But several other bills died.\u00a0<\/p>\n\t\t\t\t\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\n\t\t\n<p>California <a href=\"https:\/\/calmatters.digitaldemocracy.org\/hearings\/257965?t=155&amp;f=c1ae74ac5828cf71a4e4272ea7ffcda8\">lawmakers voted<\/a> to offer an <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202320240ab3089\">official apology<\/a> for the state\u2019s role in supporting slavery and moved several other <a href=\"https:\/\/calmatters.org\/tag\/reparations\/page\/4\/\">\ubc30\uc0c1\uae08<\/a> bills but let others die.\u00a0<\/p>\n\n\n\n<p><a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/reginald-jones-sawyer-165441\">Assemblymember Reggie Jones-Sawyer<\/a>, a Democrat from south Los Angeles, authored AB 3089, the apology bill, after serving on a nine-member state task force that studied harms committed against Black residents.&nbsp;<\/p>\n\n\n\n<p>\u201cWe were people\u2019s properties in this state. And it was defended by the State Supreme Court and other courts,\u201d Jones-Sawyer <a href=\"https:\/\/calmatters.digitaldemocracy.org\/hearings\/257965?t=155&amp;f=c1ae74ac5828cf71a4e4272ea7ffcda8\">told the Assembly<\/a> ahead of the vote.&nbsp;<\/p>\n\n\n\n<p>Four Democrats and 12 Republicans did not vote on the apology bill. The Assembly approved the bill 62\u20130, including six Republicans who voted for it. Now it heads to the state Senate and, if approved, to Gov. Gavin Newsom\u2019s desk.<\/p>\n\n\n\n<p>State lawmakers embraced and applauded as soon as the bill passed.&nbsp;Jones-Sawyer said Alabama, Connecticut, Delaware, Florida, Maryland, New Jersey, North Carolina, Tennessee, and Virginia have all enacted some form of apology for their role in slavery.&nbsp;<\/p>\n\n\n\n<p>His bill is one of more than a dozen in a package of <a href=\"https:\/\/calmatters.org\/california-divide\/2024\/04\/reparations-california-legislature\/\">reparations bills<\/a> supported by the California Legislative Black Caucus. In February the state Assembly approved a resolution <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202320240acr135\">acknowledging \u201charms<\/a> and atrocities\u201d state leaders inflicted on Black residents over the years. California&#8217;s Black lawmakers divided on how far to go<\/a><\/h3>\t\t\t\t\t\t\t\t\t\t<div class=\"entry-meta\">\n\t\t\t\t\t\t\t\t\t\t\t<span class=\"byline\" data-no-translation=\"\">\n\t\t\t\t\t\t\t<span class=\"author-prefix\">by<\/span> <span class=\"author vcard\"><a class=\"url fn n\" href=\"https:\/\/calmatters.org\/_ko\/author\/wendy-fry\/\">Wendy Fry<\/a><\/span>\t\t\t\t\t\t<\/span><!-- .author-name -->\n\t\t\t\t\t\t\t\t\t\t<\/div><!-- .entry-meta -->\n\t\t\t\t\t\t\t\t<\/div><!-- .entry-wrapper -->\n\t<\/article>\n\n\t\t\t\t<\/div>\n\t\t\n\t<\/div>\n\t\n\n\n<p>The California Senate also advanced proposed legislation that would create an agency to <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202320240sb1403?slug=CA_202320240SB1403\">help Black families research<\/a> their family lineage and confirm eligibility for any future restitution measures, and a bill that would&nbsp;<a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202320240sb1331?slug=CA_202320240SB1331\">establish a reparations fund<\/a>. The bills will now head to the state Assembly for another vote.&nbsp;<\/p>\n\n\n\n<p>State Sen. Steven Bradford, a Los Angeles-area Democrat, said the state \u201cbears great responsibility\u201d to atone for injustices against Black Californians.<\/p>\n\n\n\n<p>\u201cIf you can inherit generational wealth, you can inherit generational debt,\u201d Bradford said. \u201cReparations is a debt that\u2019s owed to descendants of slavery.\u201d<\/p>\n\n\n\n<p>A bill that would require state licensing boards to <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202320240ab2862?slug=CA_202320240AB2862\">prioritize Black applicants<\/a> passed the Legislature\u2019s appropriations committees. The Pacific Legal Foundation testified in opposition, saying it is unconstitutional.&nbsp;<\/p>\n\n\n\n<p>\u201cThe state&#8217;s licensing laws are already too burdensome. Making race a factor is an insult to the state&#8217;s workers who just want the means to earn an honest living,&#8221;  Andrew Quinio, a foundation attorney, told lawmakers April 23.&nbsp;<\/p>\n\n\n\n<p>Two other proposals aimed at implementing the California Reparations Task Force recommendations quietly died in the suspense file last week: SB 1007 would have <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202320240sb1007\">provided financial aid<\/a> for buying or maintaining a home and SB 1013 would have <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202320240sb1013\">granted property tax relief<\/a> to descendants of slaves.
