A wildfire causing PG&amp;E power outages so persistent that Stanford University on Wednesday <a href=\"https:\/\/www.mercurynews.com\/2022\/06\/22\/stanford-university-preparing-for-days-without-power-following-edgewood-fire\/\">canceled summer classes for the rest of the week<\/a>. <\/p>\n\n\n\n<p>Increasingly extreme weather is pummeling California&#8217;s electric grid, which is already struggling to meet demand \u2014 prompting fears the state could experience rolling blackouts this summer, two years after a heat wave <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2020\/08\/california-pge-blackouts-lightning-fire-tornado\/\">triggered the first outages in nearly two decades<\/a> and heightened political pressure on Gov. Gavin Newsom to avoid further shutoffs. <\/p>\n\n\n\n<p>How intense is that pressure? Well, <a href=\"https:\/\/calmatters.org\/uncategorized\/2022\/06\/energy-deal-budget-talks\/\">as CalMatters&#8217; Julie Cart and Rachel Becker report in this exclusive story<\/a>, Newsom is pushing legislative leaders to include a far-reaching energy package in <a href=\"https:\/\/calmatters.org\/politics\/2022\/06\/california-budget-surplus-differences\/\">a yet-to-be-finalized budget deal<\/a> that would give a <a href=\"https:\/\/www.energy.ca.gov\/about\/commissioners\">state commission he appoints<\/a> unilateral control over the development of clean-energy projects, prolong use of California&#8217;s four natural-gas power plants scheduled for closure, and allocate billions of dollars to fossil fuel power sources. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>The negotiations on the provisions, which have largely been behind closed doors, suggest the state is trying to strike a balance<\/strong> between accelerating new solar and wind projects and ensuring the state has enough power to keep the lights on in the meantime. <\/li><li><strong>But they also illuminate a contradiction at the heart of California&#8217;s climate plan:<\/strong> In order to fast-track clean energy, the state is proposing to bypass environmental reviews and oversight from local officials, community groups and state agencies that have helped protect disadvantaged communities, natural spaces and endangered species, environmental advocates say. <\/li><li><strong><a href=\"https:\/\/calmatters.org\/environment\/2022\/06\/energy-deal-budget-talks\/\">Brandon Dawson, director of the California Sierra Club<\/a>: <\/strong>&#8220;We support the effort to get clean energy on the grid quickly, but this bill has weak environmental and public health protections, props up diesel and gas plants and is going to create conflicts between county and state agencies.&#8221; <\/li><\/ul>\n\n\n\n<p>The dissonance between California&#8217;s ambitious environmental goals and reality was also on display Thursday, when the state&#8217;s powerful Air Resources Board held a day-long public hearing on its <a href=\"https:\/\/calmatters.org\/environment\/2022\/05\/climate-change-strategy-california\/\">sweeping new strategy for addressing climate change<\/a>. (Proceedings were <a href=\"https:\/\/calmatters.org\/environment\/2022\/06\/california-climate-plan-electricity\/\">temporarily brought to a halt<\/a> when activists entered the packed hearing room, decrying the state&#8217;s blueprint and demanding environmental justice.) <\/p>\n\n\n\n<p>\u8fd9 <a href=\"https:\/\/calmatters.org\/environment\/2022\/06\/california-climate-change-plan-flawed\/\">highly controversial plan<\/a> would increase electricity consumption by as much as 68% by 2045 \u2014 which state officials said would put an immense strain on the power grid absent hefty public and private investments in clean energy, <a href=\"https:\/\/calmatters.org\/environment\/2022\/06\/california-climate-plan-electricity\/\">CalMatters&#8217; Nadia Lopez reports<\/a>.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>If those investments don&#8217;t materialize, California will have to keep relying on fossil fuels, <\/strong>particularly natural gas, air board officials said.<\/li><li><strong>The Newsom administration also made clear its desire, reflected in the private budget negotiations, to accelerate clean-energy projects. <\/strong>&#8220;We have to be able to get projects on the ground quicker,&#8221; <a href=\"https:\/\/calmatters.org\/environment\/2022\/06\/california-climate-plan-electricity\/\">said Secretary for Environmental Protection Jared Blumenfeld<\/a>. &#8220;Offshore wind will take 15 years to permit and deploy. We don\u2019t have 15 years. So part of our effort needs to be, not only to understand the power of our ambition, but how the hell do we get this done? The ruling doesn&#8217;t strike down a similar California law requiring residents to show a compelling need in order to carry a concealed firearm, but it does make legal challenges against that system much more likely to succeed, <a href=\"https:\/\/calmatters.org\/justice\/criminal-justice\/2022\/06\/california-gun-laws-supreme-court\/\">CalMatters&#8217; Ben Christopher reports<\/a>. And it could have sweeping implications for the rest of <a href=\"https:\/\/calmatters.org\/explainers\/california-gun-laws-policy-explained\/\">California&#8217;s strictest-in-the-nation gun laws<\/a>, some of which are already being contested in court.  <\/p>\n\n\n\n<p>Nevertheless, in what has become a familiar refrain in a state increasingly at odds with <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2022\/05\/abortion-rights-california\/\">policies upheld by the nation&#8217;s highest court<\/a> \u548c <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2022\/03\/california-florida-texas-rivalry\/\">Republican-led states<\/a>, California&#8217;s Democratic lawmakers are already hashing out a legislative response. Although details are still being worked out, Democratic state Sen. Photo by Raquel Natalicchio for CalMatters<\/figcaption><\/figure>\n\n\n\n<p>Just before the <a href=\"https:\/\/calmatters.org\/abortion-rights\/2022\/06\/california-abortion-roe-ruling\/\">U.S. Supreme Court issued its ruling<\/a> today <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2022\/05\/abortion-rights-california\/\">overturning the federal constitutional right to an abortion<\/a>, state lawmakers on Thursday sent to Newsom&#8217;s desk a bill to <a href=\"https:\/\/a16.asmdc.org\/press-releases\/20220623-assemblymember-bauer-kahans-bill-creating-legal-shield-abortion-heads\">shield from civil liability<\/a> anyone who receives, provides or aids abortion care in California. The bill \u2014 which will go into effect immediately once Newsom signs it \u2014 is part of <a href=\"https:\/\/calmatters.org\/explainers\/abortion-in-california-laws\/#9f19d20d-aa0d-463f-a93f-1f63820093df\">a package of legislation<\/a> that advocates say will help California serve as <a href=\"https:\/\/calmatters.org\/politics\/2022\/04\/california-abortion-rights\/\">an abortion &#8220;sanctuary&#8221; for out-of-state patients<\/a>. <\/p>\n\n\n\n<p>Also Thursday, a proposed amendment to <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2022\/06\/gas-rebate-california\/#h-other-stories-you-should-know\">enshrine the right to abortion and contraception in California&#8217;s constitution<\/a> cleared a key Assembly committee, bringing it one step closer to landing on voters&#8217; ballots in November. <\/p>\n\n\n\n<p>But another <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2022\/06\/will-california-ban-involuntary-servitude\/\">proposed amendment to ban involuntary servitude<\/a> \u2014 which the California constitution currently prohibits &#8220;except to punish crime&#8221; \u2014 didn&#8217;t fare so well. The <a href=\"https:\/\/twitter.com\/emily_hoeven\/status\/1540031787983699969\">20-6 vote in the Senate<\/a> fell well short of the two-thirds approval threshold needed to advance it to the Assembly, where a supermajority of lawmakers would also have to greenlight it by June 30 for it to land on the November ballot. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Both Republicans and Democrats voiced numerous concerns about the amendment, <\/strong>which Newsom&#8217;s finance department <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2022\/06\/will-california-ban-involuntary-servitude\/\">has warned could cost the state at least $1.5 billion annually<\/a> by requiring the prison system to pay inmate workers minimum wage. <\/li><li><strong>State Sen. Dave Min, a Costa Mesa Democrat: <\/strong>&#8220;Somebody who is in state prison is already in involuntary imprisonment, because they&#8217;ve committed a crime, a breach of the social contract. I don&#8217;t understand what it means when we&#8217;re talking about ending involuntary servitude.&#8221; <\/li><li><strong>State Sen. Richard Roth, a Riverside Democrat: <\/strong>&#8220;To have individuals who are not actively engaged in productive work \u2014 idle hands, you know what they say. &#8230; For me cost is not the issue, individuals who work should be paid. And if our pay rates are too low in the (prison) system, they should be increased. &#8230; I&#8217;m concerned about the interpretation. &#8230; And if the interpretation &#8230; is you cannot force anyone to work against their will, period, stop in the sentence, then I think potentially we have a serious issue &#8230; at facilites up and down the state of California.&#8221; <\/li><li><strong>State Sen. Sydney Kamlager, the Los Angeles Democrat carrying the amendment, said it would not eradicate the state&#8217;s prison labor system.<\/strong> She added, &#8220;I am so grateful that so many (microphones) went up, wanting clarification on what involuntary servitude means. I ask that you continue to not disassociate it from slavery. &#8230; I suspect that this conversation that we had on this floor was very similar to the discussions had in 1800 about freeing the slaves. &#8230; I&#8217;ve mentioned that California was a plantation state because a plantation is a colony where crops are cultivated using resident labor. &#8230; California is able to run because we operate this plantation and no one, not even I, is strong enough on my own to defeat that.&#8221; <\/li><\/ul>\n\n\n\n\n        <h3 class=\"cm-whatmatters-number-heading\" id=\"wm-story-3\">\n            <span class=\"cm-whatmatters-number-heading__number\">3<\/span>\n            <span class=\"cm-whatmatters-number-heading__text\">Some primary races still too close to call<\/span>\n        <\/h3>\n        \n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/i0.wp.com\/calmatters.org\/wp-content\/uploads\/2022\/06\/040622-HOCHMAN-MHN-CM-01-1.jpg?resize=1024%2C682&#038;ssl=1\" alt=\"Nathan Hochman, Candidate for Attorney General of California, is interviewed at CalMatters in Sacramento on Apr. 8, 2022. Photo by Martin do Nascimento, CalMatters<\/figcaption><\/figure>\n\n\n\n<p>Yes, California&#8217;s primary election was more than two weeks ago, and no, the results still haven&#8217;t been finalized \u2014 as of Thursday, <a href=\"https:\/\/elections.cdn.sos.ca.gov\/statewide-elections\/2022-primary\/unprocessed-ballots-report.pdf?_ga=2.42155618.698120308.1655749452-1854489147.1583251903\">an estimated 376,500 ballots<\/a> had yet to be tallied, and in some statewide races it isn&#8217;t yet clear which two candidates will advance to the November general election.  <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>But Republican attorney general candidate <a href=\"https:\/\/calmatters.org\/_zh\/2022-%e5%b9%b4%e5%8a%a0%e5%b7%9e%e9%80%89%e6%b0%91%e6%8c%87%e5%8d%97\/%e6%80%bb%e6%a3%80%e5%af%9f%e9%95%bf\/%e5%86%85%e6%a3%ae%c2%b7%e9%9c%8d%e5%85%8b%e6%9b%bc\/\">\u5185\u68ee\u00b7\u970d\u5947\u66fc<\/a> had evidently seen enough <\/strong>by Thursday morning, when he declared that he would face off against <a href=\"https:\/\/calmatters.org\/_zh\/2022-%e5%b9%b4%e5%8a%a0%e5%b7%9e%e9%80%89%e6%b0%91%e6%8c%87%e5%8d%97\/%e6%80%bb%e6%a3%80%e5%af%9f%e9%95%bf\/%e7%be%85%e5%b8%83%c2%b7%e9%82%a6%e5%a1%94\/\">Democratic incumbent Rob Bonta<\/a> in November. The Associated Press <a href=\"https:\/\/apnews.com\/article\/2022-midterm-elections-california-sacramento-general-5eba04739babb893fdefe1b1a548d636\">confirmed that call Thursday night<\/a>. Hochman, who had 18% of the vote, was closely trailed by GOP candidate Eric Early at 16.4% \u2014 but, according to the Associated Press, Early &#8220;had no chance of catching up because there weren\u2019t enough uncounted ballots to tip the balance.&#8221; <\/li><li><strong>The margins are even slimmer in the <a href=\"https:\/\/calmatters.org\/explainers\/california-primary-results\/#c31f00a7-4638-476c-a13e-0db32b45866a\">insurance commissioner&#8217;s race<\/a>:<\/strong> Democratic Assemblymember Marc Levine of San Rafael had 18.1% of the vote on Thursday, barely ahead of Republicans Robert Howell at 17.9% and Greg Conlon at 15.9%. The three men are competing for the chance to square off against Democratic incumbent Ricardo Lara in November. &#8220;Taking on an incumbent in a statewide race is a tall order,&#8221; Levine wrote <a href=\"https:\/\/capitolmr.com\/wp-content\/uploads\/2022\/06\/Marc-Levine-1.pdf\">in a Wednesday email<\/a> to supporters. <\/li><li><strong>Also TBD: who will challenge <a href=\"https:\/\/calmatters.org\/explainers\/california-primary-results\/#24f05191-9770-4570-ab34-7faa91794b29\">incumbent Superintendent of Public Instruction Tony Thurmond<\/a>. <\/strong>But education policy executive Lance Christensen, at nearly 12%, is starting to separate from teacher Ainye E.
