It has now been filled by Assemblymember Buffy Wicks, a Democrat from Oakland.<\/p>\n\n\n\n<p>To kick off the new legislative session, CalMatters\u2019 Manuela Tobias and the Los Angeles Times\u2019 Liam Dillon invited Wicks to discuss her priorities in the latest installment of \u201cGimme Shelter: The California Housing Crisis Podcast.\u201d<\/p>\n\n\n\n<p>\u201cWe just did a big housing tour in the fall across the state,\u201d Wicks said, \u201cand I think some of the main things that we found that I plan on working on along with some of my colleagues: One, there was a constant drumbeat of a need for a dedicated continued long-term funding source for affordable housing.\u201d<\/p>\n\n\n\n<p>Another budget priority: more rent relief dollars, which were <a href=\"https:\/\/calmatters.org\/housing\/homeless\/2022\/01\/california-homelessness-camps-newsom\/\">absent from the budget proposed by Gov. Gavin Newsom this week<\/a>. While the state requested $1.9 billion from the federal government, it received only <a href=\"https:\/\/www.hcd.ca.gov\/about\/newsroom\/docs\/treasuryallocationrelease.pdf\">$62 million in a recent fund reallocation<\/a>.<\/p>\n\n\n\n<p>\u201cWe have to keep people housed,\u201d she said. \u201cThat is like, non-negotiable.\u201d<\/p>\n\n\n\n\n\n<p>Homeownership opportunities for lower-income people of color and tenant protections are also at the top of her legislative agenda to address the California housing crisis. While no big zoning bills are on the docket yet \u2013 <a href=\"https:\/\/calmatters.org\/housing\/2021\/09\/california-housing-crisis-newsom-signs-bills\/\">the single-family zoning bill approved last year<\/a> was \u201ca big lift for a lot of people,\u201d Wicks said \u2013 she plans to \u201cbe a big supporter of that type of policymaking.\u201d<\/p>\n\n\n\n<p>Wicks said she was concerned about a <a href=\"https:\/\/oag.ca.gov\/system\/files\/initiatives\/pdfs\/21-0016%20%28Local%20Land%20Use%29.pdf\">potential constitutional amendment<\/a> for the November 2022 ballot to reassert local control over zoning and land-use decisions.<\/p>\n\n\n\n<p>\u201cMy hope is that it doesn&#8217;t make it onto the ballot, we&#8217;ll see,\u201d she said. \u201cBut if it does, I think we need to fight it at every turn.\u201d<\/p>\n\n\n\n<p>\u201cI heard this in the L.A. meeting of like, \u2018Okay, the locals got it. We&#8217;ve got it under control,\u2019\u201d she added. \u201cBut then you look at the housing crisis, and you look at the homelessness crisis, and like, no, actually what we&#8217;ve seen in many places, not everywhere, but in many places, is a lot of resistance to building homes.\u201d<\/p>\n\n\n\n<p>And Wicks said she will try again to pass her bill <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=201920200AB2406\">to create a statewide rental registry<\/a>, which she said would have made the rent relief rollout smoother.
