It&#8217;s Friday, October 15.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-burnout-deadlines-converge\">Burnout + deadlines converge<\/h2>\n\n\n\n<p>Employee burnout and resistance to vaccine mandates are colliding across California, leading to strike authorizations, walkouts and worker shortfalls in health care, education, transportation and logistics, hospitality, retail, entertainment and law enforcement. <\/p>\n\n\n\n<p>This week, nearly a third of California hospitals reported critical staffing shortages to the federal government as thousands of exhausted workers walked off the job and onto the picket line, <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2021\/10\/california-hospital-strikes\/\">CalMatters&#8217; Kristen Hwang reports<\/a>. Their primary grievance? Inadequate staffing levels.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2021\/10\/california-hospital-strikes\/\">Peter Sidhu, a former intensive care nurse at Kaiser Woodland Hills Medical Center<\/a>: <\/strong>&#8220;I\u2019m 42, and I was planning on working at the bedside until I turn 60. And then after COVID, I said, \u2018I am done.'&#8221; <\/li><\/ul>\n\n\n\n<p>Meanwhile, nearly 200 <a href=\"https:\/\/www.sfchronicle.com\/sf\/article\/More-than-100-San-Francisco-police-and-16532932.php\">San Francisco police officers and firefighters<\/a> who remained unvaccinated ahead of the city&#8217;s Wednesday deadline will now be put on paid leave \u2014 hobbling departments already operating below recommended staffing levels. <\/p>\n\n\n\n<p>Today, California&#8217;s requirement that <a href=\"https:\/\/calmatters.org\/education\/2021\/08\/california-teacher-vaccines-mandate-newsom\/\">teachers be vaccinated or tested weekly<\/a> goes into effect. Some educators who oppose the mandate are planning to participate in a nationwide walkout on Monday, forcing some campuses \u2014including Oak Run Elementary in Shasta County \u2014 to close.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/www.redding.com\/story\/news\/2021\/10\/11\/shasta-teachers-educators-protest-covid-coronavirus-vaccine-mandate\/5995134001\/\">Oak Run Elementary Chief Business Officer Tiffany Fulkerson<\/a>: <\/strong>&#8220;We will not have a school if this mandate takes place. We have to set an example.&#8221;<\/li><\/ul>\n\n\n\n<p>Los Angeles Unified, the state&#8217;s largest school district, is also running up against its own deadline: <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/10\/california-ports-backlog-labor\/#h-other-stories-you-should-know\">It will not allow employees to return to campus on Monday<\/a> if they don&#8217;t receive at least one vaccine dose by today. But thousands of educators have yet to get the shot \u2014 and the district already has thousands of existing vacancies. <\/p>\n\n\n\n<p>Also Monday, film and TV production <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/10\/california-ports-backlog-labor\/\">could come to a halt<\/a> across the country if the union representing Hollywood crews doesn&#8217;t reach an agreement with the producers&#8217; alliance. <\/p>\n\n\n\n<p>But the state prison guards&#8217; union \u2014 which, with the backing of Gov. Gavin Newsom, <a href=\"https:\/\/calmatters.org\/justice\/criminal-justice\/2021\/09\/covid-vaccine-mandate-prison-guards-california\/\">is challenging a federal judge&#8217;s order<\/a> mandating vaccines for prison employees \u2014 got another reprieve Thursday, when <a href=\"https:\/\/www.sacbee.com\/news\/politics-government\/the-state-worker\/article254990142.html\">a superior court judge temporarily blocked a state vaccine mandate<\/a> for correctional officers working in or near prison health care settings. <\/p>\n\n\n\n<p>Meanwhile, <a href=\"https:\/\/www.dol.gov\/ui\/data.pdf\">federal data released Thursday<\/a> shows that for the week ending Oct. 9, California accounted for more than 27% of new unemployment claims filed nationally. More than 67,000 Californians filed new jobless claims \u2014 an increase of more than 3,000 from the week before. <\/p>\n\n\n\n<hr class=\"wp-block-separator is-style-wide\"\/>\n\n\n\n<p><strong>The coronavirus bottom line:<\/strong>&nbsp;As of Wednesday, California had&nbsp;<strong><strong>4,565,279<\/strong><\/strong> <strong>confirmed cases<\/strong> <strong>(+0.1% from previous day)<\/strong>&nbsp;\u548c&nbsp;<strong><strong>70,010<\/strong> deaths<\/strong> <strong>(+0.2% from previous day)<\/strong>, according to&nbsp;<a href=\"https:\/\/covid19.ca.gov\/\">\u72b6\u6001\u6570\u636e<\/a>. Photo via The Fresno Bee<\/figcaption><\/figure>\n\n\n\n<p>Children under the care of Fresno County Child Protective Services spend up to several weeks living in the agency&#8217;s office building \u2014 sharing one bathroom, often going without showers, sleeping on tables in conference rooms where the lights are on 24\/7, eating fast food, and mixing with other kids who may have violent tendencies or serious behavioral health concerns \u2014 as overwhelmed social workers try to find placements for them, <a href=\"https:\/\/www.fresnobee.com\/news\/local\/article254960262.html#storylink=mainstage_card3\">a stunning Fresno Bee investigation found<\/a>. Agency leaders say recent state laws have made it harder for them to find placements for kids, especially those with complex needs \u2014 prompting Assemblymember Jim Patterson, a Fresno Republican, to ask the Newsom administration <a href=\"https:\/\/ad23.asmrc.org\/sites\/default\/files\/files-uploaded\/Letter%20to%20State%20Agencies%20Re%20Foster%20Youth%20Final.pdf\">in a Wednesday letter<\/a> for immediate intervention. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/ad23.asmrc.org\/sites\/default\/files\/files-uploaded\/Letter%20to%20State%20Agencies%20Re%20Foster%20Youth%20Final.pdf\">Patterson<\/a>: <\/strong>&#8220;These are children with high needs and past experiences of trauma; this unsafe and unsanitary living situation is just one more instance of trauma they will endure.&#8221;<\/li><\/ul>\n\n\n\n<p>Further exacerbating the problem is high levels of burnout and turnover among Fresno County social workers, who are struggling to keep up with a demanding caseload as the department remains chronically understaffed. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/www.fresnobee.com\/news\/local\/article254960262.html#storylink=mainstage_card3\">Hector Cerda, a social work practitioner with the Department of Social Services<\/a>: <\/strong>&#8220;I cannot manage 30 children and I\u2019m supposed to see them every month. Once a month, it\u2019s impossible. Photo by Anne Wernikoff, CalMatters<\/figcaption><\/figure>\n\n\n\n<p>Two California committees gathered this week to consider controversial proposals: <a href=\"https:\/\/calmatters.org\/politics\/2021\/09\/california-recall-change-law\/\">reforming the state&#8217;s recall process<\/a> \u548c <a href=\"https:\/\/calmatters.org\/california-divide\/2021\/06\/california-reparations-committee-direct-payment\/\">recommending reparations<\/a> for Black Californians. On Thursday, the Little Hoover Commission, an independent state oversight agency, <a href=\"https:\/\/lhc.ca.gov\/report\/californias-recall-system#schedule\">heard testimony<\/a> from four experts on whether the Golden State should change its process for firing elected officials, and if so, how. Mark Baldassare, president and CEO of the Public Policy Institute of California, <a href=\"https:\/\/www.ppic.org\/blog\/testimony-californians-and-the-recall-process\/?utm_source=ppic&amp;utm_medium=email&amp;utm_campaign=blog_subscriber\">presented survey data<\/a> showing that among likely voters, the most popular reform would be requiring a runoff election between the top two replacement candidates if no one secures more than 50% of the vote. The Little Hoover Commission will continue to hold hearings on recall reforms; Californians <a href=\"https:\/\/www.surveymonkey.com\/r\/L2LY8SN?fbclid=IwAR2nb2bhIXeHujMmQqjYIFU8NUwo_JrbrMce7SHggCIxBxVS6NdCYua0_l0\">can submit their thoughts here<\/a>. <\/p>\n\n\n\n<p>Meanwhile, the state&#8217;s first-in-the-nation reparations committee <a href=\"https:\/\/oag.ca.gov\/ab3121\/meetings\">met on Tuesday and Wednesday<\/a> to continue <a href=\"https:\/\/calmatters.org\/california-divide\/2021\/06\/california-reparations-committee-direct-payment\/\">untangling thorny questions<\/a>, such as whether compensation should be prioritized for direct descendants of enslaved people or for all Black Californians.
