Gavin Newsom and legislative leaders have been projecting optimism in the face of a grim budget picture.<\/p>\n\n\n\n<p>At a press conference in January where he <a href=\"https:\/\/calmatters.org\/california-budget\/2023\/01\/california-budget-newsom-deficit\/\">unveiled his plan to deal with a projected $22.5 billion deficit<\/a> next year, Newsom assured Californians: &#8220;We are keeping our promises.&#8221;<\/p>\n\n\n\n<p>Top Democrats in the state Senate sent a similar message on Wednesday with the <a href=\"https:\/\/sbud.senate.ca.gov\/sites\/sbud.senate.ca.gov\/files\/Senate%20Budget%20Plan%20Step%201%20Key%20Values.pdf\">release of a document<\/a> highlighting their &#8220;key values&#8221; heading into budget negotiations later this spring. It runs through a long list \u2014 more than 40 items! \u2014 of past accomplishments that they aim to shield from cuts, though it does not get into the specifics of a spending plan.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Senate President Pro Tem Toni Atkins, a San Diego Democrat, in a statement<\/strong>: &#8220;California\u2019s economic outlook remains solid, despite a reduction in the previously forecasted surplus. We are entering this year in a position of strength, but we also know that individuals and families are bearing the brunt of inflation. That\u2019s why it\u2019s important that we protect the progress we have already made.&#8221;<\/li>\n<\/ul>\n\n\n\n<p>Californians, on the other hand, aren&#8217;t feeling too confident about where things are headed.<\/p>\n\n\n\n<p>\uc5d0\uc774 <a href=\"https:\/\/escholarship.org\/uc\/item\/1mx1d6zj\">new poll from the UC Berkeley Institute of Governmental Studies<\/a> found that only 37% of respondents are confident that the governor and the Legislature will be able to balance the budget without making significant cuts to state programs and services. That includes 60% of Democrats, 28% of no party preference voters and just 5% of Republicans.<\/p>\n\n\n\n<p>And 62%, including majorities across partisan lines, favored Newsom\u2019s plan to scale back spending on climate change mitigation and electric car subsidies, which has been <a href=\"https:\/\/calmatters.org\/environment\/2023\/01\/california-climate-budget\/\">lambasted by environmental groups<\/a>.<\/p>\n\n\n\n<p>In contrast to the many programs that Senate Democrats want to safeguard, their budget values document did not identify any areas where they would be open to cuts. It did, however, suggest some alternatives for navigating the shortfall, which is projected to continue for the next few years. One option was to \u201cexplore common sense revenue options that protect the middle class and small businesses\u201d \u2014 which sounds like a euphemism for a tax hike on high-income earners and large corporations.<\/p>\n\n\n\n<p>Atkins\u2019 office hosted a briefing on the document Wednesday, but it was off the record, despite objections from reporters, so we cannot share what was said.<\/p>\n\n\n\n<p>In a follow-up email, attributed only to the Office of the Pro Tem, a spokesperson shared that \u201cwe will work to mitigate\u201d a few of Newsom\u2019s budget proposals targeting reductions in programs that are a priority for Senate Democrats, though the response did not address a question about what potential cuts might be on the table. As for raising taxes, they didn\u2019t entirely rule it out:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u201cIn past downturns, budgets have included tax increases on the middle class. We are making clear that we will work to avoid increasing taxes on the middle class and small businesses.\u201d<\/li>\n<\/ul>\n\n\n        <div class=\"cm-whatmatters-divider-plus\"><div class=\"cm-whatmatters-divider-plus__divider\"><\/div><\/div>\n        \n\n\n<p><strong>More time for taxes: <\/strong>Another complicating factor in Newsom and lawmakers putting together a budget by the mid-June deadline: Less certainty on the tax revenue picture because many Californians will file their returns later than usual. <\/p>\n\n\n\n<p>Shortly after the series of deadly atmospheric rivers devastated wide swaths of California in late December and early January, the Internal Revenue Service <a href=\"https:\/\/www.irs.gov\/newsroom\/irs-announces-tax-relief-for-victims-of-severe-winter-storms-flooding-and-mudslides-in-california\">extended the filing deadline<\/a> from April 18 to May 15 for affected taxpayers.\u00a0\u00a0Now, the <a href=\"https:\/\/www.irs.gov\/newsroom\/irs-may-15-tax-deadline-extended-to-oct-16-for-disaster-area-taxpayers-in-california-alabama-and-georgia\">IRS has announced it\u2019s adding<\/a> even more time \u2014 until Oct. 16 \u2014 for individuals and businesses in 45 of the state\u2019s 58 counties. <a href=\"https:\/\/twitter.com\/SenAlexPadilla\/status\/1630315603591409665?s=20\">Here\u2019s the list<\/a>.\u00a0<\/p>\n\n\n\n<p>The governor&#8217;s office <a href=\"https:\/\/www.gov.ca.gov\/2023\/03\/02\/more-time-to-file-state-taxes-for-californians-impacted-by-december-and-january-winter-storms\/\">announced today that the state tax filing deadline<\/a> will also be extended until Oct. 16 for affected counties.<\/p>\n\n\n\n<p>\u201cWe\u2019re going to have to make more projections and assumptions because the cash we could normally have in the bank in April, we\u2019re not going to receive until mid-October,\u201d H.D. Photo by Martin do Nascimento, CalMatters<\/figcaption><\/figure>\n\n\n\n<p>You might recall reports during California\u2019s 2019 wildfires of domestic workers who were required to <a href=\"https:\/\/www.latimes.com\/california\/story\/2019-10-28\/getty-fire-housekeepers-arrive-to-work\">work in evacuation zones<\/a> and to clean houses before the smoke and ash had subsided.&nbsp;<\/p>\n\n\n\n<p>That\u2019s because California\u2019s domestic workers are left out of workplace safety protections, a decades-old exclusion with<strong> <\/strong>roots in the nation&#8217;s early labor laws, which left out many Black workers. But <a href=\"https:\/\/calmatters.org\/california-divide\/2023\/03\/domestic-worker-safety\/\">advocates are trying<\/a> \u2014 again \u2014 to change that, reports CalMatters\u2019 California Divide reporter <a href=\"https:\/\/calmatters.org\/author\/jeanne-kuang\/\">\uc9c4 \ucfe0\uc559<\/a>.&nbsp;<\/p>\n\n\n\n<p>The California Domestic Workers Coalition held an event at the state Capitol on Wednesday to highlight its bill, introduced by state Sen. <a href=\"https:\/\/calmatters.org\/legislator-tracker\/maria-elena-durazo-1953\/\">\ub9c8\ub9ac\uc544 \uc5d8\ub808\ub098 \ub450\ub77c\uc870<\/a>, a Los Angeles Democrat, to remove the exclusion, allowing the state\u2019s Division of Occupational Health and Safety to issue rules for any household employing a domestic worker.&nbsp;<\/p>\n\n\n\n<p>If passed, it would <a href=\"https:\/\/calmatters.org\/california-divide\/2023\/03\/domestic-worker-safety\/\">open up protections for more than 300,000 California workers<\/a>, mostly immigrants and women of color, according to a <a href=\"https:\/\/www.labor.ucla.edu\/wp-content\/uploads\/2020\/12\/Profile-of-Domestic-Workers-in-California.pdf\">2020 UCLA Labor Center report<\/a>.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Kimberly Alvarenga<\/strong>, director of the coalition: \u201cThe goal of this is really to prevent injuries and hazards from happening, as it would be with any other industry, and all the privileges that you and I have every day when we go to work.\u201d<\/li>\n<\/ul>\n\n\n\n<p><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240SB686\">The bill<\/a> comes on the heels of <a href=\"https:\/\/www.dir.ca.gov\/dosh\/doshreg\/House-Domestic\/Policy-Recommendations-Draft-SB321.pdf\">a January report<\/a> by an advisory committee convened last year at the direction of the Legislature after Gov. Gavin Newsom <a href=\"https:\/\/calmatters.org\/california-divide\/2020\/10\/governor-vetoes-bill-domestic-workers\/\">vetoed an earlier version<\/a> of the workplace safety proposal due to enforcement concerns.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\ub274\uc12c<\/strong>, in his veto of the previous bill: \u201cThe places where people live cannot be treated in the exact same manner as a traditional workplace or worksite from a regulatory perspective. Many individuals to whom this law would apply \u2026 lack the expertise to comply with these regulations.\u201d<\/li>\n<\/ul>\n\n\n        <div class=\"cm-whatmatters-divider-plus\"><div class=\"cm-whatmatters-divider-plus__divider\"><\/div><\/div>\n        \n\n\n<p><strong>In other legislative action Wednesday:<\/strong><\/p>\n\n\n\n<p>Efforts to change <a href=\"https:\/\/calmatters.org\/justice\/2021\/07\/britney-spears-conservatorship\/\">California\u2019s conservatorship laws<\/a> have had mixed success. But Sen. <a href=\"https:\/\/calmatters.org\/legislator-tracker\/susan-talamantes-eggman-1961\/\">Susan Talamantes Eggman<\/a>, a Democrat from Stockton, and a coalition of big city mayors and behavioral health care advocates are reviving the effort this session with two bills:&nbsp;&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240SB43\">Senate Bill 43<\/a> would update the criteria that determines if a person is \u201cgravely disabled\u201d to include the potential for serious physical and mental harm, or the inability to attend to their personal safety. Supporters say the current criteria are open to different interpretations, and let people fall through the cracks by allowing them to be released as long as they can provide for their own food, clothing and shelter \u2014 which often ends up in them cycling back to hospitals or to jail.&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240SB363\">SB 363<\/a> would establish a real-time dashboard with information about the availability of beds in a range of psychiatric and substance-abuse facilities. Access to an up-to-date database will reduce delays and extended stays in emergency rooms, proponents say.&nbsp;<\/p>\n\n\n\n<p>Other supporters include Assembly Republican leader <a href=\"https:\/\/calmatters.org\/legislator-tracker\/james-gallagher-1981\/\">\uc81c\uc784\uc2a4 \uac24\ub7ec\uac70<\/a> of Chico and Democratic Sen. <a href=\"https:\/\/calmatters.org\/legislator-tracker\/scott-wiener-1970\/\">\uc2a4\ucf67 \uc704\ub108<\/a> of San Francisco, as well as advocates from NAMI California, the California State Association of Psychiatrists and the Psychiatric Physicians Alliance of California.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Dr. Emily Wood, California State Association of Psychiatrists: \u201c<\/strong>As physicians and behavioral healthcare providers it&#8217;s essential that we respect all the rights of our patients, including the right to receive care from us.&nbsp; &#8230; When we\u2019re in the position where we cannot keep a person hospitalized to care for them when their families are begging us to not let them back out on the street, we\u2019re on the side of that patient.\u201d<\/li>\n<\/ul>\n\n\n\n<p><strong>In other mental health news: <\/strong>A new analysis by <a href=\"https:\/\/www.kff.org\/other\/issue-brief\/taking-a-look-at-988-suicide-crisis-lifeline-implementation\/?utm_source=hs_email&amp;utm_medium=email&amp;utm_content=248125309&amp;_hsenc=p2ANqtz--_G16XAH2_AR4_o6CRlp6mSqr1bDtkJ5ybpEUgrliCdvXLimDskrUmokI5sRwGL6QctVyS5af9P4ZpZi94MjLppeyz3A\">\uce74\uc774\uc800 \ud328\ubc00\ub9ac \uc7ac\ub2e8<\/a> shows calls and texts to the new national hotline for suicide prevention and crisis were answered at a rate of 91% in its first six months last year, although there was variation in the number of \u201cin-state\u201d answer rates.&nbsp;<\/p>\n\n\n\n<p>Individuals who reach out to the 988 number (previously a ten-digit number known as Lifeline) are connected to a counselor and can receive crisis counseling, resources and referrals. In California, the in-state answer rate \u2014 or the number of calls and texts that were responded to by professionals within the state \u2014 was 88%. That\u2019s why classroom teachers across the state <a href=\"https:\/\/calmatters.org\/education\/2023\/03\/dyslexia-screening-2\/\">oppose the teachers union\u2019s stance<\/a>, saying it perpetuates a \u201cwait-to-fail\u201d approach to reading instruction that forces educators to sit by while students fall further and further behind.<\/p>\n\n\n\n<p>The California Teachers Association doesn\u2019t understand the benefits of screening all students for dyslexia, said Megan Potente, one of the co-directors of Decoding Dyslexia CA, a grassroots advocacy group.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Potente:<\/strong> \u201cI think there\u2019s some misinformation. Some of the reasons for their opposition aren\u2019t supported by the research.\u201d<\/li>\n<\/ul>\n\n\n\n<p>Although it has not taken a position on the latest bill, the teachers association opposed Portantino\u2019s last two bills. Claudia Briggs, a spokesperson for the union, said the association\u2019s leadership team believed that the bills would have caused \u201cunintended harmful consequences.\u201d&nbsp;<\/p>\n\n\n\n<p>The association says universal screening takes time away from instruction and may misidentify English learners as dyslexic. Briggs said the union would decide its position on the new bill this month.<\/p>\n\n\n        <div class=\"cm-whatmatters-divider-plus\"><div class=\"cm-whatmatters-divider-plus__divider\"><\/div><\/div>\n        \n\n\n<p><strong><em>From CalMatters higher education reporter <\/em><\/strong><a href=\"https:\/\/calmatters.org\/author\/mikhailzinshteyn\/\"><strong><em>Mikhail Zinshteyn<\/em><\/strong><\/a><strong><em>:<\/em><\/strong><strong><em>&nbsp;<\/em><\/strong><\/p>\n\n\n\n<p><strong>More education news:<\/strong> While California is home to the most undocumented college students in the country, few receive the financial aid the state promises to these legally vulnerable learners. That&#8217;s <a href=\"https:\/\/www.csac.ca.gov\/sites\/main\/files\/file-attachments\/renewing_the_dream_full_report.pdf?1677607402\">according to a Wednesday report<\/a> by the agency that oversees state financial aid, the California Student Aid Commission.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.csac.ca.gov\/sites\/main\/files\/file-attachments\/renewing_the_dream_full_report.pdf?1677607402#page=21\">53% of the estimated 94,030<\/a> undocumented students in California did not even apply for financial aid in 2021-22;<\/li>\n\n\n\n<li>Of those who did apply, half were denied aid for benefits, such as having their full tuition at University of California and California State University covered;<\/li>\n\n\n\n<li>And even among those who were offered aid, 39% didn&#8217;t receive it.<\/li>\n<\/ul>\n\n\n\n<p><strong>The report has an answer:<\/strong> &#8220;A significant portion are either not enrolling in college after applying for aid or not able to complete the final additional steps to ensure their aid is disbursed.&#8221;<\/p>\n\n\n\n<p>The commission partially faults itself for requiring undocumented students and their families to complete forms with questions that are &#8220;duplicative, confusing, or not applicable to undocumented students.&#8221; Other issues include poor training for high school counselors and student fears that applying for aid may <a href=\"https:\/\/www.csac.ca.gov\/sites\/main\/files\/file-attachments\/renewing_the_dream_full_report.pdf?1677607402#page=28\">make their families targets for deportation<\/a>. And even with state aid, college is too expensive for many undocumented students, who aren&#8217;t eligible for federal grants.<\/p>\n\n\n\n<p>The report includes a slew of recommendations, such as having the Legislature give the commission <a href=\"https:\/\/www.csac.ca.gov\/sites\/main\/files\/file-attachments\/renewing_the_dream_full_report.pdf?1677607402#page=39\">permission to combine two required forms<\/a> into one and encouraging the state&#8217;s public colleges and universities to <a href=\"https:\/\/www.csac.ca.gov\/sites\/main\/files\/file-attachments\/renewing_the_dream_full_report.pdf?1677607402#page=31\">provide undocumented students fellowships<\/a> to get around federal restrictions that bar undocumented immigrants from working in the U.S. While students with DACA status can legally work, a federal judge <a href=\"https:\/\/www.politico.com\/news\/2021\/07\/16\/texas-federal-judge-daca-applicants-499896\">blocked the Biden administration from accepting new applications in 2021<\/a>, cutting off a vital source of financial support for younger undocumented students.&nbsp;<\/p>\n\n\n\n<p>But some <a href=\"https:\/\/law.ucla.edu\/news\/undocumented-uc-student-organizers-professors-ucla-cilp-labor-center-launch-groundbreaking-campaign-equal-access-job-opportunities\">legal scholars at UCLA argue<\/a> that federal law cannot restrict states from hiring undocumented students. Many anglers lashed back: Instead of asking for an easing of the limits, they requested a total shutdown of the fishery.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>David Mu\u00f1oz, a commercial fisherman:<\/strong> \u201cIt\u2019s a no-brainer \u2014 we should not be on the water. \u2026 Please close the season.\u201d&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>The agency\u2019s decision on how much to restrict the salmon season, which opens in May, will be announced next month. Options for reducing the catch include short fishing windows for commercial fishers and reducing the daily catch limit for recreational anglers from two to one salmon.&nbsp;<\/p>\n\n\n\n<p>The length of each year\u2019s fishing season typically varies, with shorter seasons during times when fish numbers are down. Only twice has California\u2019s commercial salmon fishing season been entirely closed \u2014 in 2008 and 2009.<\/p>\n\n\n\n<p>The meeting, which lasted about six hours, brimmed with expletives and accusations during the public comment period.<\/p>\n\n\n\n<p>Jared Davis, owner of Salty Lady Sportfishing, a Sausalito charter fishing service, blamed the collapse of salmon runs on state water officials prioritizing human water supply over ecosystems. As an example, he cited last month\u2019s actions by state water officials and Gov. Newsom when they <a href=\"https:\/\/calmatters.org\/environment\/2023\/02\/water-board-waives-environmental-rules-delta-water\/\">suspended<\/a> basic flow rules in the Delta to increase water storage in reservoirs.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Davis:<\/strong> \u201cSalmon, fisheries and the environment have long taken a backseat when it comes to water and power.\u201d&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>After years of drought, reduced flows and warm water in the Sacramento River, the Chinook salmon population is far lower than its historic average. Last fall, fewer fish than almost ever before swam up the river to spawn \u2014 62,000 adult Chinook.
