Will he recover from recent stumbles?<\/p>\n\t\t\t\t\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\n\t\t\n<p>Speaking to the camera from his home office during the final days of a family <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2020\/11\/california-team-biden-vote-padilla-yee\/\">quarantine<\/a>, Gov. Gavin Newsom seemed at times to be giving <em>himself<\/em> a pep talk, as much as encouraging 40 million Californians to hunker down amid a coronavirus spike threatening to <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2020\/12\/many-california-icus-full\/\">overwhelm hospitals<\/a>.&nbsp;<\/p>\n\n\n\n<p>\u201cWe will get through this,\u201d the governor <a href=\"https:\/\/www.youtube.com\/watch?v=S3TLa2-Q25k\">\u8bf4<\/a> last week, before a bookcase decorated with antique cameras and stylish knick-knacks. \u201cThis is the final surge. We have a light at the end of the tunnel with these vaccines, but we need to take seriously this moment.\u201d<\/p>\n\n\n\n<p>The moment is consequential not only for California \u2014 with more than 10,500 people <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2020\/04\/california-coronavirus-covid-patient-hospitalization-data-icu\/\">hospitalized<\/a> with COVID and 77% of the state\u2019s population on the <a href=\"https:\/\/covid19.ca.gov\/stay-home-except-for-essential-needs\/#regional-stay-home-order\">strictest state-ordered lockdown<\/a> since spring \u2014 but also for Newsom\u2019s political career. He\u2019s approaching the midpoint of his four-year term just as California confronts a critical phase of the pandemic. How he manages it will shape his political future.<\/p>\n\n\n\n<p>The second half of a governor\u2019s first term is key to re-election prospects, and Newsom heads into it next month following a <a href=\"https:\/\/www.sfchronicle.com\/politics\/article\/Newsom-attended-French-Laundry-party-with-more-15725393.php\">high-profile gaffe<\/a> and facing huge challenges. Millions of Californians have lost their jobs and many <a href=\"https:\/\/calmatters.org\/economy\/2020\/11\/how-bank-of-america-helped-fuel-californias-unemployment-meltdown\/\">struggled to get unemployment payments<\/a> from a state agency plagued by problems, including accusations that it paid at least <a href=\"https:\/\/www.politico.com\/states\/california\/story\/2020\/11\/24\/california-paid-inmates-1b-in-fraudulent-unemployment-benefits-prosecutors-say-9424792\">$1 billion to crime rings<\/a> involving prison inmates. Most schools remain shuttered, leaving millions of students at home with online lessons that <a href=\"https:\/\/www.latimes.com\/california\/story\/2020-10-08\/california-parents-mostly-disapprove-of-distance-learning-poll-finds\">most parents say<\/a> are ineffective. Two million Californians are <a href=\"https:\/\/calmatters.org\/projects\/late-on-rent-how-california-renters-are-bracing-for-an-eviction-tsunami\/\">at risk of being evicted<\/a> after falling behind on rent during the pandemic, and more than 150,000 are homeless.&nbsp;<\/p>\n\n\n\n<p>\u201cIf Gavin Newsom is able to rise to the occasion and get through the next year, that will say a lot about how voters see him in two years,\u201d said Roger Salazar, a Democratic political consultant who worked for recalled former Gov. Gray Davis.<\/p>\n\n\n\n<p>\u201cHow he gets through the pandemic, restarting the economy and putting behind these missteps&nbsp; \u2014 whether the personal one like <a href=\"https:\/\/calmatters.org\/politics\/2020\/11\/newsom-dinner-california-medical-lobby-french-laundry-pandemic\/\">the French Laundry<\/a> (dinner party), or institutional ones like EDD. He\u2019s got to be able to say \u2018I came, I saw, I solved it.\u2019\u201d<\/p>\n\n\n\n<p>Newsom\u2019s solutions so far have not kept up with the scale of the problems. Weeks after his \u201cstrike team\u201d recommended fixes for the Employment Development Department, the explosive fraud allegations prompted him to announce a new \u201ctask force.\u201d Newsom has kicked the politically charged issue of school reopenings to local school boards, rebuffing pleas from <a href=\"https:\/\/www.sanjoseca.gov\/Home\/ShowDocument?id=65429\">mayors<\/a> and state <a href=\"https:\/\/www.politico.com\/news\/2020\/10\/28\/california-lawmakers-newsom-school-reopening-433499\">legislators<\/a> to pressure districts to reopen. Though the state\u2019s in the process of <a href=\"https:\/\/calmatters.org\/housing\/2020\/11\/newsom-pandemic-beat-homelessness\/\">acquiring more than 6,100 motel rooms<\/a> to house homeless people, tent encampments remain visible in many cities, and could grow with looming evictions.<\/p>\n\n\n\n<figure class=\"wp-block-pullquote\" style=\"border-color:#F4BB32\"><blockquote><p>\u201cHis legacy is going to be the pandemic. It will always be: He was governor in the largest state during the pandemic. How did he do? What did he do?&#8221;<\/p><cite>Political Science Professor Fernando Guerra<\/cite><\/blockquote><\/figure>\n\n\n\n<p>&nbsp;&nbsp;<\/p>\n\n\n\n<p>But at his midpoint he\u2019s also doing some rebooting, naming new leaders for the health and employment departments. He appears poised to bring on a new chief of staff with strong political chops, a sign that Newsom is looking ahead to reelection. Jim Deboo, a <a href=\"http:\/\/cal-access.sos.ca.gov\/Lobbying\/Lobbyists\/Detail.aspx?id=1317659&amp;session=2019\">lobbyist<\/a> and campaign consultant who has been a political adviser to Newsom, is joining the governor\u2019s office in January. Current <a href=\"https:\/\/calmatters.org\/politics\/election-2018\/2018\/11\/gavin-newsom-names-top-staffers-oleary-matosantos\/\">chief of staff Ann O\u2019Leary<\/a> \u2014 a respected policy wonk who lacked relationships in the statehouse \u2014 is widely expected to land a job in the administration of President-elect Joe Biden.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The incoming Biden administration could help Newsom, too. Not only will fellow Democrats run the federal government, but Californians will hold key positions, with <a href=\"https:\/\/calmatters.org\/politics\/california-election-2020\/2020\/11\/vice-president-kamala-harris-california\/\">Kamala Harris as vice president<\/a> and Xavier Becerra nominated to Biden\u2019s cabinet as <a href=\"https:\/\/www.nytimes.com\/2020\/12\/06\/us\/politics\/xavier-becerra-hhs-health-secretary.html\">health and human services secretary<\/a>.<\/p>\n\n\n\n<p>Newsom\u2019s relationships in Washington could prove critical as he confronts the most important task of 2021: distributing the COVID vaccine so that Californians can get their lives back to normal. Because eventually, \u201ceverything in life will be pre-pandemic and post-pandemic,\u201d said Fernando Guerra, a political science professor at Loyola Marymount University.&nbsp;<\/p>\n\n\n\n<p>\u201cHis legacy is going to be the pandemic,\u201d Guerra said. \u201cIt will always be: He was governor in the largest state during the pandemic. How did he do? What did he do? How did it work out?\u201d<\/p>\n\n\n\n<p>Waiting in the wings is Republican Kevin Faulconer, the outgoing mayor of San Diego. Faulconer said he is considering a run for governor in 2022 because California needs \u201ca competition of ideas\u201d after a decade of being run entirely by Democrats.&nbsp;<\/p>\n\n\n\n<p>\u201cOne-party rule has been failing,\u201d Faulconer said in an interview.&nbsp;<\/p>\n\n\n\n<p>He\u2019s especially critical of Newsom\u2019s pandemic restrictions on businesses \u2014 saying, \u201cevery two weeks we get another set of rules and regulations\u201d \u2014 and hands-off approach to school reopenings.<\/p>\n\n\n\n<p>\u201cReopening the schools requires state leadership, and we&#8217;re not getting it,\u201d Faulconer said.<\/p>\n\n\n\n<p>\u201cWhat we are seeing now is a de facto two tier system of education in our state, where private schools are open again, and public schools are not.\u201d<\/p>\n\n\n\n<p>It\u2019s an argument that could paint an especially vivid distinction between Newsom and Faulconer. Newsom\u2019s children attend a private school in Sacramento that opened for in-person instruction when infection rates were low this fall. Faulconer\u2019s children attend a public college and a public high school that have moved entirely online.&nbsp;<\/p>\n\n\n\n<p>Of course, it\u2019s highly unlikely that a Republican could win election statewide, with Democrats <a href=\"https:\/\/elections.cdn.sos.ca.gov\/ror\/15day-gen-2020\/county.pdf\">holding<\/a> a 22-point registration advantage. President Donald Trump is deeply unpopular in California; Faulconer voted for Trump, saying he thought he was better for the economy.<\/p>\n\n\n\n<figure class=\"wp-block-pullquote\" style=\"border-color:#F4BB32\"><blockquote><p>&#8220;He\u2019s got to be able to say \u2018I came, I saw, I solved it.\u2019 &#8220;<\/p><cite>Democratic consultant Roger Salazar<\/cite><\/blockquote><\/figure>\n\n\n\n<p>Californians are pessimistic about the economic outlook over the next year, with 58% of likely voters saying they expect periods of widespread unemployment or depression in a <a href=\"about:blank\">new survey<\/a> by the Public Policy Institute of California.<\/p>\n\n\n\n<p>Yet the poll suggests \u2014 perhaps counterintuitively \u2014 that Californians are largely satisfied with Newsom: 59% of likely voters said they approve of how he is handling the economy. The poll was taken before the latest stay-at-home orders took effect. News of Newsom\u2019s dinner party at the French Laundry broke while the survey was being taken in November, but the sample size was too small for pollsters to discern if the incident had an impact on public opinion.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>The results are in line with an October <a href=\"https:\/\/www.ppic.org\/wp-content\/uploads\/ppic-statewide-survey-californians-and-their-government-october-2020.pdf\">poll<\/a> that found 58% of Californians approve of Newsom\u2019s job performance and 61% approve of his handling of the coronavirus pandemic. That may say less about how Californians feel about Newsom overall than how they feel about him compared with Trump, said Mark Baldassare, the institute\u2019s president.\u00a0\u00a0\u00a0<\/p>\n\n\n\n<p>\u201cThe electorate is so polarized right now that people make their decisions about who they trust, who they like, and they tend to stick with that,\u201d he said.<\/p>\n\n\n\n<p>Californians overwhelmingly vote Democratic and feel the country is going in the wrong direction under Trump, so \u201cthey put their hope and support behind their Democratic governor,\u201d Baldassare said.<\/p>\n\n\n\n<p>When Biden takes over, Californians may judge Newsom differently, he said, because they could expect more progress from a Democratic governor working with a federal administration of the same party.&nbsp;<\/p>\n\n\n\n<p>\u201cI think there will be more holding the governor accountable for what happens,\u201d Baldassare said, \u201cRather than: \u2018How good a job are we doing at playing defense?\u2019\u201d<\/p>","protected":false},"excerpt":{"rendered":"<p> How California\u2019s governor manages a critical COVID surge and its economic blows will likely define his political future.
