But other voter groups say registering to vote should still be voluntary \u2014 and they don\u2019t see the bill as an effective way to increase voter diversity.\n<\/p>\n\t\t\t\t\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\n\t\t\n<p><em>\uc774 \uc5ed\uc0ac\ub97c \uc77d\uc5b4\ubcf4\uc138\uc694 <a href=\"https:\/\/calmatters.org\/calmatters-en-espanol\/2024\/06\/registro-automatico-votantes-california-dmv\/\" target=\"_blank\" rel=\"noreferrer noopener\">\uc2a4\ud398\uc778\uc5b4<\/a><\/em><\/p>\n\n\n\n<p><strong><em>Update:<\/em><\/strong><em> Gov. Gavin Newsom announced Sept. 29 he vetoed the <\/em><a href=\"https:\/\/calmatters.org\/politics\/elections\/2024\/06\/california-voter-registration-bill\/\"><em>pared-back version of Senate Bill 299<\/em><\/a><em>, <\/em><a href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2024\/09\/SB-299-Veto-Message.pdf\"><em>raising cost and other concerns<\/em><\/a><em>.\u00a0<\/em><\/p>\n\n\n\n<p>Under the blistering Sacramento sun outside the Capitol last week, advocates for Black, Latino and Asian communities spoke about the importance of diversifying California\u2019s voters.<\/p>\n\n\n\n<p>That\u2019s why they\u2019re part of a <a href=\"https:\/\/cademocracy.org\/about\">coalition of 144 organizations<\/a> backing a bill to <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202320240sb299?slug=CA_202320240SB299\">automatically register people to vote at the Department of Motor Vehicles<\/a>. \u201cWe must ensure that every eligible citizen \u2026 can exercise our rights to vote with as few barriers as possible,\u201d said Sydney Fang, policy director at the advocacy group AAPI-Force.<\/p>\n\n\n\n<p>The bill aims to capture the state\u2019s 4.7 million residents who are unregistered but eligible to vote \u2014 and who are predominantly Black, Latino, Asian or younger.&nbsp;<\/p>\n\n\n\n<p>\u201cThat is 4.7 million Californians whose voices are not being heard,\u201d Sen. <a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/monique-limon-13069\">Monique Lim\u00f3n<\/a>, the bill\u2019s author, said at the small rally at the Capitol.<br><br>\u201cIt is unacceptable that working-class communities of color continue to be systematically left out of access to political power,\u201d the Santa Barbara Democrat added in a statement after the rally. \u201cWe must take the necessary steps to ensure that California\u2019s diverse population becomes a diverse electorate that truly represents the power of our state.\u201d&nbsp;<\/p>\n\n\n\n<p>\uc5d0\uc11c <a href=\"https:\/\/elections.cdn.sos.ca.gov\/sov\/2022-general\/sov\/complete.pdf#page=4\">2022 general election<\/a>, close to 27 million people were eligible to vote in California. About 22 million were registered, and about half voted.<\/p>\n\n\n\n<p>The proposal is the latest effort to try to expand <a href=\"https:\/\/www.sos.ca.gov\/elections\/california-motor-voter\">California\u2019s \u201cmotor voter law,\u201d<\/a> which directed the DMV beginning in 2018 to register people to vote when they apply for a license or ID or change their address \u2014 if they indicate they\u2019re eligible and unless they opt out. The bill proposes registering everyone who is eligible without prompting, and informing them later with a postcard.<\/p>\n\n\n\n<p>But the bill, revived from <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202320240SB846\">last year<\/a>, has drawn concern from groups that support expanding voter access, including the <a href=\"https:\/\/ct3.blob.core.windows.net\/23blobs\/3bfc3286-7fdd-46f1-b835-5560d2ac9828\">League of Women Voters of California, the American Civil Liberties Union&#8217;s Cal Action political committee and NALEO<\/a>, a nonprofit group focused on Latino civic engagement.<\/p>\n\n\n\n<p>They say registering to vote should be voluntary \u2014 and they don\u2019t see the bill as an effective way to increase voter diversity.<\/p>\n\n\n\n<p>\u201cThis is a solution looking for a problem,\u201d said Rosalind Gold, chief public policy officer for NALEO Educational Fund. \u201cRight now, California should not be spending its scarce resources on something that is not going to have any kind of negligible impact on strengthening our democracy, and in fact, could have some harmful consequences.\u201d&nbsp;<\/p>\n\n\n\n<p>The proposal is scheduled to be heard in the Assembly\u2019s elections committee on June 26.&nbsp;<\/p>\n\n\n\n<p>The bill would take effect for the 2026 election for governor and other statewide offices \u2014 or when the Secretary of State certifies a system to make sure the DMV can sort out who isn\u2019t eligible to register, including those who are undocumented but get special licenses.&nbsp;<\/p>\n\n\n\n<p>The Secretary of State, despite commenting on previous election-related legislation, declined comment on the bill to CalMatters.&nbsp;<\/p>\n\n\n\n<p>Eric McGhee, senior fellow at the Public Policy Institute of California, said lawmakers should consider whether their goals are to get people\u2019s names into the system and worry later about turning them into regular voters, or whether they want to focus on registering those who are most ready to vote.<\/p>\n\n\n\n<p>\u201cIt doesn&#8217;t do anything, by itself, to turn them into voters and make sure that they vote,\u201d he said. \u201cIt just removes registration as a hurdle.\u201d&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-how-past-registration-changes-fared\">How past registration changes fared<\/h3>\n\n\n\n<p>Twenty-five states have a form of \u201cautomatic\u201d voter registration at state agencies.<strong> <\/strong>California is one of 14 states with a system that prompts you to choose, according to the <a href=\"https:\/\/www.ncsl.org\/elections-and-campaigns\/automatic-voter-registration\">National Conference of State Legislatures<\/a>, while another 11 have the kind of system Lim\u00f3n is proposing.&nbsp;<\/p>\n\n\n\n<p>Since California\u2019s \u201cmotor voter\u201d law rolled out, registration among the state\u2019s eligible voters has gone up from <a href=\"https:\/\/elections.cdn.sos.ca.gov\/ror\/60day-stwddirprim-2018\/historical-reg-stats.pdf\">75%<\/a><strong> <\/strong>\uc5d0\uac8c <a href=\"https:\/\/elections.cdn.sos.ca.gov\/ror\/60day-presprim-2024\/historical-reg-stats.pdf\">83% in January 2024<\/a>.<strong> <\/strong>Researchers attribute <a href=\"https:\/\/www.ppic.org\/publication\/do-registration-reforms-add-new-voters-or-keep-californians-registered\/\">more than half of that increase<\/a> to the new system.<\/p>\n\n\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/18416486\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n\n\n\n<p>But making voting easier doesn\u2019t necessarily lead to higher voter turnout, according to Charles Stewart, director of the <a href=\"https:\/\/publicintegrity.org\/politics\/elections\/who-counts\/voting-in-california-is-easier-but-large-disparities-in-turnout-remain\/\">MIT Election Data and Science Lab<\/a>.&nbsp;<\/p>\n\n\n\n<p>And California\u2019s current system didn\u2019t boost registration among all the underrepresented groups the current bill aims to help, according to a <a href=\"https:\/\/www.ppic.org\/publication\/do-registration-reforms-add-new-voters-or-keep-californians-registered\/\">March analysis by the Public Policy Institute of California<\/a>. While new registrations increased among Asian voters and those under 35, it didn\u2019t for Latino and Black Californians.&nbsp;<\/p>\n\n\n\n<p>The system has been effective at allowing existing voters to update their addresses rather than adding new voters, according to the report \u2014 though that wasn\u2019t the goal of easier registration.&nbsp;<\/p>\n\n\n\n<p>\u201cWhile all groups have seen gains, registration policy changes have not always improved equity in the way that might have been expected,\u201d the <a href=\"https:\/\/www.ppic.org\/publication\/do-registration-reforms-add-new-voters-or-keep-californians-registered\/\">report concluded<\/a>. \u201cGiven that Latino and Black residents and young people participate in elections at lower rates, gains in registration needed to be <em>larger<\/em> than those of older or white Californians in order to correct these past imbalances.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/escholarship.org\/uc\/item\/8s0525pm#main\">California\u2019s likely voters<\/a> are older, include more white residents and are more likely to own homes and have a college degree than the state\u2019s overall population, according to an analysis last August by the Institute of Governmental Studies at the University of California, Berkeley.<\/p>\n\n\n\n<p>But Neal Ubriani, policy and research director for the Institute for Responsive Government, argues that automatically registering people will increase political participation, building on California mailing ballots to all registered voters. Limon\u2019s office confirmed the bill was based on research from the institute, which has pushed for what it calls the \u201cSAVR\u201d bill (Secure Automatic Voter Registration) <a href=\"https:\/\/responsivegov.org\/research\/boosting-voter-registration-new-data-from-delaware\/\">in 11 other states<\/a>.&nbsp;<\/p>\n\n\n\n<p>Ubriani is also a member of California\u2019s <a href=\"https:\/\/www.sos.ca.gov\/elections\/california-motor-voter\/motor-voter-task-force\">Motor Voter Task Force<\/a>, though it has not discussed the bill or automatic voter registration.<\/p>\n\n\n\n<p>\u201cIf somebody&#8217;s not registered to vote, they&#8217;re kind of invisible to grassroots groups, to campaigns, to election officials,\u201d he said. \u201cThey can&#8217;t reach out to them \u2026 They can&#8217;t teach them about the issues that are on the ballot. Photo by Juliana Yamada for CalMatters.<\/figcaption><\/figure>\n\n\n\n<p>\uadf8\ub9cc\ud07c <a href=\"https:\/\/ct3.blob.core.windows.net\/23blobs\/b0a71de4-c28b-4d12-aa31-4c069a05c253#page=7\">groups who oppose the bill<\/a> also say automatic registration could make it more difficult for voters if they want to change their political party, especially to <a href=\"https:\/\/calmatters.org\/politics\/elections\/2024\/02\/california-primary-election-voter-questions\/\">vote in presidential primaries<\/a>, or if they want voting materials in a language different from what they use at the DMV.<\/p>\n\n\n\n<p>Ubriani took issue with the idea that the system deprives people of a choice.<\/p>\n\n\n\n<p>\u201cThis process is just turning voting as much as possible into a one-step process to say, we know you&#8217;re eligible, we&#8217;ve made voter registration as easy as possible for you, if you want to participate, that&#8217;s up to you,\u201d he said.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-will-ineligible-voters-get-registered\">Will ineligible voters get registered?<\/h3>\n\n\n\n<p>Opponents and the bill&#8217;s author say that it\u2019s rare for ineligible people to get on the voter rolls.&nbsp;<\/p>\n\n\n\n<p>Still, state government\u2019s track record on technology is spotty at best: When California\u2019s current system started at DMV offices in 2018, about <a href=\"https:\/\/www.latimes.com\/politics\/la-pol-ca-dmv-voter-registration-error-20180905-story.html\">23,000 people were registered with errors<\/a> \u2014 including 1,600 people who <a href=\"https:\/\/apnews.com\/general-news-f5f245dbff474013a5f4bda673818138\">hadn\u2019t intended to register<\/a>, including some non-citizens. Others had incorrect information added to their registrations, such as party preferences. The registrations were canceled by the Secretary of State, the <a href=\"https:\/\/apnews.com\/general-news-f5f245dbff474013a5f4bda673818138\">Associated Press reported<\/a>.<\/p>\n\n\n\n<p>It\u2019s a crime to register to vote, or to vote, when you\u2019re not eligible, such as not having citizenship. Proponents of the bill say that shifting the burden of erroneous registrations to the state would protect people who might accidentally register under the current system and thus unintentionally break the law.&nbsp;<\/p>\n\n\n\n<p>But opponents say there isn\u2019t enough evidence of that problem. Photo by Adriana Heldiz, CalMatters<\/figcaption><\/figure>\n\n\n\n<p>And while the motor voter system had a bumpy roll-out, it now works effectively, the ACLU says.<\/p>\n\n\n\n<p>The DMV is already <a href=\"https:\/\/www.govreport.net\/california-dmv-digital-experience-platform-to-provide-world-class-self-service-channels-for-customers\/\">overhauling its software system<\/a>, a project that is scheduled to finish in 2027. That, along with the lack of clear roadmap on how the DMV would sort out those who are eligible, could set the agency up for failure if the state adopted automatic registration, Stonesifer said.<\/p>\n\n\n\n<p>\u201cIt creates a much more complicated system than we currently have and puts the responsibility in the hands of the DMV, which doesn&#8217;t have the best track record for getting that right,\u201d she said.<\/p>\n\n\n\n<p>Lim\u00f3n, however, said the current bill learns from the 2018 rollout at the DMV. \u201cWe know where the technology and where the challenges were,\u201d she said.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-how-much-would-automatic-registration-cost\">How much would automatic registration cost?<\/h3>\n\n\n\n<p>It\u2019s unclear how much the bill will cost the state or counties, but Lim\u00f3n acknowledges that with the <a href=\"https:\/\/calmatters.org\/politics\/capitol\/2024\/06\/california-budget-deficit-legislature-newsom\/\">projected state budget deficit<\/a>, any bill with additional cost is going to have an uphill battle.&nbsp;<\/p>\n\n\n\n<p>The bill\u2019s opponents say there are more effective ways to increase political participation among underrepresented communities, such as permanent funding into voter outreach.<\/p>\n\n\n\n<p>Gold said a worthwhile investment to engage more Latino voters would be to fund community-based organizations as \u201ctrusted messengers\u201d who can explain how to vote, what the issues are and why they matter.&nbsp;<\/p>\n\n\n\n<p>NALEO supports expanding the<strong> <\/strong>current program to allow people to register to vote when they apply for benefit programs such as Covered California or CalWORKS, which might better target people from underrepresented communities.
