Gavin Newsom announces new COVID vaccine and testing requirements for California teachers, but Republican recall candidates push back.<\/p>\n\t\t\t\t\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\n\t\t\n<div class=\"wp-block-group has-white-background-color has-background\"><div class=\"wp-block-group__inner-container is-layout-flow wp-block-group-is-layout-flow\">\n<p>Teachers and other school employees across California have a choice to make in the coming weeks: <a href=\"https:\/\/calmatters.org\/education\/2021\/08\/california-teacher-vaccines-mandate-newsom\/\">Get vaccinated, get regularly tested or find another job<\/a>.<\/p>\n\n\n\n<p>Gov. Gavin Newsom announced the new mandate at an elementary school in the Oakland hills Wednesday. This comes a week after he rolled out a similar first-in-the-nation<strong> <\/strong><a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2021\/08\/california-healthcare-vaccinations-mandate\/\">vaccine requirement for all healthcare workers<\/a>. This new rule is another first. While Hawaii has a similar policy on the books for public school teachers, California is the first to apply it to <a href=\"https:\/\/twitter.com\/SovernNation\/status\/1425530764066623489\">all school workers at all schools<\/a>.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>\ub274\uc12c<\/strong>: \u201cWe think this will be well received because it&#8217;s the right thing to do \u2014 to keep our most precious resource healthy and safe, our children.\u201d<\/li><\/ul>\n\n\n\n<p>More on the political response below, but spoiler alert: The news was not well received by everyone.<\/p>\n\n\n\n<p>\ucc98\ub7fc <a href=\"https:\/\/calmatters.org\/education\/2021\/08\/california-teacher-vaccines-mandate-newsom\/\">CalMatters education reporter Joe Hong notes<\/a>, public health experts and many parent advocates have been urging the state to adopt a version of this policy for weeks. Many are now applauding the move, as is the California Teachers Association, the state\u2019s largest teacher union, which is <a href=\"https:\/\/www.cta.org\/press-release\/amid-surge-in-delta-variant-ca-educators-support-vaccine-verification-and-testing-requirement\">fully on board<\/a> after some <a href=\"https:\/\/calmatters.org\/education\/2021\/08\/california-vaccines-teachers-mandate\/\">early iffy-ness<\/a>.&nbsp;<\/p>\n\n\n\n<p>The order goes into effect immediately, but schools will have until Oct. 15 to fully comply.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/calmatters.org\/education\/2021\/08\/california-teacher-vaccines-mandate-newsom\/\"><strong>Megan Bacigalupi of Open Schools California<\/strong><\/a>: \u201cI\u2019m certainly happy to see him do it, but I don\u2019t know why it took this long.\u201d<\/li><\/ul>\n\n\n\n<p>The new policy comes as millions of kids across the state \u2014 many of whom still aren\u2019t eligible for a vaccine \u2014 are returning to school.&nbsp;<\/p>\n\n\n\n<p>How is everyone feeling about that?<\/p>\n\n\n\n<p>There\u2019s understandable anxiety as the state\u2019s <a href=\"https:\/\/calmatters.org\/health\/2021\/08\/covid-hospitals-california\/\">COVID hospitalization numbers continue to climb<\/a>. The Los Angeles Times spoke to one <a href=\"https:\/\/www.latimes.com\/california\/story\/2021-08-09\/delta-variant-is-sucking-the-joy-out-of-back-to-school-2021\">parent who asked herself<\/a>: \u201cAm I putting our health at risk by going to school in person?\u201d&nbsp;<\/p>\n\n\n\n<p>There\u2019s relief, as <a href=\"https:\/\/oaklandside.org\/2021\/08\/09\/excitement-nervousness-abound-as-oakland-students-return-for-the-first-day-of-school\/\">one music teacher told Oaklandside<\/a>: \u201cIt was wild trying to get to know middle schoolers on Zoom and teaching music with a delay.\u201d<\/p>\n\n\n\n<p>And then there are feelings, in short supply during this pandemic, that used to invariably arrive with a new school year: Excitement and joy. As <a href=\"https:\/\/www.kqed.org\/news\/11884508\/getting-ready-to-teach-in-person-again\">one first grade teacher told KQED<\/a>: \u201cI&#8217;m looking forward to just seeing little faces again.\u201d<\/p>\n\n\n\n<hr class=\"wp-block-separator is-style-wide\"\/>\n\n\n\n<p><strong>The coronavirus bottom line:<\/strong>&nbsp;As of Sunday, California had&nbsp;<strong>3,969,722 confirmed cases<\/strong> <strong>(+0.25% from previous day)<\/strong>&nbsp;\uadf8\ub9ac\uace0&nbsp;<strong>63,976 deaths<\/strong> <strong>(-0.55 % from previous day)<\/strong>, according to&nbsp;<a href=\"https:\/\/covid19.ca.gov\/\">state data<\/a>. It\u2019s a cudgel the governor has been particularly eager to direct at the top polling candidate, Elder.<\/p>\n\n\n\n<p>\uc7a5\ub85c <a href=\"https:\/\/www.latimes.com\/california\/story\/2021-08-10\/larry-elder-views-newsom-recall-race\">said he is vaccinated<\/a>, but he did <a href=\"https:\/\/www.huffpost.com\/entry\/california-recall-larry-elder-vaccine_n_610d8baae4b0cc1278bc0550\">allow a doctor to espouse false medical conspiracy theories<\/a> on his radio show in July \u2014 something the governor\u2019s defenders have eagerly broadcast.<\/p>\n\n\n\n<p>You can learn more about Elder\u2019s policy positions and background in new candidate cards put together by CalMatters\u2019 Sameea Kamal. Elder submitted his, but Secretary of State Shirley Weber said he misfiled and blocked him from the ballot. Elder sued and won,<a href=\"https:\/\/calmatters.org\/politics\/2021\/07\/newsom-recall-larry-elder\/\"> getting a judge to place him on the ballot and rule that the 2019 law doesn\u2019t even apply to recalls<\/a>.&nbsp;<\/p>\n\n\n\n<p>So what happened with the tax returns Elder turned in?&nbsp;<\/p>\n\n\n\n<p>Political reporter Laurel Rosenhall filed a public records request with the Secretary of State\u2019s office and got this response: &#8220;All tax returns in our possession that were submitted by replacement candidates have been returned, destroyed or are in the process of being destroyed.&#8221;<\/p>\n\n\n\n<p><strong>Legal update:<\/strong> Remember when the California appeals court <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/05\/california-rolling-blackouts-energy\/#h-other-stories-you-should-know\">affirmed that the governor has the right<\/a> to change, rescind or make state laws by executive order, slapping down a challenge brought by Assemblymembers James Gallagher and Kiley? That\u2019s the most since at least 2010.&nbsp;<\/p>\n\n\n\n<p>While statewide crime stats are slower to come in, homicides in 2020 increased <a href=\"https:\/\/data-openjustice.doj.ca.gov\/sites\/default\/files\/2021-06\/Crime%20In%20CA%202020.pdf\">31% over the prior year<\/a>, even as <a href=\"https:\/\/www.ppic.org\/publication\/crime-trends-in-california\/\">other types of crime flatlined or declined<\/a>.<\/p>\n\n\n\n<p>And while preliminary FBI statistics suggest homicides <a href=\"https:\/\/www.cnn.com\/2021\/07\/14\/us\/crime-data-reporting-united-states-homicide-increase\/index.html\">increased by 25%<\/a> across the country last year, the California numbers could present a political problem for Newsom. California Republicans have always taken Democrats to task over crime, but after decades of declining crime statistics, the data is now on their side.<\/p>\n\n\n\n<p>Today, a pro-recall campaign will finish its tour of the state highlighting what they call Newsom\u2019s weak record on law and order. Earlier this week, business leaders in Oakland\u2019s Chinatown <a href=\"https:\/\/sanfrancisco.cbslocal.com\/2021\/08\/10\/update-oakland-chinatown-leader-asks-newsom-to-declare-emergency-over-citys-violent-crime\/\">begged the governor to send in the California Highway Patrol<\/a> to curb a wave of local robberies and assaults (<a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/CHP-will-help-Oakland-enforce-traffic-laws-on-16381334.php\">Newsom acquiesced<\/a>). And Republicans <a href=\"https:\/\/twitter.com\/Kevin_Faulconer\/status\/1424883807262416896\">continue<\/a> <a href=\"https:\/\/twitter.com\/DriveKMJ\/status\/1424888769132572677\">\uc5d0\uac8c<\/a> <a href=\"https:\/\/twitter.com\/BeastJohnCox\/status\/1425135605185335304\">excoriate<\/a> the governor over the release from prison of a <a href=\"https:\/\/www.latimes.com\/politics\/story\/2021-08-09\/parole-allowed-for-man-who-buried-california-victim-alive\">man who buried his developmentally disabled victim alive<\/a> 40 years ago.&nbsp;<\/p>\n\n\n\n<p>California\u2019s Board of Parole granted David Weidert application for early release four times since 2015. Those paroles were reversed twice by then-Gov. Jerry Brown and once by Newsom.&nbsp;<\/p>\n\n\n\n<p>But this year the governor decided that Weidert, who committed the crime when he was 17 and is now 58 years old, \u201c<a href=\"https:\/\/www.latimes.com\/politics\/story\/2021-08-09\/parole-allowed-for-man-who-buried-california-victim-alive\">does not pose a current unreasonable risk to public safety<\/a>.\u201d<\/p>\n\n\n\n<p><strong>3. Home improvement<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"400\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2021\/08\/iStock_solarpanels_newsletter.jpg?resize=600%2C400&#038;ssl=1\" alt=\"\" class=\"wp-image-199971\" srcset=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2021\/08\/iStock_solarpanels_newsletter.jpg?w=600&amp;ssl=1 600w, https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2021\/08\/iStock_solarpanels_newsletter.jpg?resize=300%2C200&amp;ssl=1 300w, https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2021\/08\/iStock_solarpanels_newsletter.jpg?resize=400%2C267&amp;ssl=1 400w, https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2021\/08\/iStock_solarpanels_newsletter.jpg?w=370&amp;ssl=1 370w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><figcaption>Image via iStock<\/figcaption><\/figure>\n\n\n\n<p>And now a dispatch from CalMatters environment reporter Julie Cart:<\/p>\n\n\n\n<p>While policymakers are still digesting the <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/08\/california-climate-change-report\/\">grim news from this week\u2019s United Nations\u2019 climate change report<\/a>, the California Energy Commission took a step Wednesday to move the state closer to its hoped-for decarbonized future via a wonky-but-effective means: the building code.<\/p>\n\n\n\n<p>The commission unanimously voted to update California\u2019s already-strict <a href=\"https:\/\/www.energy.ca.gov\/programs-and-topics\/programs\/building-energy-efficiency-standards\/2022-building-energy-efficiency\">building efficiency standards<\/a>, which have so far achieved greenhouse gas reductions that equate to <a href=\"https:\/\/calmatters.org\/environment\/2016\/04\/as-california-boosts-energy-efficiency-to-fight-climate-change-cost-issues-loom-for-homes-and-businesses\/\">taking more than two million cars off the roads annually<\/a>.<\/p>\n\n\n\n<p>Among the updates:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Require certain types of commercial buildings to have rooftop solar and battery storage&nbsp;<\/li><li>Implement stricter standards that improve indoor ventilation<\/li><li>Ensure that homes using natural gas are \u201celectric-ready\u201d&nbsp;<\/li><li>Encourage efficient electric heat pump technology for space and water heating<\/li><\/ul>\n\n\n\n<p>The state has focused on finding ways to operate buildings across the state more efficiently \u2014 70% of California\u2019s electric power is consumed by homes and businesses.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Energy Commission Chairman David Hochschild<\/strong>: \u201cDecarbonization is the issue of our time.\u201d&nbsp;<\/li><\/ul>\n\n\n\n<p>The new code must be submitted to the California Building Standards Commission in December.
