Bernie Sanders and Elizabeth Warren and former Vice President Joe Biden\njust a couple of weeks before mail voting begins for the March 3 Democratic\npresidential primary.<\/p>\n\n\n\n<p>Sanders crept ahead of long-time leader Biden among Democratic voters in the <a href=\"http:\/\/www.ppic.org\/publication\/ppic-statewide-survey-californians-and-their-government-january-2020\/\">\uce98\ub9ac\ud3ec\ub2c8\uc544 \uacf5\uacf5\uc815\ucc45\uc5f0\uad6c\uc18c \uc5ec\ub860\uc870\uc0ac<\/a>, jumping 10 percentage points over the last two months to 27%.<\/p>\n\n\n\n<p>Biden\u2019s and Warren\u2019s shares were\nunchanged at 24% and 23% respectively, meaning Sanders gained supporters from\nsecond- and third-tier candidates who either dropped out, such as California\nSen. Kamala Harris, or have faded.<\/p>\n\n\n\n<p>Were election\nresults to match the PPIC polling, Sanders would claim a victory of sorts, but\nit\u2019s not quite that simple.<\/p>\n\n\n\n<p>Under the\nDemocratic Party\u2019s uber-complex rules, coming in first in the primary doesn\u2019t\nnecessarily generate a trove of delegate votes.<\/p>\n\n\n\n<p>As Paul Mitchell, California\u2019s premier political number-cruncher, points out in a<a href=\"https:\/\/capitolweekly.net\/ca120-the-math-of-the-march-primary\/\"> Capitol Weekly article<\/a>, \u201cCalifornia\u2019s Democratic primary isn\u2019t won at the \u2018national poll\u2019 level, or even at the \u2018statewide poll\u2019 level. It\u2019s won through a complicated, proportional delegate-allocation procedure that affects&nbsp;campaign strategy and could muddy the final election results.\u201d<\/p>\n\n\n\n<p>California will send 495 delegates to the Democratic National Convention, Mitchell continues. \u201cOf those, 416 will be pledged delegates (meaning that they are committed to a candidate), while 79 will be the unpledged \u2018superdelegates. &#8230; &#8216;<\/p>\n\n\n\n<p>\u201cThe\nbulk of those pledged delegates will be allocated at the congressional level,\nwith four to seven delegates awarded in each of California\u2019s 53 congressional districts, for\na total of 272.&nbsp;In addition,&nbsp;there are an additional 144 delegates awarded based on\nthe statewide results.\u201d<\/p>\n\n\n\n<p>Well,\nthat doesn\u2019t sound too complicated, but Mitchell\nadds, \u201cthere\u2019s a catch,\u201dand explains it thusly:<\/p>\n\n\n\n<p>\u201cTo\nwin any delegates within a congressional district requires the candidate to\nobtain the support of a minimum of 15% of that district\u2019s voters.&nbsp;And the state result is subject to the\nsame rule: If only one candidate gets 15% statewide, that person could win all\n144 statewide delegates, but if five candidates reach 15% they would divide the\ndelegates among themselves.<\/p>\n\n\n\n<p>\u201cGiven\nthe method of calculating delegates at the congressional district level, the\n\u2018winner\u2019 might only get 20,000 votes more than the closest competitor but\nreceive just one more delegate.&nbsp;&nbsp;Or, if the winning contender was the only one to reach\n15%, he or she could win by a mere 1% margin yet capture&nbsp;100% of the\ndelegates.\u201d<\/p>\n\n\n\n<p>Got\nthat?
