How do they know whether they are working?<\/p>\n\n\n\n<p>Many new laws include a requirement for progress reports to the Legislature, but state agencies and commissions assigned to prepare those reports often fail to submit them on time, or at all, according to the Legislature&#8217;s website. <\/p>\n\n\n\n<p>Of the 867 reports due between Jan. 1 and Dec. 9 of this year, 84% have not been filed to the Office of Legislative Counsel, according to a CalMatters analysis. Of the 16% that were submitted \u2014 138 reports \u2014&nbsp; 68 were filed late. Another 344 reports are due by Dec. 31.&nbsp;<\/p>\n\n\n\n<p>Some agencies told CalMatters the reports were completed, but they were not properly filed with the Office of Legislative Counsel, as state law requires. It\u2019s not clear how many of the missing reports were improperly filed.<\/p>\n\n\n\n<p>The data is in line with previous <a href=\"https:\/\/calmatters.org\/politics\/capitol\/2024\/02\/california-laws-are-they-working\/\">CalMatters reporting<\/a> that found 70% of about 1,100 reports due between February 2023 and February 2024 had not been filed to the Office of Legislative Counsel. About half of those that were filed were late.&nbsp;<\/p>\n\n\n\n<p>Legislators say the lack of data can make it challenging to decide, for example, whether to grant a program more money.<\/p>\n\n\n\n<p>\uc758\uc6d0 <a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/cottie-petrie-norris-165040\">Cottie Petrie-Norris<\/a>, the Irvine Democrat who previously chaired an Assembly administrative oversight committee, says delayed or missing information is a \u201chuge issue, and a huge challenge.\u201d<\/p>\n\n\n\n<p>\u201cWe&#8217;ve got to ensure that we are making data-driven decisions and evaluating programs using real information,\u201d she said. \u201cI don&#8217;t think there&#8217;s enough attention and focus on the oversight and accountability piece of what we do in state government.\u201d<\/p>\n\n\n\n<p>One of the key policy areas where that\u2019s been an issue, she said: spending on <a href=\"https:\/\/calmatters.org\/politics\/capitol\/2024\/05\/california-budget-deficit-decisions\/\">housing and homelessness programs<\/a>.<\/p>\n\n\n\n<p>\u201cWe are spending billions and billions of dollars &#8230; on programs to end homelessness,\u201d she said. \u201cAnd not only are agencies unable to tell you the program&#8217;s working. In some cases, they&#8217;re not even able to tell you where the money was. That&#8217;s really shameful.\u201d&nbsp;&nbsp;<\/p>\n\n\n\n<p>Izzy Gardon, spokesperson for Gov. Gavin Newsom, whose branch oversees state agencies, said via email that departments \u201cactively coordinate with the Legislature to prioritize the high volume of required reports.\u201d&nbsp;<\/p>\n\n\n\n<p>\u201cThe administration welcomes opportunities to work with the Legislature to streamline reporting requirements to enhance government efficiency, improve oversight, and reduce taxpayer costs,\u201d he said.<\/p>\n\n\n\n<p>Last year, the Legislative Analyst\u2019s Office flagged <a href=\"https:\/\/lao.ca.gov\/handouts\/state_admin\/2023\/State-Grants-062723.pdf#page=9\">delayed reporting on funds for wildfire and forest resilience<\/a> as an example where, \u201creporting has not been provided by the statutory deadlines, making it much less useful for informing decision-making.\u201d<\/p>\n\n\n\n<p>\u201cIf you don&#8217;t have the reporting, it&#8217;s hard to do an oversight hearing that&#8217;s as effective,\u201d said Helen Kerstein, one of the legislative analysts, at a <a href=\"https:\/\/calmatters.digitaldemocracy.org\/hearings\/256988?t=1023&amp;f=93a0baa5b1a0040319af6dcb29f31864\">June 2023 hearing<\/a>.<strong> <\/strong>\u201cThat\u2019s why it&#8217;s so critical to have that front-end accountability, to make sure that the state is well-positioned to ensure that the dollars are being spent in the most effective way.\u201d&nbsp;<\/p>\n\n\n <div class=\"cm-leg-card cm-leg-card-padding\">\n     <p class=\"cm-leg-card-h6\">\uc774 \uae30\uc0ac\uc5d0 \uc5b8\uae09\ub41c \uc785\ubc95\uc790\ub4e4\uc5d0 \ub300\ud574 \uc790\uc138\ud788 \uc54c\uc544\ubcf4\uc138\uc694.<\/p>\n     <div class=\"cm-leg-list\">\n     \n        <a href='https:\/\/calmatters.digitaldemocracy.org\/legislators\/cottie-petrie-norris-165040' class='cm-leg-card-padding'>\n            <p class='cm-leg-card-h6'> Cottie Petrie-Norris<\/p>\n            <p> Democrat, State Assembly, District 73 (Irvine)<\/p>\n        <\/a>\n         <\/div>\n\n<\/div>\n\n\n\n<p>State law requires agencies to submit a printed copy of the reports to the Secretary of the Senate, an electronic copy to the Assembly Chief Clerk\u2019s office, and either a printed or electronic copy to the Office of the Legislative Counsel. The Assembly and Senate each compile a list of reports received.&nbsp;<\/p>\n\n\n\n<p>Legislators have recently prioritized more oversight of how the laws they pass are carried out by government agencies. As the new session kicked off on Dec. 2, the Legislature announced new rules to reduce the number of bills lawmakers can introduce \u2014 something Petrie-Norris thinks will help.&nbsp;<\/p>\n\n\n\n<p>Last year, in the Assembly, Speaker <a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/robert-rivas-165041\">\ub85c\ubc84\ud2b8 \ub9ac\ubc14\uc2a4<\/a> also reorganized the oversight committee into one focused on the budget to have better oversight of spending.&nbsp;<\/p>\n\n\n\n<p>\u201cWe must ensure that existing state programs are working full-speed ahead,\u201d he said at the start of this year\u2019s session, adding his oft-repeated manta: \u201cOur job is not just making new laws.
