{"id":290236,"date":"2023-02-16T05:00:00","date_gmt":"2023-02-16T13:00:00","guid":{"rendered":"https:\/\/calmatters.org\/?p=290236"},"modified":"2023-02-16T07:22:14","modified_gmt":"2023-02-16T15:22:14","slug":"california-homeless-spending","status":"publish","type":"post","link":"https:\/\/calmatters.org\/_ko\/newsletters\/whatmatters\/2023\/02\/california-homeless-spending\/","title":{"rendered":"What is California getting for all its billions on homelessness?"},"content":{"rendered":"<p><strong><em>From CalMatters politics reporter <\/em><\/strong><a href=\"https:\/\/calmatters.org\/author\/ben-christopher\/\"><strong><em>\ubca4 \ud06c\ub9ac\uc2a4\ud1a0\ud37c<\/em><\/strong><\/a><strong><em>:<\/em><\/strong><\/p>\n\n\n\n<p>In 2021, state lawmakers made a request: The newly convened <a href=\"https:\/\/www.bcsh.ca.gov\/calich\/council_members.html\">California Interagency Council on Homelessness<\/a> should put together a \u201ccomprehensive view of the homelessness response system.\u201d<\/p>\n\n\n\n<p>In short, the legislators said: We\u2019d like to know how much the state is spending to address its homelessness crisis, where the money is going and what we\u2019re getting for it.<\/p>\n\n\n\n<p>At a hearing Wednesday, <a href=\"https:\/\/calmatters.org\/homelessness-2\/2023\/02\/california-homelessness-spending-report\/\">they finally got their answer<\/a>.<\/p>\n\n\n\n<p>Sort of.<\/p>\n\n\n\n<p>In what might be the first statistical birds-eye view of the state\u2019s many-tentacled efforts to combat homelessness, the council\u2019s report surveys all the Californians who received state-funded services directed at homelessness between 2018 and 2021. During those three years, the state spent nearly $10 billion.<\/p>\n\n\n\n<p>The good news:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The state provided services to more than 571,000 people, with the number of people served growing each year;<\/li>\n\n\n\n<li>The number of shelter beds grew by roughly 17,000.<\/li>\n\n\n\n<li>The money also helped build, or keep online, nearly 60,000 affordable housing units.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>The bad news:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The number of unsheltered Californians continues to swell;<\/li>\n\n\n\n<li>Racial disparities among the state\u2019s unsheltered population remain as stark as ever;<\/li>\n\n\n\n<li>Of those who did make use of state-funded services, a majority did not move into a permanent home, and 17% ended exiting a program back into homelessness.<\/li>\n<\/ul>\n\n\n\n<p><a href=\"https:\/\/calmatters.org\/homelessness-2\/2023\/02\/california-homelessness-spending-report\/\">What the report did <em>~ \uc544\ub2c8\ub2e4<\/em> address<\/a> is how the state can spend its money more effectively. But it\u2019s likely to provide fodder both for those who argue that the state needs to be supercharging its spending on homelessness, and for those who argue doing so would be throwing good money after bad.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/calmatters.org\/legislator-tracker\/buffy-wicks-1977\/\"><strong>\uc758\uc6d0 Buffy Wicks<\/strong><\/a><strong>, an Oakland Democrat: \u201c<\/strong>We\u2019ve sent people to the moon. We can solve homelessness in California.\u201d<\/li>\n<\/ul>\n\n\n        <div class=\"cm-whatmatters-divider-plus\"><div class=\"cm-whatmatters-divider-plus__divider\"><\/div><\/div>\n        \n\n\n<p><strong>Push for accountability:<\/strong> The report lands at a time when \u201caccountability\u201d over homelessness spending is an increasingly bipartisan topic of interest in Sacramento. Gov. Gavin Newsom has pointed the finger at city and county governments and asked that certain housing grants come with strings attached.<\/p>\n\n\n\n<p>Earlier this week, <a href=\"https:\/\/calmatters.org\/legislator-tracker\/luz-rivas-1974\/\">Assemblymember Luz Rivas<\/a>, a Democrat from Arleta, obliged. She introduced a bill on Monday that would require cities and counties to<a href=\"https:\/\/www.capradio.org\/articles\/2023\/02\/14\/legislation-would-tie-homelessness-funding-to-local-results-a-newsom-priority\/\"> make \u201ctangible results\u201d on getting people off the street and into homes<\/a> before they receive homeless grants from the state.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/calmatters.org\/legislator-tracker\/laura-friedman-1966\/\"><strong>Assemblymember Laura Friedman<\/strong><\/a><strong>, a Burbank Democrat<\/strong>: \u201cIt&#8217;s very frustrating for the general public when they hear that in the state, we&#8217;re spending billions \u2013 and that&#8217;s billions with a B \u2013 of dollars on homelessness and housing. Photo by Pablo Unzueta for CalMatters<\/figcaption><\/figure>\n\n\n\n<p>Lost amid the outrage last fall over an audio recording of <a href=\"https:\/\/www.latimes.com\/california\/story\/2022-11-21\/la-city-council-racist-audio-leak-transcription-annotation\">three Los Angeles City Council members making racist comments<\/a> was the fact that they were also caught secretly plotting to influence the decennial redistricting process to protect their seats.<\/p>\n\n\n\n<p>While Californians voted in 2010 to establish an independent state commission to redraw legislative and congressional districts after the Census, political maps in most local communities continue to be done <a href=\"https:\/\/calmatters.org\/politics\/2021\/10\/california-redistricting-local-commissions\/\">behind closed doors by elected officials themselves<\/a>.<\/p>\n\n\n\n<p>That may now be changing, writes CalMatters Capitol reporter <a href=\"https:\/\/calmatters.org\/author\/sameea-kamal\/\">\uc0ac\uba54\uc544 \uce74\ub9d0<\/a>. <a href=\"https:\/\/calmatters.org\/politics\/2023\/02\/california-elections-independent-local-redistricting\/\">A new measure being introduced today<\/a> ~\uc5d0 \uc758\ud574 <a href=\"https:\/\/calmatters.org\/legislator-tracker\/isaac-bryan-1992\/\">Assemblymember Isaac Bryan<\/a>, a Democrat from Culver City, would expand the mandate to all California cities and counties with more than 300,000 people.<\/p>\n\n\n\n<p>Supporters argue the commissions are better equipped to solicit community feedback on district maps and combat gerrymandering. But to get the bill passed this session, they\u2019ll be up against local governments, who are loath to relinquish control, as well as Gov. Newsom, who vetoed a similar proposal last year.<\/p>\n\n\n\n<p>Several other bills would require independent redistricting commissions in specific jurisdictions, <a href=\"https:\/\/www.capradio.org\/articles\/2023\/02\/13\/california-bill-would-require-redistricting-commission-for-sacramento-county-supervisor-districts\/\">including Sacramento County<\/a>, <a href=\"https:\/\/calmatters.org\/politics\/2023\/02\/california-elections-independent-local-redistricting\/\">as Sameea reports<\/a>. Democratic <a href=\"https:\/\/calmatters.org\/legislator-tracker\/avelino-valencia-1988\/\">Assemblymember Avelino Valencia<\/a> of Anaheim introduced a measure to independently draw districts for the Orange County Board of Supervisors<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Valencia:<\/strong> \u201cI don\u2019t believe politicians should be in charge of drawing their own districts. Having a degree of separation between the redistricting process and elected officials Is a good thing for democracy.\u201d<\/li>\n<\/ul>\n\n\n        <div class=\"cm-whatmatters-divider-plus\"><div class=\"cm-whatmatters-divider-plus__divider\"><\/div><\/div>\n        \n\n\n<p><strong>Ballot languages:<\/strong> Another election-related bill <a href=\"https:\/\/www.commoncause.org\/california\/press-release\/new-bill-expands-voting-rights-through-improved-language-access\/\">introduced this week<\/a> would require the Secretary of State\u2019s Office to translate voting materials \u2014 including registration forms and the voter information guide \u2014 into all languages spoken by at least 5,000 adults of voting age statewide or at least 100 adults of voting age in any given county.&nbsp;<\/p>\n\n\n\n<p>Language access for voters became a flashpoint during the 2022 campaign, when Secretary of State Shirley Weber limited the number of languages for ballots and other materials \u2014 <a href=\"https:\/\/calmatters.org\/politics\/2022\/02\/california-election-languages\/\">until advocacy groups raised the alarm<\/a>, and she reversed the decision.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n        <h3 class=\"cm-whatmatters-number-heading\" id=\"wm-story-2\">\n            <span class=\"cm-whatmatters-number-heading__number\">2<\/span>\n            <span class=\"cm-whatmatters-number-heading__text\">Safety net for farmworkers<\/span>\n        <\/h3>\n        \n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2022\/06\/011723-Flooded-Orchards-LV_CM-13.jpg?resize=1024%2C682&#038;ssl=1\" alt=\"A patch of farmland flooded after a series of storms near the town of Planada on Jan. 17, 2023. They also put farmworkers \u2014 already among the state\u2019s most vulnerable employees \u2014 out of work for weeks, as treacherously muddy roads left flooded fields inaccessible.<\/p>\n\n\n\n<p>CalMatters&#039;\ub85c\uc11c <a href=\"https:\/\/calmatters.org\/projects\/california-divide\/\">\uce98\ub9ac\ud3ec\ub2c8\uc544 \ub514\ubc14\uc774\ub4dc<\/a> \ubcf4\uace0\uc790 <a href=\"https:\/\/calmatters.org\/author\/nicole-foy\/\">Nicole Foy<\/a> details, the steep losses in pay for those who can least afford it has <a href=\"https:\/\/calmatters.org\/california-divide\/2023\/02\/california-safety-net\/\">bolstered a push for a new safety net program<\/a> for \u201cexcluded workers.\u201d It would provide undocumented laborers, who are not otherwise eligible for unemployment insurance, $300 per week for up to 20 weeks that they are out of work. An estimated 60% of farmworkers are undocumented.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Salvador Negrete, a Madera County farmworker:<\/strong> \u201cMany farmworkers aren\u2019t here legally and they don\u2019t get government support. Many of us workers have families\u2026.We can\u2019t afford our bills and everything is expensive.\u201d<\/li>\n<\/ul>\n\n\n\n<p>Legislative Democrats passed a similar bill last year, only to see it vetoed by Gov. Newsom in anticipation of a state budget shortfall. Colorado, meanwhile, <a href=\"https:\/\/www.fastcompany.com\/90838985\/colorado-is-about-to-launch-the-countrys-first-unemployment-fund-for-undocumented-immigrants\">became the first state<\/a> to create a long-term unemployment fund for undocumented workers.<\/p>\n\n\n\n<p>This year\u2019s effort faces an even more dire financial climate; the Legislative Analyst\u2019s Office on Wednesday <a href=\"https:\/\/lao.ca.gov\/Publications\/Report\/4687\">projected<\/a> that revenues will likely come in lower than Newsom estimated in his <a href=\"https:\/\/calmatters.org\/california-budget\/2023\/01\/california-budget-newsom-deficit\/\">January budget plan<\/a>, with its nearly $23 billion deficit.<\/p>\n\n\n\n<p>But supporters argue that after sending out a multibillion-dollar tax refund to middle-class families last year, the state can afford to help undocumented immigrants.&nbsp;<a href=\"https:\/\/calmatters.org\/california-divide\/2023\/02\/california-safety-net\/\">Read more about the debate<\/a> in Nicole&#8217;s story. <\/p>\n\n\n        <div class=\"cm-whatmatters-divider-plus\"><div class=\"cm-whatmatters-divider-plus__divider\"><\/div><\/div>\n        \n\n\n<p><strong>Health worker wages:<\/strong> The excluded worker program won\u2019t be the only contentious labor legislation this session. Union-aligned lawmakers introduced a measure Wednesday to <a href=\"https:\/\/www.latimes.com\/california\/story\/2023-02-15\/california-democrats-propose-25-minimum-wage-for-health-workers\">set a $25 hourly minimum wage<\/a> for employees of health facilities, including those who provide non-medical support services, taking statewide a battle that has already played out in a handful of Southern California cities.&nbsp;<\/p>\n\n\n\n<p>Expect a bruising fight at the Capitol, with hospitals, nursing homes and dialysis clinics lobbying heavily against the bill.<\/p>\n\n\n        <h3 class=\"cm-whatmatters-number-heading\" id=\"wm-story-3\">\n            <span class=\"cm-whatmatters-number-heading__number\">3<\/span>\n            <span class=\"cm-whatmatters-number-heading__text\">Student housing crunch<\/span>\n        <\/h3>\n        \n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2022\/06\/020823-Cal-Poly-Humboldt-Housing-Protest-CJN-OT-CM-01.jpg?resize=1024%2C682&#038;ssl=1\" alt=\"Hundreds of Cal Poly Humboldt students and campus community members protest against a housing policy change that left continuing students unsure where they would live next semester, at the campus quad on Feb. 8, 2023. But instead of sailing around the Caribbean, you slept on a floating barge in Humboldt Bay each night, then drove eight miles to your classes.<\/p>\n\n\n\n<p>That\u2019s one option under consideration at Cal Poly Humboldt, as officials scramble to house thousands of new students under its transformation into California\u2019s third public polytechnic university.<\/p>\n\n\n\n<p>The 5,700-student campus is preparing to double enrollment by the end of the decade, yet housing options are limited in this remote northern corner of the state.
