It&#8217;s Monday, May 11.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">State&#8217;s vetting process under scrutiny<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"2000\" height=\"1418\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2019\/09\/091219_AW_assembly_sized_07.jpg?resize=2000%2C1418&#038;ssl=1\" alt=\"\" class=\"wp-image-88066\" \/><figcaption>Assemblywoman Cottie Petrie-Norris, who will lead today&#8217;s hearing, in 2019. Photo by Anne Wernikoff for CalMatters<\/figcaption><\/figure>\n\n\n\n<p>Who could have predicted face masks would become such a hot topic in California? <\/p>\n\n\n\n<p>They&#8217;re the subject of a <a href=\"https:\/\/calmatters.org\/wp-content\/uploads\/2020\/05\/Contracting-in-Emergency.-Agenda.pdf\">state Assembly hearing this afternoon<\/a>, as lawmakers investigate why California on March 26 sent $456.9 million to a 3-day-old company, Blue Flame Medical, before clawing the money back hours later, as <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2020\/05\/california-mask-deal-blue-flame-collapsed-republican-vendor-maryland-porter-gula-thomas\/\">CalMatters&#8217; Laurel Rosenhall first reported<\/a>.<\/p>\n\n\n\n<p>Lawmakers will probe Gov. Gavin Newsom&#8217;s administration about its <a href=\"https:\/\/calmatters.org\/wp-content\/uploads\/2020\/05\/Contracting-Emergency.-Background.pdf\">pandemic vetting process<\/a>, as other failed or incomplete deals for personal protective equipment emerge:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>The $1 billion deal with Chinese company BYD for 200 million N95 respirators per month.<\/strong> So far, BYD hasn&#8217;t sent any N95 respirators, because they&#8217;re still awaiting federal certification. It will reimburse the state $247.5 million, <a href=\"https:\/\/www.latimes.com\/california\/story\/2020-05-07\/coronavirus-california-contracts-billions-accountability\">the Los Angeles Times reported<\/a>.<\/li><li><strong>A failed $800 million mask deal with Bear Mountain Development Co. LLC, <\/strong>run by former Alabama Attorney General Troy King. The deal disintegrated after the company failed to deliver most of the state&#8217;s order for 400 million surgical masks and 200 million face shields. A state spokesman told <a href=\"https:\/\/www.latimes.com\/california\/story\/2020-05-09\/coronavirus-california-contracts-masks-bear-mountain\">the Los Angeles Times<\/a> California paid no upfront money.<\/li><li><strong>A failed $8.75 million deal with Brazilian company Hichens, Harrison and Co. <\/strong>It&#8217;s unclear why this one collapsed. But the state got its money back within a week, company president Peter Leite told the <a href=\"https:\/\/www.sacbee.com\/news\/politics-government\/capitol-alert\/article242556951.html\">\u8428\u514b\u62c9\u95e8\u6258\u871c\u8702\u62a5<\/a>.<\/li><\/ul>\n\n\n\n<p>Newsom said Thursday the state improved vendor vetting after the Blue Flame fiasco. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>\u7ebd\u745f\u59c6\uff1a <\/strong>&#8220;We were in the Wild, Wild West period in the early part of this pandemic. Those dollars were protected and protocols were put into place that are much strengthened after that specific incident.&#8221;<\/li><\/ul>\n\n\n\n<p>Still, lawmakers want specifics. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2020\/05\/lawmakers-probe-newsom-blue-flame-coronavirus-contracts-california-suppliers-masks\/\">Assemblywoman Cottie Petrie-Norris, a Laguna Beach Democrat who will chair today&#8217;s hearing<\/a>: &#8220;I think it would be very productive for both the Legislature and also for the public at large to understand what happened.&#8221; <\/li><\/ul>\n\n\n\n<p><strong>Also today: <\/strong>The Senate returns to the state Capitol. (The Assembly returned May 4.) There are <a href=\"https:\/\/sd39.senate.ca.gov\/news\/20200506-senate-resumes-legislative-hearings-extra-precautions\">new procedures<\/a> to minimize virus spread and a <a href=\"https:\/\/sd39.senate.ca.gov\/news\/20200506-joint-statement-senate-and-assembly-leaders-legislative-leaders-set-tentative-calendar\">new schedule<\/a> for the year to reflect the shortened timeframe.<\/p>\n\n\n\n<p class=\"has-text-align-center\">______________<\/p>\n\n\n\n<p><strong>The Bottom Line:<\/strong>&nbsp;As of 7 p.m. Sunday night, California had&nbsp;<strong>67,599 confirmed coronavirus cases<\/strong>&nbsp;\u548c&nbsp;<strong>2,716 deaths<\/strong>&nbsp;from the virus, according to a&nbsp;<a href=\"https:\/\/www.latimes.com\/projects\/california-coronavirus-cases-tracking-outbreak\/#nt=1PromoSuperLeadLarge-1col-7030col1-main\">Los Angeles Times tracker<\/a>. California is the first state to temporarily shift to all-mail voting as a result of the pandemic, a move largely applauded by Democrats and opposed by Republicans. A spokesperson for President Trump&#8217;s campaign <a href=\"https:\/\/www.politico.com\/states\/california\/story\/2020\/05\/08\/california-becomes-first-state-to-make-november-an-all-mail-ballot-election-1283238\">lambasted Newsom on Friday<\/a>, arguing the order was &#8220;a thinly veiled political tactic&#8221; that would &#8220;undermine election security&#8221; and promote voter fraud. Between $18 billion and $31 billion, according to <a href=\"https:\/\/lao.ca.gov\/Publications\/Report\/4228\">a report released Friday<\/a> from the Legislative Analyst&#8217;s Office \u2014 a significantly lower number than the $54 billion the state Department of Finance <a href=\"https:\/\/calmatters.org\/economy\/2020\/05\/california-budget-deficit-severe-cuts-ahead-recession\/\">predicted Thursday<\/a>. (The LAO made its estimate using the current budget, which is lower than the proposed January budget the finance department used for its estimate.) But any way you slice it, California&#8217;s budget hole will be massive for years to come. The LAO report predicts California could face budget deficits totaling as much as $126 billion through 2024. One way to stop the fiscal bleeding? More federal aid, which &#8220;would reduce the hardship felt by Californians but also help reduce the budgetary problem,&#8221; legislative analyst Gabe Petek said in a recent Zoom call with reporters.<\/p>\n\n\n\n<p><strong>3.<\/strong> <strong>CA&#8217;s new child care website lacks essential information<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1500\" height=\"1035\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2020\/05\/ChildcarePortal_screenshot.png?resize=1500%2C1035&#038;ssl=1\" alt=\"Screenshot of California's child care portal\" class=\"wp-image-113984\" \/><figcaption>Screenshot of California&#8217;s new child care portal<\/figcaption><\/figure>\n\n\n\n<p>The state&#8217;s <a href=\"https:\/\/mychildcare.ca.gov\/#\/home\">new child care website<\/a>, launched to help essential workers find a provider for their kids amid the pandemic, lacks key information, <a href=\"https:\/\/calmatters.org\/children-and-youth\/2020\/05\/california-child-care-website-coronavirus-pandemic-portal\/\">CalMatters&#8217; Elizabeth Aguilera reports<\/a>. In many cases, child care centers&#8217; hours of operation are missing and the number of open slots is marked &#8220;unknown.&#8221; In addition, complaints and citations aren&#8217;t listed directly on the site. Ironically, a comprehensive multimillion-dollar state child care website was already in the works and is set to launch in July. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Keisha Nzwei, director of public policy for the California Child Care Resource and Referral Network<\/strong>, which is building the site: &#8220;I wish people could see how beautiful and user-friendly this site is going to be.&#8221;<\/li><\/ul>\n\n\n\n<p><strong>4.<\/strong> <strong>Black Californians dying from COVID-19 at disproportionately high rates<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"2000\" height=\"1436\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2020\/05\/OCR_LAMedical_050620_01.jpg?resize=2000%2C1436&#038;ssl=1\" alt=\"LAC + USC Medical Center in Los Angeles on Monday, March 23, 2020. In Los Angeles, which has by far the state&#8217;s highest COVID-19 death toll, 12.5% of deaths have been black residents, though they make up only 8% of the population, <a href=\"https:\/\/calmatters.org\/california-divide\/2020\/05\/why-is-coronavirus-deadly-for-blacks-los-angeles\/\">CalMatters&#8217; Nigel Duara reports<\/a>. And in the Bay Area&#8217;s three largest counties, black residents are dying at nearly twice the rate of any other race, while Latinos are testing positive for coronavirus at disproportionately high levels, the <a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/Bay-Area-Latinos-hit-hardest-by-coronavirus-15252632.php\">San Francisco Chronicle reports<\/a>. Experts say the disparity is due to the fact that blacks and Latinos are more likely to have underlying health conditions, be frontline workers, live in multigenerational housing and have poorer access to coronavirus testing and health care. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/Bay-Area-Latinos-hit-hardest-by-coronavirus-15252632.php\">Dr. Stephen Lockhart, Sutter Health chief medical officer<\/a>: <\/strong>&#8220;The COVID-19 pandemic has ripped a Band-Aid off the structural inequities that exist within our society.
