Garvey has an uphill battle to become the first Republican to win statewide since 2006. \n<\/p>\n\t\t\t\t\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\n\t\t\n<p>Adam Schiff has likely punched his ticket to the U.S. Senate.<\/p>\n\n\n\n<p>In a tight contest for first in California\u2019s top-two primary, the Democratic U.S. representative is heading into the November election against former L.A. Dodgers legend Steve Garvey \u2014 the Republican who is a long shot at winning a California statewide election.<\/p>\n\n\n\n<p>The Associated Press declared the Schiff-Garvey matchup with 38% of the expected votes counted on primary night March 5.&nbsp;<\/p>\n\n\n\n<iframe class=\"ap-embed\" title=\"Associated Press\ub97c \ud1b5\ud55c \uc2e4\uc2dc\uac04 \uc120\uac70 \uacb0\uacfc\" src=\"https:\/\/interactives.ap.org\/election-results\/customers\/layouts\/organization-layouts\/published\/117697\/10994.html\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" marginheight=\"0\"><\/iframe><script defer src=\"https:\/\/interactives.ap.org\/election-results\/assets\/microsite\/resizeClient.js\"><\/script>\n\n\n\n<p>In his victory speech, Schiff thanked his supporters and touted Republicans\u2019 criticism of him. \u201cIt looks like we are going to the general, ladies and gentlemen,\u201d Schiff told cheering supporters in Los Angeles.<\/p>\n\n\n\n<p>But his speech was interrupted by protesters calling for a ceasefire in Gaza. Faced with \u201cCeasefire Now\u201d chants, Schiff responded: \u201cWe are so lucky, so lucky to live in a democracy where we all have the right to protest.\u201d<\/p>\n\n\n\n<p>In the separate primary to serve out the final few weeks of Feinstein\u2019s term, <a href=\"https:\/\/electionresults.sos.ca.gov\/returns\/us-senate-unexpired-term\" target=\"_blank\" rel=\"noreferrer noopener\">Garvey is narrowly leading Schiff<\/a>. This race will be decided in November, as well.<\/p>\n\n\n\n<p>The matchup is good news for Schiff, whose campaign shelled out tens of millions of dollars elevating Garvey\u2019s name among Republican voters to make sure of that outcome. The ad blitz helped shut out progressive Democratic Rep. Katie Porter, who could have posed a formidable threat to Schiff in the general election.&nbsp;<\/p>\n\n\n\n<p>Some Democrats are breathing a sigh of relief, too: They had worried that a Schiff-Porter matchup would suck up campaign cash from Democratic donors, potentially leaving few dollars to down-ballot candidates, particularly those in battleground congressional districts who could determine control of Congress, <a href=\"https:\/\/www.politico.com\/news\/2024\/01\/22\/adam-schiff-katie-porter-campaign-funding-00136890\">Politico reported<\/a>. But now, Schiff could spread his wealth to benefit Democrats in those races, political strategists say.<\/p>\n\n\n\n<p>Garvey celebrated with supporters in Palm Desert on Tuesday night. \u201cWelcome to the California comeback. You know what? That\u2019s from the crowd that believes in the status quo.\u201d<\/p>\n\n\n\n<p>But Garvey\u2019s primary win has likely set him up for a loss in November: There are not enough Republican voters \u2014 or GOP donors \u2014 in California to propel him to victory, and no national GOP groups will invest much in winning a statewide seat in deep-blue California, said Republican strategist Jon Fleischman.<\/p>\n\n\n\n<p>\u201cThe math doesn&#8217;t make sense to try to win California at the expense of spending all that money on states where they can be a lot more competitive,\u201d he said.<\/p>\n\n\n\n<p>The matchup, however, <a href=\"https:\/\/x.com\/ccadelago\/status\/1765242983685791937?s=20\">dismayed progressive supporters<\/a> of Porter, in third place with 15% of the vote Tuesday night, and Lee, in fourth place with 7%.&nbsp;<\/p>\n\n\n\n<p>Porter told supporters in Long Beach that special interests and billionaires spent millions to keep her out of the U.S. Senate and that too many in power just want to stay in elected office. \u201cI will always, always be fighting for you,\u201d she said in ending her concession speech Tuesday night.<\/p>\n\n\n\n<p>The Schiff-Garvey runoff means that, for the first time in more than 30 years, California will be represented by two male senators (Alex Padilla was elected in 2022), one of whom will be white.<\/p>\n\n\n\n<p>\u201cWe have two old white men in this incredibly diverse and dynamic state \u2026 fighting to replace Dianne Feinstein\u2019s seat,\u201d said Thad Kousser, professor of political science at the University of California San Diego. \u201cThis looks like your grandfather\u2019s California.\u201d<\/p>\n\n\n\n<p>Charlene Bennett, a 57-year-old Lee supporter who works as a manager in the state government, said she wanted to see a woman of color win the seat.<\/p>\n\n\n\n<p>\u201cI don\u2019t think it\u2019s just enough to say, \u2018I support women,\u2019\u201d Bennett said after voting at the downtown Sacramento public library. \u201cWhen we talk about women\u2019s rights, reproductive rights, we need to have a woman there in the moment when decisions are happening.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-formidable-fundraiser\">Formidable fundraiser<\/h3>\n\n\n\n<p>Schiff, the most prolific fundraiser in this race, spent $38 million to both secure his own spot in the general and effectively handpick his opponent in November. What lies ahead for him is likely a clear path to victory: In deep-blue California, no Republican has <a href=\"https:\/\/calmatters.org\/politics\/2022\/04\/california-republicans-convention\/\">won a statewide race since 2006<\/a>.<\/p>\n\n\n\n<p>He can now spend some of his campaign war chest on Democrats in California\u2019s down-ballot races, or on Senate candidates in more challenging states, such as Sen. Jacky Rosen in Nevada, said Democratic strategist Michael Trujillo.<\/p>\n\n\n\n<p>\u201cThe Senate side is gonna get to see how Adam can fundraise and get his donors engaged in other swing seats that keep the Senate for Democrats,\u201d he said.<\/p>\n\n\n\n<p>The fundraising power he could use to benefit other Democrats would help establish him as a \u201cnational Democratic leader,\u201d Kousser said.<\/p>\n\n\n\n<p>\u201cHe&#8217;s shown that he&#8217;s one of the fundraising stars of his party. And once you secure your seat, you&#8217;ve got to use that star power to help your team rather than just yourself,\u201d he said.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-butting-heads-on-trump-other-policies\">Butting heads on Trump, other policies<\/h3>\n\n\n\n<p>Former President <a href=\"https:\/\/calmatters.org\/politics\/elections\/2024\/03\/california-election-results-us-senate\/\">Donald Trump\u2019s influence<\/a> has loomed large in the race, and may be here to stay.<\/p>\n\n\n\n<p>Schiff has fundraised off Trump\u2019s name, touting his role leading the first impeachment trial against Trump in 2020. He has cashed in on Trump\u2019s attacks on him and the vote by a Republican-controlled House to <a href=\"https:\/\/apnews.com\/article\/schiff-censure-house-republicans-russia-trump-318300df0f7b4f51c5b0ba5dd91edd23\">censure Schiff<\/a> over his comment during investigations into Trump\u2019s ties to Russia.&nbsp;<\/p>\n\n\n\n<p>On Tuesday, he wore it as a badge of honor.<\/p>\n\n\n\n<p>\u201cAt the urging and badgering of Donald Trump, the Republicans censured me for holding him accountable,\u201d he said during his victory speech. \u201cAnd then Trump would attack me rally after rally. Ben James, a 38-year-old hotel engineering manager in Sacramento, said that was the main reason he chose Schiff over Porter.&nbsp;<\/p>\n\n\n\n<p>\u201cWe have to do anything we can to prevent (Trump\u2019s presidency) from happening again,&#8221; James said.<\/p>\n\n\n\n<p>Garvey \u2014 who said he voted for Trump in 2016 and 2020 \u2014 has so far declined to say whether he would support Trump in November, arguing it\u2019s his \u201cpersonal choice.\u201d But Schiff\u2019s campaign has portrayed Garvey as a far right candidate associated with Trump in his ad blitz.<\/p>\n\n\n\n<p>\u201cAll people know about him is that he stands with Trump, because that\u2019s what the Adam Schiff commercials will make it look like,\u201d Kousser said.<\/p>\n\n\n\n<p>Garvey\u2019s vague stance on Trump, however, has not hurt his chances with Republicans, Kousser noted.&nbsp;<\/p>\n\n\n\n<p>While some Republican candidates in California can\u2019t afford to criticize Trump due to their deep-red base, in a statewide race, \u201cyou can\u2019t win a general election in California as the Donald Trump candidate,\u201d he said.<\/p>\n\n\n\n<p>Schiff and Garvey will likely continue to clash on multiple other issues in the next eight months, such as the U.S.-Mexico border, homelessness, immigration, climate change and the economy. In CBS exit polls, <a href=\"https:\/\/www.cbsnews.com\/sacramento\/news\/super-tuesday-exit-polls-2024-california-senate\/\">primary voters picked the cost of living<\/a> as the most important issue facing California, followed by immigration and homelessness.&nbsp;<\/p>\n\n\n\n<p>Garvey has called for a <a href=\"https:\/\/www.newsnationnow.com\/politics\/2024-election\/steve-garvey-border-gop-senate-california\/\">shutdown of the southern border<\/a>, arguing that the country should prioritize legal immigration and curb drug and human trafficking. Schiff, on the contrary, has advocated for more resources for migrants at the border and disagreed with <a href=\"https:\/\/www.pbs.org\/newshour\/politics\/president-biden-says-hell-shut-the-u-s-mexico-border-if-given-the-ability-what-does-that-mean#:~:text=%E2%80%9CIt'll%20also%20give%20me,now%20and%20fix%20it%20quickly.%E2%80%9D\">President Joe Biden\u2019s administration<\/a> on tightened asylum policies, calling them \u201cwrong.\u201d&nbsp;<\/p>\n\n\n\n<p>The two are split on the federal minimum wage, with Schiff calling for a $20 hourly rate indexed to inflation and Garvey supporting the current $7.25. They have also taken different tones on <a href=\"https:\/\/calmatters.org\/politics\/elections\/2024\/02\/senate-debate-california-final\/\">fossil fuel energy in California<\/a>. Schiff said he supports moving away from fossil fuel energy, while Garvey stressed during debates that the country \u201cruns on gas and oil.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-invigorating-gop-voters\">Invigorating GOP voters?<\/h3>\n\n\n\n<p>Garvey\u2019s presence on the ballot \u2014 broadcast statewide thanks to Schiff\u2019s ads \u2014 could have driven up GOP turnout and helped down-ticket Republican candidates, Fleischman said.&nbsp;<\/p>\n\n\n\n<p>\u201cAdam Schiff\u2019s strategy may send him into the runoff against Steve Garvey, but it might also elect some Republicans down ticket that he didn&#8217;t intend,\u201d he said.<\/p>\n\n\n\n<p>But will Garvey\u2019s presence be enough to energize GOP voters in the general election?
