rendered":"Kids sit home as politicians squabble"},"content":{"rendered":"<p>Had the official response to COVID-19 been error-free, it still would be having devastating, life-altering effects on California.<\/p>\n\n\n\n<p>However, management \u2014 mostly by Gov. Gavin Newsom \u2014 has been erratic at best and bumbling at worst, thus magnifying the pandemic\u2019s impact on 40 million Californians and quite likely costing human lives.<\/p>\n\n\n\n<p>The Employment Development Department\u2019s mangled delivery of unemployment insurance benefits is one spectacular example \u2014 handing out billions of dollars to fraudsters while amassing a huge backlog of legitimate claims.<\/p>\n\n\n\n<p>Last week, Newsom indirectly acknowledged his administration\u2019s equally bollixed management of lifesaving vaccines by turning it over to two big health care organizations, Blue Shield and Kaiser Permanente.<\/p>\n\n\n\n<p>And then there are the schools.<\/p>\n\n\n\n<p>For nearly a year, most of California\u2019s 6-plus million public school students have been confined to at-home instruction via the internet as officials and very influential school unions sparred over how they could be safely returned to the classroom.<\/p>\n\n\n\n<p>\u201cIn fall 2020, fewer than 70% of students had live instruction&nbsp;(by computer) at least four days a week and 18% had no live instruction at all,\u201d the Public Policy Institute of California found in a <a href=\"https:\/\/www.ppic.org\/blog\/are-students-spending-enough-time-on-school-during-the-pandemic\/?utm_source=rss&amp;utm_medium=rss&amp;utm_campaign=are-students-spending-enough-time-on-school-during-the-pandemic?utm_source=ppic&amp;utm_medium=email&amp;utm_campaign=blog_subscriber\">recent study<\/a>.\u201d<\/p>\n\n\n\n<p>PPIC noted that \u201cthis decrease could be offset by additional student study hours,\u201d but added, \u201cstudents are spending less time on learning activities on their own than they did before the pandemic \u2014 only 38% now spend as much or more time on all learning activities.\u201d<\/p>\n\n\n\n<p>\u201cThese trends are cause for concern as distance learning continues, threatening to widen racial and socioeconomic disparities as many students fall further behind,\u201d PPIC concluded.<\/p>\n\n\n\n<p>Newsom\u2019s own children returned to classes at a private school and he often declares support for reopening public schools, but he hasn\u2019t made it happen.<\/p>\n\n\n\n<p>Newsom seems to be caught between the obvious need for schools to reopen, supported by haggard parents, and the reluctance of the unions to have it happen, contending that it would be unsafe.<\/p>\n\n\n\n<p>Last month, in a new state budget proposal, Newsom offered <a href=\"https:\/\/edsource.org\/2021\/with-gov-newsoms-back-to-school-plan-all-but-doomed-what-might-it-take-to-salvage-it\/647728\">$2 billion in incentives for school systems to reopen<\/a> soon with safety guidelines such as levels of local infection, four-foot gaps between student desks, and vaccinations.<\/p>\n\n\n\n<p>However, local education officials complained that Newsom\u2019s plan wasn\u2019t fully baked. \u201cThe governor\u2019s reopening plan, combined with the lack of vaccination coordination, has set all school districts back to a weaker position than we were in October,\u201d Palo Alto Unified Superintendent Don Austin said at one legislative hearing.<\/p>\n\n\n\n<p>Meanwhile, teacher unions say Newsom\u2019s safety standards are not strict enough. They are joined at the hip with the Legislature\u2019s dominant Democrats, so the plan\u2019s fate is uncertain.<\/p>\n\n\n\n<p>Indecision by Newsom and legislators is mirrored in the angst among local school officials, who are also being pressured by their unions to keep schools closed and by parents tired of nagging their kids to attend internet classes and of ever-changing rules.<\/p>\n\n\n\n<p>Karen Combest spoke for many parents when she arose at a <a href=\"https:\/\/www.sacbee.com\/news\/local\/education\/article248788005.html\">Roseville Joint Union High School District board meeting<\/a> a few days ago.<\/p>\n\n\n\n<p>&nbsp;\u201cMy daughter started distance learning on Aug. 12, then hybrid two days a week on Oct. 12, then five days a week full-time on Jan. 5, and may now be forced to go back to two days a week due to the four-foot rule? Where is the consistency? Where is the science?\u201d she asked.<\/p>\n\n\n\n<p>Sponsors of a drive to recall Newsom are tapping into angry parents as they circulate petitions to force an election.
