In a poll out this month, nearly two-thirds of Californians <a href=\"https:\/\/www.ppic.org\/publication\/ppic-statewide-survey-californians-and-their-government-june-2024\/\">said it\u2019s a bad time to issue more IOUs<\/a>.<\/p>\n\n\n\n<p>But that isn\u2019t stopping supporters of climate action and school construction from trying to get bond issues on the November ballot \u2014 and they say by <a href=\"https:\/\/x.com\/ChrisMicheli\/status\/1805654941836407213\">waiving state election law<\/a>, they have a little more time than <a href=\"https:\/\/calmatters.org\/newsletter\/california-budget-deal-winners-losers\/#wm-story-1\">Thursday\u2019s deadline for other ballot measures<\/a>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Senate leader <\/strong><a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/mike-mcguire-93\"><strong>\u9ea6\u514b\u9ea6\u594e\u5c14<\/strong><\/a>, in a Monday statement: \u201cWe\u2019ve been working like hell on the issue of bonds, and we\u2019re in the home stretch. We do have a little bit of wiggle room \u2014 bond measures can be added to the November ballot until July 3. We are working with the Secretary of State and Legislative Counsel to ensure we meet the July 3 deadline.\u201d<\/li>\n<\/ul>\n\n\n\n<p>School backers are pushing a $14 billion bill that would be California\u2019s <a href=\"https:\/\/calmatters.org\/education\/2023\/11\/school-construction-2\/\">largest school construction bond in decades<\/a>. If voters approve, the bond would pay for new roofs, upgraded electrical systems and other repairs at long-neglected schools in mostly rural and low-income areas where passing local bond issues is nearly impossible.<\/p>\n\n\n\n<p>The school bond may be competing for remaining state borrowing capacity, in part, with a <a href=\"https:\/\/calmatters.org\/environment\/climate-change\/2024\/05\/california-climate-programs-newsom-budget\/\">proposed climate bond issue<\/a>. This proposal started at $15.5 billion last year, but has been reduced significantly. Environmental advocates, disappointed by some cuts in the budget deal announced by Gov. Gavin Newsom and legislative leaders over the weekend, are now pinning their hopes on this bond issue.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Katelyn Roedner Sutter<\/strong>, California state director for the Environmental Defense Fund, in a statement: \u201cCalifornia needs a climate bond now to balance our investment in proven climate solutions with the scope of the threats we face from extreme heat, drought, wildfires, and pollution. It is imperative that ongoing negotiations result in a climate bond so Californians can vote to boost climate action.\u201d<\/li>\n<\/ul>\n\n\n\n<p>But Newsom, who <a href=\"https:\/\/calmatters.org\/health\/mental-health\/2024\/03\/proposition-1-gavin-newsom\/\">championed Proposition 1<\/a>\uff0c \u8fd9 <a href=\"https:\/\/calmatters.org\/_zh\/2024-%e5%b9%b4%e5%8a%a0%e5%b7%9e%e9%80%89%e6%b0%91%e6%8c%87%e5%8d%97\/%e6%8f%90%e6%a1%88-1-%e5%bf%83%e7%90%86%e5%81%a5%e5%ba%b7\/\">mental health measure that included $6.4 billion in bonds<\/a>, has acknowledged that the close call for Prop. 1 has \u201csobered\u201d conversations about how much voters are willing to borrow.<\/p>\n\n\n\n<p>\u201cThey deserve results and they demand results,\u201d he told reporters in May. \u201cAnd so when we\u2019re out there promoting these bonds, we need to be mindful of that.\u201d<\/p>\n\n\n\n<p><strong>In other ballot measure news:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Public housing: <\/strong>Legislators <a href=\"https:\/\/apnews.com\/article\/california-affordable-housing-november-ballot-1c0782266f5bfd79acd4ef34ef9bb145\">voted Monday to formally withdraw<\/a> from the Nov. 5 ballot a <a href=\"https:\/\/elections.cdn.sos.ca.gov\/ballot-measures\/pdf\/sca-2.pdf\">constitutional amendment<\/a> to no longer require local voter approval for public housing.<br><br><\/li>\n\n\n\n<li><strong>Health care:<\/strong> An initiative just qualified to <a href=\"https:\/\/oag.ca.gov\/system\/files\/initiatives\/pdfs\/23-0029A1%20%28CCS%20Covered%20California%20%29.pdf\">expand a program for specialized medical care for children<\/a>, but Politico reports that children\u2019s hospitals could be close to a deal to pull it in exchange for a budget trailer bill to provide more state money instead.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Public safety:<\/strong> Legislative leaders aren\u2019t talking about it publicly, but KCRA reports they may <a href=\"https:\/\/www.kcra.com\/article\/calfifornia-newsom-new-crime-initiative-november-ballot\/61218591\">push through a measure to compete<\/a> with one already on the Nov. 5 ballot to overhaul Prop. 47 (passed by voters in 2014) and increase punishments for retail theft and drug traffickers.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n\n\n\n\n\n\n\n\n<hr class=\"wp-block-separator In May, Cathy Darling Allen, Shasta County\u2019s registrar, retired after 20 years, saying she faced <a href=\"https:\/\/calmatters.org\/politics\/elections\/2024\/03\/election-workers-california\/\">threats, harassment and stress<\/a>.<\/p>\n\n\n\n<p>The anger among Republicans and Democrats has become so entrenched that some <a href=\"https:\/\/calmatters.org\/politics\/2024\/06\/shasta-county-election-administration\/\">residents are concerned their community will be divided for good<\/a>, explains <a href=\"https:\/\/calmatters.org\/author\/jessica-huseman\/\">Jessica Huseman<\/a> of Votebeat, in partnership with CalMatters.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Jenny O\u2019Connell<\/strong>, resident: \u201cWe can\u2019t just stop talking to each other. \u2018<em>Oh, gee, I\u2019d love for my kid to go, but those other kids are there. Said one Stanford University political scientist: \u201cEvery minute you are spending working on a fake problem you are not working on a real one.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/calmatters.org\/politics\/2024\/06\/shasta-county-election-administration\/\">Read more about Shasta County<\/a> in Jessica\u2019s story.<\/p>\n\n\n\n<p><strong>Speaking of voters:<\/strong> A federal judge heard arguments Monday in a lawsuit by the California Council of the Blind that seeks to require the Secretary of State\u2019s office to <a href=\"https:\/\/calmatters.org\/politics\/2024\/06\/california-voters-access-visually-impaired\/\">allow voters with certain disabilities to return their ballots electronically<\/a>\u636e CalMatters \u62a5\u9053 <a href=\"https:\/\/calmatters.org\/author\/sameea-kamal\/\">\u8428\u7c73\u5a05\u00b7\u5361\u9a6c\u5c14<\/a>.<\/p>\n\n\n\n<p>Advocates say that voters with visual impairments are forced to rely on others to return their ballots.&nbsp;<\/p>\n\n\n\n<p>Secretary of State Shirley Weber opposed a 2022 bill that sought to allow electronic ballot returns for voters with disabilities, citing concerns about cybersecurity threats.&nbsp;<\/p>\n\n\n\n<p>U.S. District Judge Sallie Kim said she was concerned about the timing and implementation of a new voting process. Newsom and lawmakers of both parties condemned a protest outside a Los Angeles synagogue that turned violent on Sunday.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\u7ebd\u745f\u59c6<\/strong>, in a social media post: \u201cThere is no excuse for targeting a house of worship. Such antisemitic hatred has no place in California.\u201d<\/li>\n<\/ul>\n\n\n\n<p>Fights broke out as more than 150 <a href=\"https:\/\/www.latimes.com\/california\/story\/2024-06-23\/pro-palestinian-protesters-and-supporters-of-israel-engage-in-violent-clash-outside-a-west-l-a-synagogue\">pro-Palestinian protesters and counter-protestors converged on the Adas Torah synagogue<\/a> and the Los Angeles Police Department eventually deployed 60 officers to clear the area, according to the Los Angeles Times. The Times reported that the initial protesters showed up in response to an ad in the Jewish Journal that promised to provide information on \u201chousing projects in all the best Anglo neighborhoods in Israel.\u201d<\/p>\n\n\n\n<p>Democratic Sen. <a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/scott-wiener-100936\">\u65af\u79d1\u7279\u00b7\u7ef4\u7eb3<\/a> of San Francisco and Assemblymember <a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/jesse-gabriel-160858\">Jesse Gabriel<\/a> of Encino, co-chairpersons of the California Legislative Jewish Caucus, called the incident \u201creprehensible\u201d and said \u201cthose who are responsible must be held fully accountable.\u201d<\/p>\n\n\n\n<p>They noted that the state budget agreement announced Saturday includes $160 million in grants over the next two years to protect houses of worship and other nonprofits that are at high risk of attacks or hate crimes.
