{"id":11484,"date":"2015-12-12T00:00:00","date_gmt":"2015-12-12T08:00:00","guid":{"rendered":"https:\/\/calmatters.org\/articles\/paying-by-the-mile-to-fix-potholes\/"},"modified":"2023-05-24T11:23:44","modified_gmt":"2023-05-24T18:23:44","slug":"paying-by-the-mile-to-fix-potholes","status":"publish","type":"post","link":"https:\/\/calmatters.org\/_zh\/california-divide\/2015\/12\/paying-by-the-mile-to-fix-potholes\/","title":{"rendered":"Paying by the mile to fix potholes"},"content":{"rendered":"\n<p>California is experimenting with a new way to raise money for road repairs by keeping track of the mileage of cars and trucks with stickers or electronics.<\/p>\n\n\n\n<p>A large-scale system won\u2019t happen for many years, but officials say it may be needed because the influx of fuel-efficient or electric cars will shrink revenue from the gas tax, which is the largest source of road funding today.<\/p>\n\n\n\n<p>\u201cIt\u2019s a future thing that probably wouldn\u2019t work very well today, but maybe five years from now, certainly 10 years from now, it has a lot of potential,\u201d said James Madaffer, a commissioner on the California Transportation Commission and the owner of a public-policy consulting firm.<\/p>\n\n\n\n<p>The system could in theory gather a trove of data on individuals\u2019 driving patterns, sparking privacy concerns. The 2014 bill that authorized the pilot study said the research must \u201cprotect the integrity of the data and safeguard the privacy of drivers.\u201d<\/p>\n\n\n\n<p>One privacy-oriented <a href=\"http:\/\/www.catc.ca.gov\/meetings\/Committees\/Road_Charge\/Road_Charge_October_23_2015\/Road_Charge_Pilot_Design_Recommendations_Draft.pdf\">idea<\/a> is to allow participants to pre-pay their taxes by purchasing a sticker that is valid for a fixed number of miles or a fixed time period. There is no record of where the car has traveled but, in some cases, the car\u2019s odometer would need to be checked either in person or electronically. If the car went out of state, the driver could file for a refund.<\/p>\n\n\n\n<p>Another method would use a device that automatically reports mileage information to the state electronically.<\/p>\n\n\n\n<p>Oregon is the first state to test an electronic device to tax vehicle mileage. There, public information officer Michelle Godfrey said location data are destroyed after 30 days.<\/p>\n\n\n\n<p>\u201cProbably our top priority in all this has been privacy,\u201d said Madaffer.<\/p>\n\n\n\n<p>Currently, Californians pay about <a href=\"http:\/\/www.api.org\/~\/wp-content\/Files\/Statistics\/State-Motor-Fuel-Taxes-Report-October-2015.pdf?la=en\">59 cents per gallon<\/a> in federal, state and local taxes for gas. That is the main source of funding for road and bridge maintenance. But it\u2019s not enough to keep up with the backlog of work. State officials say money for heavy-duty repairs, currently $2.3 billion per year, needs to be raised by another $5.7 billion annually over the next decade.<\/p>\n\n\n\n<p>Lawmakers meeting in a special session called by Gov. Jerry Brown are considering an increase in the gas tax between 6 and 12 cents per gallon. This would be a short-term fix, however, because as more Californians swap their gas-guzzlers for the fuel-efficient or electric vehicles, gas tax revenues will fall.<\/p>\n\n\n\n<p>With a system that tracks mileage, Californians who drive electric vehicles would pay more for road maintenance than they pay today and, conversely, gas guzzlers would probably pay less. Currently, owners of all-electric vehicles pay zero, because they do not use gas.<\/p>\n\n\n\n<p>Motorists have raised the issue with the <a href=\"http:\/\/www.catc.ca.gov\/meetings\/Committees\/Road_Charge\/Road_Charge.html\">California Road Charge Pilot Program Technical Advisory Committee<\/a>,<a href=\"http:\/\/www.catc.ca.gov\/meetings\/Committees\/Road_Charge\/Road_Charge.html\"> which holds monthly hearings around the state<\/a>. California subsidizes electric and plug-in hybrid cars to encourage more people to drive them. Some motorists have complained about a mixed message sent by the mileage-based charging system.<\/p>\n\n\n\n<p>\u201cIt seems like this is counter to the goal of reducing fuel consumption,\u201d a person from Santa Maria wrote in an email to the committee.<\/p>\n\n\n\n<p>Madaffer says it\u2019s an issue of fairness. \u201cPeople with lower incomes and older vehicles \u2014 they\u2019re paying, where somebody that has a higher income, say, driving a Tesla \u2014 [they\u2019re] not paying a damn thing,\u201d he said, noting that he himself drives an electric car.<\/p>\n\n\n\n<p>Volunteer drivers are being <a href=\"http:\/\/californiaroadchargepilot.com\">recruited<\/a> for the pilot project, which will start next summer and aims to include 5,000 vehicles throughout California. Hundreds of people have already signed up, according to Madaffer. The program will simulate a per-mile charging system without actually using real money. A permanent system would require approval from the Legislature.<\/p>\n\n\n\n<p>California is following in the steps of Oregon, where a <a href=\"http:\/\/www.myorego.org\/\">program<\/a> has about 900 participants so far.&nbsp; \u201cWith very little tweaking, we could implement this system \u2014 this exact system \u2014 for a large number of vehicles,\u201d said Godfrey, who is herself participating.<\/p>\n\n\n\n<p>The Oregon program <a href=\"http:\/\/www.myorego.org\/about\/calculator\/\">charges participants 1.5 cents for each mile they drive<\/a>, and they pay with real money. The price is set to ensure that vehicles getting 20 miles per gallon, the average fuel-economy at the time the policy was evaluated in 2012-2013, do not pay any more or less than they would under a gas tax.<\/p>\n\n\n\n<div class=\"wp-block-image wp-caption\"><figure class=\"alignleft is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"\/wp-content\/uploads\/transportation\/dongle-255x300.jpg\" alt=\"\" class=\"wp-image-28863\" height=\"300\" width=\"255\"\/><figcaption>The Oregon Dongle, a mileage tracking device<\/figcaption><\/figure><\/div>\n\n\n\n<p>In Oregon, a device called a dongle that\u2019s smaller than a printer cartridge plugs into a data port below the steering wheel. The device captures the car\u2019s mileage and sends it to an account chosen by the driver. Some accounts are managed by private companies.
