{"id":165146,"date":"2021-02-02T16:47:26","date_gmt":"2021-02-03T00:47:26","guid":{"rendered":"https:\/\/calmatters.org\/?p=165146"},"modified":"2021-02-02T17:18:40","modified_gmt":"2021-02-03T01:18:40","slug":"gavin-newsom-polls-approval-plummets-california","status":"publish","type":"post","link":"https:\/\/calmatters.org\/_ko\/politics\/2021\/02\/gavin-newsom-polls-approval-plummets-california\/","title":{"rendered":"Two job performance polls give Gavin Newsom bad news&#8230;and worse news"},"content":{"rendered":"<p>Two fresh polls indicate that California voters may be falling out of love with a governor who just three years ago was elected by a record-breaking margin, and who early in the pandemic <a href=\"https:\/\/fivethirtyeight.com\/features\/most-americans-like-how-their-governor-is-handling-the-coronavirus-outbreak\/\">ranked as one of the country\u2019s most popular state leaders<\/a>.&nbsp;<\/p>\n\n\n\n<p>How worrisome is this for the governor facing a <a href=\"https:\/\/calmatters.org\/explainers\/recalling-california-governor-explained\/\">burgeoning recall effort<\/a>? It depends on which pollster you ask.<\/p>\n\n\n\n<p>According to the <a href=\"https:\/\/www.ppic.org\/wp-content\/uploads\/ppic-statewide-survey-californians-and-their-government-january-2021.pdf\">survey from the Public Policy Institute of California<\/a>, the era of bipartisan good feelings now appears to be over for the governor. That\u2019s the bad news.<\/p>\n\n\n\n<p>About 52% of likely voters gave Newsom high marks, compared to 43% who disapproved of his performance. That still puts Newsom above water with the public, but it marks a significant and consistent decline in popular support from past polls. In October, Newsom\u2019s approval came in at 57%; in May, it was an even higher 63%.<\/p>\n\n\n\n<p>Institute president Mark Baldassare said the governor\u2019s stratospheric approval during the summer \u2014 in which Democrats, independents and even some Republicans applauded the governor for his handling of the pandemic \u2014 was the aberration. In this new poll, \u201cnow we&#8217;re kind of back to the reality of hyper-partisanship\u201d in which Democrats largely approve of Newsom, Republicans disapprove and independents are split.<\/p>\n\n\n\n<p>But a poll from the <a href=\"https:\/\/escholarship.org\/uc\/item\/1tj8q5rb\">UC Berkeley Institute of Governmental Studies<\/a> tells a darker story for the governor. Only 46% of registered voters surveyed approved of Newsom\u2019s performance, compared to 48% who did not.<\/p>\n\n\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/5168959\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n\n\n\n<p>In the Berkeley survey, 36% of the respondents said they would vote to recall the governor if given the chance.<\/p>\n\n\n\n<p>Newsom campaign spokesperson Dan Newman issued a statement contending that voters \u201crecognize that this is an\u00a0incredibly challenging, intensely complicated, and critically important moment for public officials worldwide.\u00a0That\u2019s why the Governor remains laser focused on vaccinations, reopening, relief, and\u00a0recovery.\u201d<\/p>\n\n\n\n<p>The campaign also pointed out that support for his recall in the Berkeley poll was comparable to the 38% of the vote that Republican candidate John Cox received in 2018 when he lost to Newsom by the largest margin in a California governor\u2019s race since the 1950s.<\/p>\n\n\n\n<p>As for why <a href=\"https:\/\/calmatters.org\/politics\/2018\/11\/california-polls-right-or-wrong\/\">polling results might differ<\/a> between the two polls, there is no single explanation. The pollsters use different methodologies: PPIC gathers its responses by phone, the Berkeley poll fields them online.\u00a0And there is natural variability in any poll, which tries to make an inference about overall public opinion based on the responses of a small sample. <\/p>\n\n\n\n<p>In both surveys, large swaths of the respondents said Newsom has not done a good job handling <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2021\/02\/newsom-california-vaccine-delay-covid-planning\/\">COVID vaccine distribution<\/a>. To the contrary, in the Berkeley poll, 40% of respondents said the governor has done a \u201cpoor\u201d or \u201cvery poor\u201d job getting Californians inoculated. In the PPIC poll, 26% of adults surveyed said the governor had done a \u201cpoor\u201d job, with another 31% deeming his performance \u201cfair.\u201d\u00a0<\/p>\n\n\n\n<p>It\u2019s common for voters to sour on an incumbent governor a couple of years into his term as the \u201choneymoon period\u201d ends and \u201cover time, they become less shiny and more disappointing,\u201d said Kimberly Nalder, political science professor at Sacramento State University.<\/p>\n\n\n\n<p>But given Newsom\u2019s consistent decline in two polls, coupled with months of bad news on the pandemic-front, public opinion is almost surely being driven by the governor\u2019s COVID-response, she said. The governor&#8217;s <a href=\"https:\/\/calmatters.org\/politics\/2020\/11\/newsom-dinner-california-medical-lobby-french-laundry-pandemic\/\">infamous, unmasked dinner with lobbyists at the French Laundry<\/a>, in which he was photographed dining maskless with lobbyists at one of the state\u2019s toniest restaurants, may have been an inflection point.<\/p>\n\n\n\n<p>\u201cAll of his regular press conferences, talking about \u2018meeting the moment\u201d sort of ring false after people were able to see that he wasn&#8217;t following the restrictions.\u201d<\/p>\n\n\n\n<p>A coda: Perhaps the most troubling news in either survey has nothing to do with the governor\u2019s electoral fortunes. PPIC\u2019s survey asked Californians how likely they would be to get a vaccine when offered. Of all the adults asked, 24% said they either \u201cprobably\u201d or \u201cdefinitely\u201d would not.
