Photo by Anne Wernikoff for CalMatters<\/figcaption><\/figure>\n\n\n\n<p>There are now two official states of emergency in California \u2014 one statewide due to the coronavirus pandemic and one in Los Angeles County in response to protests following the <a href=\"https:\/\/www.politifact.com\/article\/2020\/may\/29\/death-george-floyd-what-you-need-know\/\">death of George Floyd<\/a> at the hands of Minneapolis police a week ago today.<\/p>\n\n\n\n<p>\u5dde\u957f\u52a0\u6587\u00b7\u7ebd\u68ee <a href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2020\/05\/5.30.20-Los-Angeles-SOE-Proclamation.pdf\">proclaimed<\/a> Los Angeles to be in a state of emergency shortly before midnight Saturday, deploying members of the National Guard to help the county respond to arson, looting, vandalism and violent clashes between protesters and police. <\/p>\n\n\n\n<p>As peaceful daytime protests gave way to violent night disruptions across California over the weekend, urban centers like <a href=\"https:\/\/www.latimes.com\/california\/story\/2020-05-31\/looting-vandalism-leaves-downtown-l-a-stunned\">Los Angeles<\/a>, <a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/San-Francisco-to-be-under-curfew-Sunday-night-15306217.php\">San Francisco<\/a>, <a href=\"https:\/\/www.mercurynews.com\/2020\/05\/31\/bay-area-authorities-announce-arrests-after-saturday-night-protests\/\">San Jose<\/a>, <a href=\"https:\/\/www.sacbee.com\/news\/article243135326.html\">Beverly Hills and Santa Monica<\/a> instituted curfews \u2014 some starting as early as 1 p.m. and others lasting indefinitely. Nevertheless, protests \u2014 some violent \u2014 continued in a number of cities on Sunday night.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/www.gov.ca.gov\/2020\/05\/30\/governor-newsom-statement-on-demonstrations-across-california-and-the-passing-of-federal-officer\/\">Newsom in a Saturday statement<\/a>: <\/strong>\u201cThere are indications that violent actors may be attempting to use these protests for their own agendas. To those who seek to exploit Californians\u2019 pain to sow chaos and destruction, you are not welcome.\u201d<\/li><\/ul>\n\n\n\n<p>The extent of the damage incurred on Saturday night \u2014 both fiscal and personal \u2014 is unclear but clearly staggering. A federal officer was <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/authorities-identify-federal-officer-killed-oakland-during-george-floyd-protest-n1220516\">shot and killed in Oakland<\/a>. Protestors and police were injured. One San Francisco jeweler whose business was looted <a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/Free-for-all-as-San-Francisco-businesses-15306701.php\">\u8bf4<\/a>, &#8220;I can&#8217;t put a dollar estimate on it. My wife is devastated. She&#8217;s been here since 1991. She built this over almost 30 years.&#8221; <\/p>\n\n\n\n<p>Sunday saw community members and leaders gather in <a href=\"https:\/\/www.sacbee.com\/news\/local\/article243141911.html\">cities<\/a> <a href=\"https:\/\/www.latimes.com\/california\/story\/2020-05-31\/santa-ana-protests-bristol-mcfadden\">across the state<\/a> to clean up broken glass, scrub away graffiti, fix broken doors and support business owners facing hundreds of thousands of dollars in damage and stolen merchandise on top of losses incurred by the coronavirus pandemic. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/www.nbclosangeles.com\/news\/local\/church-leader-councilman-sheriff-call-for-peace-amid-protests\/2371360\/\">Noel Jones, a Jamaican-American Pentecostal bishop at Los Angeles&#8217; City of Refuge Church<\/a>:<\/strong> &#8220;This is an all-too familiar experience, and our suffering is real. But violence is not the solution. Photo illustration by Anne Wernikoff for CalMatters\" class=\"wp-image-103601\" \/><figcaption>Photo illustration by Anne Wernikoff for CalMatters<\/figcaption><\/figure>\n\n\n\n<p>One of California&#8217;s highest-profile ballot initiatives <a href=\"https:\/\/www.sos.ca.gov\/administration\/news-releases-and-advisories\/2020-news-releases-and-advisories\/ap20049-new-measure-eligible-californias-november-2020-ballot\/\">qualified for the November ballot Friday<\/a>, just a week after <a href=\"https:\/\/calmatters.org\/newsletter\/california-ab-5-labor-uber-lyft-ballot-measure\/\">another prominent measure<\/a> did the same. The initiative would amend Prop. 13, the landmark 1978 measure that capped property taxes, by nixing its protections for commercial property owners. Businesses would thus pay property taxes based on their current market value, raising as much as $12 billion for public schools, community colleges and local governments. Exempted from the proposed change: agricultural properties and owners of commercial and industrial properties with a combined value of $3 million or less. <\/p>\n\n\n\n<p>In an&nbsp;<a rel=\"noreferrer noopener\" href=\"http:\/\/www.ppic.org\/publication\/ppic-statewide-survey-californians-and-education-april-2020\/\" target=\"_blank\">April poll by the Public Policy Institute of California<\/a>, 53% of likely voters supported the idea, while 47% were opposed.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>San Francisco Mayor London Breed: <\/strong>&#8220;Any local official will have a tough time explaining to their constituents why, in the midst of this crisis, they didn\u2019t support closing corporate tax loopholes to bring more resources back locally for our schools and local communities.&#8221;<\/li><li><strong><a href=\"https:\/\/www.sacbee.com\/news\/politics-government\/article243033991.html\">California Business Roundtable President Rob Lapsley<\/a>: <\/strong>&#8220;We are going to have the largest tax increase in California history at exactly the wrong time in our economy to be able to afford it.&#8221;<\/li><\/ul>\n\n\n\n<p><strong>2.<\/strong> <strong>Newsom: Counties can move through phase 3 reopening at own pace<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"2000\" height=\"1333\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2020\/05\/052220_RestaurantsReopening_AW_sized_08.jpg?resize=2000%2C1333&#038;ssl=1\" alt=\"A masked server speaks with guests at Ristorante Allegria in Downtown Napa on May 22, 2020. Photo by Anne Wernikoff for CalMatters<\/figcaption><\/figure>\n\n\n\n<p>Counties can decide for themselves how quickly to move through the <a href=\"https:\/\/covid19.ca.gov\/roadmap\/#stage-3\">third phase of reopening<\/a>, which includes higher-risk businesses like nail salons, gyms and fitness centers, Newsom said Friday. However, the counties still have to follow the state&#8217;s reopening guidelines for those businesses \u2014 slated to be released this week \u2014 and are not allowed to reopen <a href=\"https:\/\/covid19.ca.gov\/roadmap\/#stage-4\">phase 4 businesses<\/a> like nightclubs, concerts and conventions.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>\u7ebd\u745f\u59c6\uff1a <\/strong>&#8220;The state puts out the guidelines by sector on how to safely reopen. It\u2019s the counties, working with their health director, that can determine the pace of when. The state is not dictating, not mandating, those dates.&#8221;  <\/li><\/ul>\n\n\n\n<p>Meanwhile, the U.S. Supreme Court <a href=\"https:\/\/www.supremecourt.gov\/opinions\/19pdf\/19a1044_pok0.pdf\">refused Friday to strike down<\/a> Newsom&#8217;s stay-at-home order about religious gatherings, after hearing arguments in a case that <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2020\/05\/california-shutdown-lawsuits-newsom-dhillon-coronavirus-shelter-in-place-executive-orders\/#lawsuits\">San Diego&#8217;s South Bay Pentecostal Church brought against the governor<\/a>. Nevertheless, <a href=\"https:\/\/www.latimes.com\/california\/story\/2020-05-31\/la-me-coronavirus-churches-reopening-california\">some California churches held large Pentecost services Sunday<\/a> in violation of the order, which caps services at 25% of building capacity or 100 people, whichever is lower.<\/p>\n\n\n\n<p><strong>3.<\/strong> <strong>Twelve hours inside a Los Angeles restaurant amid the pandemic <\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"2000\" height=\"1500\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2020\/05\/052120_SageBistro_ND_sized_05.jpg?resize=2000%2C1500&#038;ssl=1\" alt=\"\" class=\"wp-image-116716\" \/><figcaption>Edson Romero, 34, works in the kitchen at Sage Bistro. Although it&#8217;s deepened the economic divisions between owners, managers and minimum-wage employees, everyone is taking a hit. Twenty-five percent of California restaurants aren&#8217;t expected to survive in an industry that employs 1.4 million people. Restaurants are struggling to find sustainable business models when they can&#8217;t fill dining rooms to capacity due to social distancing requirements. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Mollie Englehart, owner of Sage Bistro in Los Angeles: <\/strong>&#8220;I&#8217;d like to bring everybody back to work, but I can&#8217;t have more than 10 people in one place. I understand that if you lost someone to COVID, what I&#8217;m about to say is going to sound terrible, but we&#8217;ve flattened the curve. We&#8217;ve more than flattened the curve. What is the endgame?&#8221; <\/li><\/ul>\n\n\n\n<p><strong>4. Newsom on humility, Trump and guiding California through coronavirus<\/strong><\/p>\n\n\n\n<p>In the lengthiest interview he&#8217;s given since the onset of the coronavirus pandemic, <a href=\"https:\/\/story.californiasunday.com\/gavin-newsom\">Newsom opened up to California Sunday Magazine<\/a> about the scramble to understand what was going on in the early days of the virus, his back-and-forth relationship with President Donald Trump and trying to meet the needs of 40 million residents amid an unprecedented crisis.<\/p>\n\n\n\n<p>A word that comes up frequently in the interview is &#8220;humility.&#8221; <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>\u7ebd\u745f\u59c6\uff1a <\/strong>&#8220;There\u2019s a humility because of your own feeling of inadequacy to meet everybody\u2019s needs. What comes at you every single day is a deep overwhelm, and every day you feel that way. It\u2019s like a coral reef. It keeps amassing on top of each other. So every day becomes even more challenging than the next, because you realize you still have to attend to last week\u2019s&nbsp;work.&#8221; <\/li><li>&#8220;What I\u2019ve learned is that what I don\u2019t know now is exponentially greater than what I thought I did know four or five weeks ago.
