Less than a month after it was discovered, omicron <a href=\"https:\/\/www.pbs.org\/newshour\/health\/less-than-a-month-after-discovery-omicron-now-73-of-u-s-covid-19-cases\">comprised nearly three-fourths of U.S. cases<\/a> last week. It\u2019s spreading far faster than vaccinations can keep up, forcing pro and college teams to cancel games, Broadway to go dark and officials to consider more mandates and restrictions.&nbsp;<\/p>\n\n\n\n<p>Gov. Gavin Newsom said Tuesday that <a href=\"https:\/\/twitter.com\/GavinNewsom\/status\/1473471786423504898?s=20\">he plans to announce details today of a requirement<\/a> that all California healthcare workers get booster shots.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>\ub274\uc12c:<\/strong> \u201cWith Omicron on the rise, we\u2019re taking immediate actions to protect Californians and ensure our hospitals are prepared.\u201d<\/li><\/ul>\n\n\n\n<p>The very first confirmed U.S. case was a traveler who returned to San Francisco and <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2021\/12\/first-us-omicron-infection-san-francisco\/\">tested positive on Nov. 29<\/a>. Since then, California\u2019s positivity rate has been ticking up, to 3% on Monday. Sacramento County public health officials on Tuesday <a href=\"https:\/\/www.sacbee.com\/news\/coronavirus\/article256772357.html\">announced the county\u2019s first two omicron cases<\/a>. <a href=\"https:\/\/www.mercurynews.com\/2021\/12\/21\/omicron-suspected-in-marin-holiday-party-outbreak\/\">Marin County officials suspect omicron<\/a> in an outbreak of at least 28 cases after a Dec. 11 holiday party in Larkspur.<\/p>\n\n\n\n<p>The entire state is back under <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2021\/12\/california-mandates-masks-again\/\">an indoor mask mandate<\/a>, regardless of vaccination status, through Jan. 15, with similar rules continuing at <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/12\/california-covid-cases-2\/\">public and private workplaces through mid-April<\/a>. So far, there\u2019s no state-imposed shutdown again.&nbsp;<\/p>\n\n\n\n<p>How hard the winter omicron-fueled surge hits where you live will likely depend on how many in the community are vaccinated. Similar to the delta variant surge earlier this year, that could mean a relatively small increase in hospitalizations in the San Francisco area, a larger jump in&nbsp; Los Angeles County and the biggest increase in the Central Valley, Peter Chin-Hong, an infectious diseases expert at UC San Francisco, <a href=\"https:\/\/www.latimes.com\/california\/story\/2021-12-21\/covid-california-forecast\">told the Los Angeles Times<\/a>.&nbsp;<\/p>\n\n\n\n<p>In California, 26.5 million have been fully vaccinated, 70% of residents, and another 3.1 million, or 8%, have received one dose, <a href=\"https:\/\/covid19.ca.gov\/vaccination-progress-data\/\">according to state figures<\/a>. But that means more than 1 in 5 Californians are completely unvaccinated.&nbsp;&nbsp;<\/p>\n\n\n\n<p>While the experts don\u2019t know yet whether this latest variant causes more or less severe illness, scientists say the vaccinated will probably need a booster shot to avoid getting infected. About&nbsp; 8.7 million Californians have received booster shots. While 12% of all California COVID deaths happened in nursing homes, only 47% of residents of long-term care facilities have been boosted, <a href=\"https:\/\/capitalandmain.com\/low-vaccine-booster-rates-in-californias-nursing-homes-alarm-experts\">Capital and Main reports<\/a>.&nbsp;<\/p>\n\n\n\n<p>Vaccination rates are lower for Black and Latino Californians. While 31.3% of whites are not vaccinated, 42% of Blacks and 40% of Latinos are not yet vaccinated.&nbsp;&nbsp;<\/p>\n\n\n\n<p>So the California Department of Public Health is enlisting the help of celebrities, including Lalo Alcaraz, a Los Angeles artist and cartoonist, and actor Jaleel White, best known as Steve Urkel on the 1990s sitcom \u201cFamily Matters.\u201d&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>White:<\/strong> \u201cNo one should be shamed or condemned for being hesitant and this is exactly why I want to share the story of how I came to be vaccinated\u2026.Helping people get the facts, with understanding for their personal experiences, and doing that with grace, is how we are going to get through this together.\u201d<\/li><\/ul>\n\n\n\n<p>These outreach efforts may not be as exciting as <a href=\"https:\/\/calmatters.org\/politics\/2021\/05\/vaccine-lottery-newsom\/\">California\u2019s $116.5 million vax for cash lottery<\/a> earlier this year, complete with glitzy game show-style events hosted by Newsom.&nbsp;<\/p>\n\n\n\n<p>But just maybe, they\u2019ll be more effective.&nbsp;<\/p>\n\n\n\n<p>Meanwhile, in Washington, D.C., President Joe Biden on Tuesday delivered his latest plea to the unvaccinated \u2014 \u201cYou\u2019re putting others at risk\u201d \u2014 and warning: Omicron is \u201cserious and potentially deadly business for unvaccinated people.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/www.politico.com\/news\/2021\/12\/21\/biden-omicron-testing-hospitals-525811\">Biden announced plans<\/a> to deploy thousands more soldiers and medical personnel to beleaguered hospitals, prepare shipments of protective gear to hard-hit places and increase&nbsp; vaccination and testing sites.<\/p>\n\n\n\n<p>The newest proposal: <a href=\"https:\/\/www.npr.org\/2021\/12\/21\/1066167265\/biden-to-announce-free-covid-tests-more-aid-for-hospitals-to-deal-with-omicron\">Stockpiling 500 million at-home quick testing kits<\/a>, and allowing people to order them online for free starting in January. Some schools, including in Marin County and San Diego, have <a href=\"https:\/\/www.washingtonpost.com\/education\/2021\/12\/20\/schools-coronavirus-at-home-testing-holidays\/\">sent test kits home with students<\/a>. With holiday gatherings, however, <a href=\"https:\/\/www.latimes.com\/california\/story\/2021-12-21\/rapid-at-home-covid19-tests-are-hard-to-find-holiday-items\">there\u2019s already a shortage<\/a>.&nbsp;<\/p>\n\n\n\n<p>As Biden spoke, Newsom <a href=\"https:\/\/twitter.com\/GavinNewsom\/status\/1473381098801418242?s=20\">tweeted his thanks<\/a>: \u201cThe pathway forward is clear: Get vaccinated. Photo by Arlene Banuelos for CalMatters<\/figcaption><\/figure>\n\n\n\n<p><em>From CalMatters higher education reporter Mikhail Zinshteyn:<\/em><\/p>\n\n\n\n<p>It\u2019s a case of unwelcome d\u00e9j\u00e0 vu for California higher education as once again college campuses are shifting to online instruction because of COVID-19 worries.<\/p>\n\n\n\n<p>Tuesday morning, University of California President Michael Drake<a href=\"https:\/\/www.universityofcalifornia.edu\/coronavirus\"> told leaders of the 10-campus system<\/a> that they can pivot from in-person to fully online instruction as classes resume in January after winter break. By Tuesday night, all seven undergraduate campuses on the quarter system said they will move to remote-only instruction when winter term begins Jan. 3 \u2014 a sudden change for students and heavy lift for some faculty during what&#8217;s supposed to be their time off. UCLA, UC Irvine, UC Riverside, UC San Diego, UC Santa Barbara and UC Santa Cruz told students and employees that classes will be remote the first two weeks, while UC Davis announced that the first week of classes will be online.<\/p>\n\n\n\n<p>Drake cited discussions with UC officials and public health experts \u2014 and concerns about the fast-spreading omicron variant and holiday travel \u2014 for his decision. Whether campuses decide to shift to online or not, they \u201cshould incorporate a test, sequester, and retest model as described in the <a href=\"https:\/\/ucop.edu\/uc-health\/_files\/fall-2021-covid-19-prevention-strategies-july.pdf\">UC Health Coordinating Committee\u2019s guidance<\/a> for returning students,\u201d he wrote.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>UC President Michael Drake:<\/strong> \u201cLarge, congregant events, particularly indoors, should be avoided in the opening weeks of your winter quarter or spring semester.\u201d<\/li><\/ul>\n\n\n\n<p>The news follows several days of uncertainty after <a href=\"https:\/\/news.stanford.edu\/report\/2021\/12\/16\/first-two-weeks-winter-classes\/\">Stanford University joined<\/a> <a href=\"https:\/\/www.insidehighered.com\/news\/2021\/12\/21\/more-colleges-move-january-programs-online\">several other&nbsp;colleges<\/a> and said it was holding classes online for the start of its winter term late last week. Before Drake\u2019s letter, CalMatters surveyed<strong> <\/strong>UC campuses about their January plans. Seven \u2014 including campuses that announced changes \u2014 initially indicated they were planning to keep classes largely in-person. But by Monday, signs were already pointing to a possible online pivot when the UC Board of Regents decided to hold its <a href=\"https:\/\/twitter.com\/mzinshteyn\/status\/1473071351359422465\">planned in-person January meeting virtually instead<\/a>.&nbsp;<\/p>\n\n\n\n<p>Still, the higher-ed landscape is diverse, and when classes resume may be a factor. UC Berkeley reiterated Tuesday that it\u2019s planning to hold classes largely in person. Berkeley \u2013 like the nine Cal State campuses CalMatters surveyed and heard back from since last week \u2013 are on the semester system, so classes don\u2019t resume until Jan. 18 or later. None of those Cal States were planning a fully remote start.&nbsp;Not negotiable at the UC? A booster shot, Drake said, <a href=\"https:\/\/policy.ucop.edu\/doc\/5000695\/SARS-CoV-2_Covid-19\">citing existing university policy<\/a>.<\/p>\n\n\n\n<p><strong>2. Doris Matsui of Sacramento <a href=\"https:\/\/twitter.com\/Matsui4Congress\/status\/1473313833124913152?s=20\">declared that she will run next year<\/a> in the new 7th Congressional District. It also includes fellow Democratic Rep. Ami Bera of Elk Grove, who within hours <a href=\"https:\/\/twitter.com\/BeraForCongress\/status\/1473422714194984961?s=20\">said he would follow many of his constituents<\/a> into the new 6th District. Assemblymember Kevin Kiley of Rocklin announced that he plans to run in the new 3rd District, if, as he expects, fellow Republican Tom McClintock of Elk Grove seeks re-election in the 5th District, just to the south. Meanwhile, Democratic Rep. John Garamendi of Walnut Grove <a href=\"https:\/\/garamendi.org\/news\/congressman-garamendi-announces-re-election-campaign-california%E2%80%99s-8th-congressional-district\">said he will seek re-election in the new 8th District<\/a>, which includes Contra Costa and Solano counties. Rep. Mark DeSaulnier, a Concord Democrat, will run in the neighboring 10th.<\/p>\n\n\n\n<p>In Southern California, Democratic Rep. Katie Porter said <a href=\"https:\/\/www.ocregister.com\/2021\/12\/20\/redistricting-orange-countys-new-congressional-districts-shuffle-incumbents\/\">she\u2019ll run in a bluer district<\/a> that includes her hometown of Irvine. Republican Rep. Mike Garcia of Santa Clarita, who now represents the 25th District, said <a href=\"https:\/\/twitter.com\/ElectMikeGarcia\/status\/1473347680961110016?s=20\">he\u2019ll run in the new 27th<\/a>.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Rep. Here\u2019s a look back at some of the most significant developments, as reported by CalMatters\u2019 Grace Gedye.<\/em><\/p>\n\n\n\n<p>California dug itself out of the depths of the COVID-19 recession. By November, it had <a href=\"https:\/\/www.edd.ca.gov\/newsroom\/unemployment-november-2021.htm\">regained nearly 70% of the 2.7 million jobs<\/a> lost in the early months of the pandemic.<\/p>\n\n\n\n<p>But the <a href=\"https:\/\/calmatters.org\/economy\/2021\/12\/california-economy-jobs-event\/\">economy did not completely \u201croar back.\u201d<\/a> The state\u2019s November unemployment rate of 7.5% was tied for the nation\u2019s highest, and was far higher than the U.S. average of 4.8%. That\u2019s <a href=\"https:\/\/calmatters.org\/economy\/2021\/12\/california-unemployment-rate\/\">1.4 million Californians out of work and looking<\/a>, and the reasons for the stubborn joblessness&nbsp; are many. And workforce participation for women with young children remains about 7% lower than before the pandemic, according to the <a href=\"https:\/\/www.ppic.org\/blog\/mixed-signals-in-californias-labor-market-recovery\/\">Public Policy Institute of California.<\/a><\/p>\n\n\n\n<p>California wasn\u2019t immune from the \u201cGreat Resignation,\u201d either. A record number of <a href=\"https:\/\/www.ppic.org\/blog\/mixed-signals-in-californias-labor-market-recovery\/\">workers left their jobs<\/a> and some employers \u2014 particularly in retail and hospitality \u2014 struggled to fill openings, even with <a href=\"https:\/\/calmatters.org\/economy\/2021\/08\/labor-shortage-hiring-incentives-yoga-therapy-401k\/\">beefed-up benefits and increased pay<\/a>.<\/p>\n\n\n\n<p>The state was also at the center of <a href=\"https:\/\/calmatters.org\/economy\/2021\/11\/california-ports\/\">supply chain bottlenecks<\/a>. With record numbers of container ships idling off the coast near the ports of Los Angeles and Long Beach, Gov. Gavin Newsom directed state agencies to identify ways to break the logjam as business groups called on him to roll back regulations and suspend laws.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/sd09.senate.ca.gov\/\"><strong>State Sen. Nancy Skinner<\/strong><\/a><strong>, chairperson of the Senate Budget Committee:<\/strong> \u201cI\u2019m just very proud that we are a state that reflects the type of values that recognizes that so many people were disproportionately hurt by this pandemic.\u201d&nbsp;<\/li><\/ul>\n\n\n\n<p>Meanwhile, state and federal pandemic relief aid buoyed workers and businesses. In July, the \u201cCalifornia Comeback Plan\u201d provided $600 stimulus checks for millions of low- and moderate-income Californians. The administration also set aside $4 billion for grants of $5,000 to $25,000 for small businesses.<\/p>\n\n\n\n<p>Despite that assistance, California\u2019s poverty rate, already the highest in the nation before COVID-19, is likely to have worsened in 2021. In the <a href=\"https:\/\/www.ppic.org\/publication\/poverty-in-california\/\">latest data<\/a>, more than a third of Californians continued to live in or near poverty. Nearly <a href=\"https:\/\/www.ppic.org\/publication\/the-importance-of-calfresh-and-calworks-in-childrens-early-years\/\">half of California<\/a> children participate in the state\u2019s two biggest assistance programs, CalFresh and CalWORKs. The state will award $35 million for <a href=\"https:\/\/www.cdss.ca.gov\/inforesources\/guaranteed-basic-income-projects\">pilot projects around the state<\/a>.
