It&#8217;s Friday, August 28.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Police reforms uncertain<\/h2>\n\n\n\n<p>Protests over racism and police brutality are reigniting across California following the <a href=\"https:\/\/www.cnn.com\/2020\/08\/27\/us\/jacob-blake-wisconsin-thursday\/index.html\">Wisconsin police shooting of Jacob Blake<\/a>, even as state lawmakers back away from <a href=\"https:\/\/calmatters.org\/justice\/2020\/08\/california-police-reform-bills\/\">a slate of police reform bills<\/a> introduced after George Floyd&#8217;s death as the <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2020\/08\/california-economy-evictions-fires-state-senate\/\">legislative session draws to a close<\/a>. <\/p>\n\n\n\n<p>As lawmakers churn through hundreds of bills before the session ends Monday, <a href=\"https:\/\/www.latimes.com\/california\/story\/2020-08-27\/police-reform-george-floyd-california-legislature\">some police reform measures have failed to make the cut<\/a> \u2014 including measures requiring cops to intervene if they witness excessive force by another officer, streamlining oversight boards of sheriff&#8217;s departments and limiting use of deadly force. Some remaining measures <a href=\"https:\/\/www.sacbee.com\/opinion\/editorials\/article245286690.html\">face uphill battles<\/a>.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/www.latimes.com\/california\/story\/2020-08-27\/police-reform-george-floyd-california-legislature\">State Sen. Steven Bradford, a Gardena Democrat<\/a>: <\/strong>&#8220;Many times you have &#8230; elected officials, who are there for the photo op, the press conference, but when it comes to standing up and doing the real thing, they fade to the shadows.&#8221;<\/li><\/ul>\n\n\n\n<p>Police unions <a href=\"https:\/\/www.latimes.com\/california\/story\/2020-08-27\/police-union-asks-legislatures-to-hold-reforms-for-special-session\">asked Gov. Gavin Newsom Thursday<\/a> to declare a special session so lawmakers have more time to consider the measures and don&#8217;t pass laws &#8220;rife with unintended consequences.&#8221; <a href=\"https:\/\/www.latimes.com\/california\/story\/2020-08-27\/police-union-asks-legislatures-to-hold-reforms-for-special-session\">\u7ebd\u745f\u59c6\u8bf4<\/a> he does not currently plan to do so.<\/p>\n\n\n\n<p>Meanwhile, protesters returned to the streets this week. Hundreds marched peacefully in Oakland on Wednesday night, but <a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/Demonstrators-hit-streets-of-Oakland-courthouse-15518204.php\">tensions escalated<\/a> after some demonstrators lit fires in a courthouse, set off fireworks, shattered windows and <a href=\"https:\/\/twitter.com\/abc7newsbayarea\/status\/1298861611105607680\">set a car on fire<\/a>. Hundreds also gathered in Los Angeles, <a href=\"https:\/\/www.latimes.com\/california\/story\/2020-08-27\/10-arrested-after-protesters-clash-with-l-a-police-in-wake-of-jacob-blake-shooting\">with 10 protesters arrested Wednesday<\/a>. Amid peaceful protests in Sacramento, <a href=\"https:\/\/www.sacbee.com\/news\/local\/crime\/article245309185.html\">officials worried one scheduled Thursday night could turn violent<\/a>.<\/p>\n\n\n\n<p>Sports teams throughout the country \u2014 including <a href=\"https:\/\/www.latimes.com\/sports\/story\/2020-08-26\/nba-players-discuss-boycott-of-playoff-games-jacob-blake-shooting?utm_source=sfmc_100035609&amp;utm_medium=email&amp;utm_campaign=30154+Essential+California+8%2f27%2f20&amp;utm_term=https%3a%2f%2fwww.latimes.com%2fsports%2fstory%2f2020-08-26%2fnba-players-discuss-boycott-of-playoff-games-jacob-blake-shooting&amp;utm_id=12787&amp;sfmc_id=1845983\">California basketball,<\/a> <a href=\"https:\/\/www.sfchronicle.com\/athletics\/article\/A-s-Rangers-latest-team-to-postpone-game-to-15519850.php\">baseball<\/a>, <a href=\"https:\/\/www.mercurynews.com\/2020\/08\/26\/san-jose-earthquakes-game-against-portland-is-among-those-postponed\/\">soccer<\/a> <a href=\"https:\/\/twitter.com\/PR_NHL\/status\/1299104547302977538\/photo\/1\">and hockey teams<\/a> \u2014 canceled games through at least Thursday in solidarity with the Black Lives Matter movement. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/twitter.com\/KingJames\/status\/1299022257029816320\">LeBron James, Los Angeles Lakers basketball player<\/a>: <\/strong>&#8220;Change doesn&#8217;t happen with just talk!! Brian Jones, a Santee Republican who tested positive for COVID-19<\/a>, CalMatters&#8217; Laurel Rosenhall reports. Democratic Senate leader Toni Atkins on Thursday ordered 10 GOP senators to debate and cast their votes remotely in an unprecedented action at the end of a year like none other in Sacramento. <\/p>\n\n\n\n<p>The dramatic move likely won&#8217;t affect the outcome of many bills, as Democrats control the Legislature with a large majority. But it sets the stage for partisan feuding \u2014 and potential legal challenges \u2014 during the <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2020\/08\/california-economy-evictions-fires-state-senate\/\">frenzied final days of a legislative session that ends Monday<\/a>. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Atkins: <\/strong>&#8220;We are actually running out of time if we want to get through the hundreds of bills that we still have to do.&#8221; <\/li><\/ul>\n\n\n\n<p>Sen. Jim Nielsen of Gerber \u2014 the only Republican not ordered to quarantine \u2014 said he was permitted on the Senate floor because he skipped a caucus meeting and dinner attended by other GOP senators. He lambasted the decision to only quarantine Republicans, pointing out Democrats had been in the Capitol with Jones just days earlier. <a href=\"https:\/\/www.senate.ca.gov\/media-archive\">Video<\/a> from an Aug. 20 hearing <a href=\"https:\/\/calmatters.org\/wp-content\/uploads\/2020\/08\/Screen-Shot-2020-08-27-at-6.29.45-PM.png\">shows Jones removing his mask to snack on chips and sip a beverage<\/a> while everyone else in the room was wearing a mask. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Nielsen: <\/strong>&#8220;There is a hypocrisy of the majority that sometimes borders on arrogance.&#8221;<\/li><\/ul>\n\n\n\n<p>Whether the quarantined senators actually vote remotely remains to be seen. Many, <a href=\"https:\/\/jones.cssrc.us\/content\/jones-remote-voting-and-proxy-voting-declared-unconstitutional-legislative-counsel?fbclid=IwAR0R4LQSIFL_QqyuaOrA25yPhZown3m4aTvTRtIXQuDGMXgHu09Va7Easxw\">including Jones<\/a>, have argued that remote voting is unconstitutional. Though the new rules are expected to save billions of dollars in avoided deaths, hospitalizations and emergency room visits \u2014 particularly in disadvantaged communities \u2014 they also come with billions of dollars in regulatory costs, <a href=\"https:\/\/calmatters.org\/environment\/2020\/08\/california-ships-trucks-pollution-ports\/\">CalMatters&#8217; Rachel Becker reports<\/a>. After all the controversy over how and whether to reopen schools, teachers unions are warning of more turmoil&nbsp;for parents, students and school districts. California Teachers Association President E. Toby Boyd <a href=\"https:\/\/calmatters.org\/education\/2020\/08\/california-teachers-crisis-layoffs\/?_gl=1*1agkznr*_ga*MTI5ODY1NTYxOS4xNTgyOTEwNjk3\">told CalMatters\u2019 Lauren Hepler<\/a> that his powerful union is bracing for up to 60,000 layoffs and a funding shortfall of $20 billion \u2014 unless the state acts on new wealth and property taxes backed by the union and its allies.
