{"id":187296,"date":"2021-06-04T05:40:00","date_gmt":"2021-06-04T12:40:00","guid":{"rendered":"https:\/\/calmatters.org\/?p=187296"},"modified":"2021-06-04T07:51:25","modified_gmt":"2021-06-04T14:51:25","slug":"california-masks-work-calosha","status":"publish","type":"post","link":"https:\/\/calmatters.org\/_ko\/newsletters\/whatmatters\/2021\/06\/california-masks-work-calosha\/","title":{"rendered":"Masks at work, unless everyone&#8217;s vaccinated"},"content":{"rendered":"<div class=\"wp-block-group has-white-background-color has-background\"><div class=\"wp-block-group__inner-container is-layout-flow wp-block-group-is-layout-flow\">\n<p>The more things change, the more things stay the same.<\/p>\n\n\n\n<p>California is set to <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2021\/04\/california-full-reopening-june\/\">fully reopen its economy<\/a> \uadf8\ub9ac\uace0 <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/05\/california-end-mask-mandate\/\">end its mask mandate<\/a> on June 15 \u2014 but it appears many of us could still be wearing masks well past that date. That&#8217;s because the state&#8217;s workplace safety agency on Thursday night <a href=\"https:\/\/www.dir.ca.gov\/OSHSB\/documents\/Jun032021-COVID-19-Prevention-Emergency-txtcourtesy-Readoption.pdf\">passed rules<\/a> that require employees to wear masks unless everyone in the room is fully vaccinated \u2014 something almost impossible to ascertain for many businesses, as <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/05\/california-unemployment-rate-april\/#h-other-stories-you-should-know\">the state is not creating a vaccine passport system<\/a>.&nbsp;<\/p>\n\n\n\n<p>However, the Cal\/OSHA standards board also emphasized it will consider further loosening restrictions. It initially voted to reject the rules it eventually adopted, but that would have kept <a href=\"https:\/\/calmatters.org\/california-divide\/2020\/11\/california-emergency-workplace-covid-19-safety-rules-guest-farmworkers\/\">even stricter emergency regulations<\/a> in place. The <a href=\"https:\/\/www.sfgate.com\/news\/article\/Even-vaccinated-California-workers-may-have-to-16221192.php\">about-face occurred<\/a> after a heated debate that lasted more than nine hours and drew about 800 participants. <\/p>\n\n\n\n<p>Business groups said the loosened rules \u2014 which still have to be reviewed <a href=\"https:\/\/www.latimes.com\/california\/story\/2021-06-03\/cal-osha-workers-mask-covid-vaccine\">by the state Office of Administrative Law<\/a> \u2014 strained credulity. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/apnews.com\/article\/california-coronavirus-pandemic-health-business-government-and-politics-a2735287ba9a2defb800465e9053c2df\">Katie Hansen, the California Restaurant Association&#8217;s senior legislative director<\/a>: <\/strong>&#8220;A fully vaccinated server could work a lunch shift at a restaurant &#8230; and then go out to dinner with their family or friends at the same restaurant in the evening and not be required to wear a mask, even though they had to wear a mask earlier in the day while at work.&#8221;<\/li><\/ul>\n\n\n\n<p>Industry groups also pushed back on a requirement that employers provide N95 masks for unvaccinated workers. Labor groups, meanwhile, said heightened safety standards are necessary to protect workers.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/www.latimes.com\/california\/story\/2021-06-03\/cal-osha-workers-mask-covid-vaccine\">Michael Young, a lobbyist of the California Federation of Teachers<\/a>:<\/strong> There\u2019s a &#8220;difference between members of the public willfully going to a restaurant or gym or other businesses, versus workers required to be physically present at a worksite.&#8221;<\/li><\/ul>\n\n\n\n<p>Gov. Gavin Newsom, who could overturn the rules via executive order, declined to take a stance on the issue Thursday. But he extended through the end of the year <a href=\"https:\/\/calmatters.org\/economy\/2021\/06\/outdoor-dining-to-go-drinks-could-be-here-to-stay\/\">two other temporary pandemic measures<\/a>: the ability for restaurants to offer <a href=\"https:\/\/www.abc.ca.gov\/eighth-notice-of-regulatory-relief\/\">to-go alcoholic drinks<\/a> \uadf8\ub9ac\uace0 <a href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2021\/06\/6.3.21-letter.pdf\">expanded outdoor dining<\/a>. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/www.sfchronicle.com\/local\/article\/Newsom-comes-to-S-F-restaurant-to-promote-16223302.php\">\ub274\uc12c<\/a>: <\/strong>&#8220;I&#8217;ve been up and down the state, and parklets have taken off everywhere. All I can say is, &#8216;Eat your heart out, Paris.'&#8221;<\/li><\/ul>\n\n\n\n<p>Another thing that&#8217;s stayed the same: California&#8217;s vaccination rate, which <a href=\"https:\/\/www.sfchronicle.com\/news\/article\/California-s-vaccine-lottery-isn-t-boosting-16222636.php\">has continued to fall<\/a> despite <a href=\"https:\/\/calmatters.org\/politics\/2021\/05\/vaccine-lottery-newsom\/\">Newsom&#8217;s $116.5 million vaccine incentive program<\/a>. But <a href=\"https:\/\/www.sfchronicle.com\/news\/article\/California-s-vaccine-lottery-isn-t-boosting-16222636.php\">the governor&#8217;s administration is optimistic<\/a> it will start ticking up today, when the state unveils the first 15 winners of a $50,000 cash prize. The next 15 winners will be announced June 11, and 10 Californians will win $1.5 million each on June 15, the date of the state&#8217;s grand reopening. Case in point: a group of proposals that died in marathon floor sessions Thursday ahead of a Friday deadline for bills to pass out of the house in which they originated. Here&#8217;s a look at some of the most controversial or otherwise noteworthy proposals that didn&#8217;t make it: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>A bill that would have taxed guns and ammunition to fund gun violence prevention programs. Nearly 75,000 residents filed new jobless claims for the week ending May 29, according to <a href=\"https:\/\/www.dol.gov\/ui\/data.pdf\">federal data released Thursday<\/a> \u2014 the state&#8217;s highest total since April 24. California now accounts for nearly 18% of the nation&#8217;s jobless claims, despite making up only 11% of its workforce, <a href=\"https:\/\/www.mercurynews.com\/2021\/06\/03\/california-unemployment-claims-rise-layoff-economy-jobs-edd-worse\/\">the Mercury News reports<\/a>. The disappointing numbers highlight the paradox of California&#8217;s post-pandemic economy: Although <a href=\"https:\/\/www.latimes.com\/business\/story\/2021-06-02\/la-fi-california-economy-recovery-ucla-forecast-june-2021\">experts predict<\/a> the Golden State will recover more quickly than the rest of the nation, its unemployment rate is expected to remain higher.<\/p>\n\n\n\n<p>Meanwhile, numbers at the Employment Development Department continued heading in the wrong direction for <a href=\"https:\/\/twitter.com\/emily_hoeven\/status\/1400544765498724353\">the seventh straight week<\/a>. <a href=\"https:\/\/edd.ca.gov\/Newsroom\/facts-and-stats\/dashboard.htm\">EDD reported Thursday<\/a> that more than 229,000 unemployment claims had been backlogged for more than 21 days as of May 29 \u2014 <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/05\/newsom-vaccine-incentives\/\">up from 226,000 the week before<\/a>. Things also worsened at <a href=\"https:\/\/edd.ca.gov\/Newsroom\/facts-and-stats\/dashboard.htm#PhoneCalls\">the call center<\/a>, where jobless claimants had to call an average of 12.8 times to get through, up from 12.1 times the week before. Since then, First Partner Jennifer Siebel Newsom&#8217;s nonprofit The Representation Project has received more than $800,000 from a dozen corporations that regularly lobby the state Legislature \u2014 many of which have also donated to Newsom&#8217;s own political committees and given money to other charities at Newsom&#8217;s behest, <a href=\"https:\/\/www.sacbee.com\/news\/politics-government\/capitol-alert\/article251851903.html\">a Sacramento Bee investigation found<\/a>. Some of the companies, including Kaiser Permanente, have received prominent no-bid state contracts amid the pandemic. Although the corporations say their donations to Siebel Newsom&#8217;s nonprofit are separate from their lobbying efforts, the practice has come under fire from ethics experts and other watchdogs \u2014 especially since it appears to be increasingly common. <\/p>\n\n\n\n<p><a href=\"https:\/\/calmatters.org\/projects\/california-political-legislative-nonprofits-rob-bonta-wife\/\">As CalMatters&#8217; Laurel Rosenhall reported last year<\/a>, Attorney General Rob Bonta \u2014 who <a href=\"https:\/\/calmatters.org\/justice\/2021\/04\/bonta-attorney-general-policing-california\/\">Newsom recently appointed to the role<\/a> \u2014 solicited more than $560,000 from companies that lobby the Legislature and redirected it to groups that employ his wife.
