{"id":268750,"date":"2022-09-14T00:01:00","date_gmt":"2022-09-14T07:01:00","guid":{"rendered":"https:\/\/calmatters.org\/?p=268750"},"modified":"2022-09-13T12:45:57","modified_gmt":"2022-09-13T19:45:57","slug":"tax-the-rich-dynamics-are-different-this-time","status":"publish","type":"post","link":"https:\/\/calmatters.org\/_zh\/commentary\/2022\/09\/tax-the-rich-dynamics-are-different-this-time\/","title":{"rendered":"Tax-the-rich dynamics are different this time"},"content":{"rendered":"<p>There\u2019s a ditty that captures Californians\u2019 attitudes about taxes: \u201cDon\u2019t tax you, don\u2019t tax me, tax the fellow behind the tree.\u201d<\/p>\n\n\n\n<p>It explains why California voters are usually willing to impose new taxes on the state\u2019s most affluent residents and why the state has, by far, the <a href=\"https:\/\/worldpopulationreview.com\/state-rankings\/state-tax-rates\">highest income tax rates of any state<\/a>, topping out at 13.3%.<\/p>\n\n\n\n<p>In this century, the syndrome has been evident in three elections, beginning in 2004 when Darrell Steinberg, then a state legislator and now mayor of Sacramento, and mental health advocacy groups proposed <a href=\"https:\/\/ballotpedia.org\/California_Proposition_63,_Tax_Increase_on_Income_Above_$1_Million_for_Mental_Health_Services_Initiative_(2004)\">boosting the tax rate on incomes over $1 million<\/a> by one percentage point to expand services to the mentally ill.<\/p>\n\n\n\n<p>Eight years later, in 2012, Gov. Jerry Brown sponsored a ballot measure that <a href=\"https:\/\/ballotpedia.org\/Jerry_Brown%27s_California_Tax_Increase_Initiative_(2012)\">added four new tax rate brackets<\/a> on incomes over $250,000 for seven years, saying the proceeds, about $6 billion a year, were needed to keep the state budget solvent.<\/p>\n\n\n\n<p>Four years later, a coalition of public employee unions and program advocacy groups backed another measure to <a href=\"https:\/\/ballotpedia.org\/California_Proposition_55,_Extension_of_the_Proposition_30_Income_Tax_Increase_(2016)\">extend Brown\u2019s temporary increase<\/a> until 2030.<\/p>\n\n\n\n<p>All were successful, in part because the wealthy people who would pay the additional taxes didn\u2019t mount any opposition campaigns.<\/p>\n\n\n\n<p>Once again, California voters are being asked to impose more taxes on high-income taxpayers, but this time, the dynamics are markedly different.<\/p>\n\n\n\n<p><a href=\"https:\/\/calmatters.org\/_zh\/2022-%e5%b9%b4%e5%8a%a0%e5%b7%9e%e9%80%89%e6%b0%91%e6%8c%87%e5%8d%97\/%e5%91%bd%e9%a2%98\/%e7%ac%ac-30-%e5%8f%b7%e6%8f%90%e6%a1%88-%e6%89%80%e5%be%97%e7%a8%8e-%e7%94%b5%e5%8a%a8%e6%b1%bd%e8%bd%a6\/\">Proposition 30<\/a>, primarily sponsored by the Lyft ride service company but with support from environmental and health groups, would raise the rate on incomes of $2 million or more by 1.75 percentage points, pushing California\u2019s top rate to just over 15%. Proceeds would support climate change resistance efforts.<\/p>\n\n\n\n<p>This time, however, wealthy Californians are donating heavily to a campaign against the measure. At least one reason might be that under a 2017 federal tax overhaul, they can no longer deduct state and local taxes (SALT) over $10,000 on their federal tax returns.<\/p>\n\n\n\n<p>In effect, that means that California\u2019s high-income taxpayers now feel the full brunt of state tax increases. The SALT cap also encourages some of the state\u2019s wealthy to leave California for low- or no-income tax states such as neighboring Nevada, Texas or Florida \u2014 electric car tycoon Elon Musk most spectacularly.<\/p>\n\n\n\n<p>House Speaker Nancy Pelosi and other Democratic politicians have been trying to scrap the SALT deduction limit on behalf of California and other high-tax states, such as New York, but so far have failed.<\/p>\n\n\n\n<p>This week saw another unusual wrinkle in the perpetual efforts to increase taxes on the wealthy: The campaign against Proposition 30 is broadcasting an ad in which Gov. Gavin Newsom denounces the measure, citing Lyft\u2019s sponsorship.<\/p>\n\n\n\n<p>\u201cDon\u2019t be fooled. Prop 30\u2019s been advertised as a climate initiative,\u201d Newsom says. \u201cBut in reality, it was devised by a single corporation to funnel state income taxes to benefit their company. Put simply, Prop 30 is a trojan horse that puts corporate welfare above the fiscal welfare of our entire state.\u201d<\/p>\n\n\n\n<p>It bolsters the opposition campaign\u2019s contention that Lyft wants the new money for climate change programs because it would subsidize a state mandate that it and other ride companies convert their fleets to zero emission vehicles.<\/p>\n\n\n\n<p>Newsom\u2019s opposition is just one of the strange bedfellows makeup of campaigns for and against Proposition 30. His Democratic Party has endorsed the measure, as have groups that have been Newsom allies on climate change. Having found his calling, he not only turned down a National Merit college scholarship but dropped out of high school, lacking one required class \u2013 ironically civics \u2013 to qualify for a diploma. Before moving to Sacramento to cover politics, he was the managing editor of three small daily newspapers.
