He was born and raised in Los Angeles.<\/p>\n<\/div><\/div>\n<\/div><\/div>\n\n\n\n<p>Last month, the Los Angeles City Council authorized the city\u2019s Department of Water and Power, or DWP, to <a href=\"https:\/\/www.latimes.com\/business\/story\/2023-02-08\/l-a-is-shutting-down-a-coastal-gas-plant-and-replacing-it-with-hydrogen\" target=\"_blank\" rel=\"noreferrer noopener\">begin converting<\/a> its 80-year-old Scattergood Generating Station from natural gas to hydrogen. The department argued that the new hydrogen plant will be a critical piece of their plan to go carbon-neutral by 2035. <\/p>\n\n\n\n<p>While burning hydrogen is carbon-free, that doesn\u2019t mean it\u2019s safe for the climate.&nbsp;<\/p>\n\n\n\n<p>\u4e00\u4e2a <a href=\"https:\/\/acp.copernicus.org\/articles\/22\/9349\/2022\/\" target=\"_blank\" rel=\"noreferrer noopener\">growing body<\/a> \u7684 <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/1067144\/atmospheric-implications-of-increased-hydrogen-use.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">research<\/a> warns that hydrogen itself can be a powerful contributor to global warming \u2013 but neither DWP nor state climate agencies seem to be paying attention.<\/p>\n\n\n\n<p>As DWP decarbonizes, it has <a href=\"https:\/\/www.nrel.gov\/analysis\/los-angeles-100-percent-renewable-study.html\" target=\"_blank\" rel=\"noreferrer noopener\">decided to rely on hydrogen<\/a> to fill in the dark, windless hours when renewable technologies can\u2019t produce enough power \u2013 and to serve as a local counterbalance to the Los Angeles Basin\u2019s overtaxed long-distance transmission lines. In 2019, it made a 50-year investment in blended natural gas and hydrogen combustion in Utah. After Scattergood, the department hopes to convert its Haynes, Harbor and Valley Generating Stations to a hydrogen blend as well.<\/p>\n\n\n\n<p>DWP\u2019s reasons for turning to hydrogen are very real. Many safer, more efficient or more proven solutions to the challenges of intermittent renewables and limited transmission simply can\u2019t match the scale of DWP\u2019s problem on their own. But DWP hasn\u2019t done the groundwork to guarantee that hydrogen won\u2019t perpetuate the climate damage that led them to it in the first place. <\/p>\n\n\n\n<p>Around the rest of the state, other electric utilities are turning to increasingly sophisticated demand-response programs and new large-scale power storage technologies like flow batteries. DWP, though, has shown little interest in either.<\/p>\n\n\n\n<p>Nor has DWP fully addressed community groups\u2019 concerns that hydrogen combustion will continue to produce pollution. Thanks to <a href=\"https:\/\/clkrep.lacity.org\/onlinedocs\/2022\/22-0932_PC_PM_02-07-2023.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">opposition<\/a> by the city\u2019s tireless environmental justice advocates, the city council <a href=\"https:\/\/cityclerk.lacity.org\/lacityclerkconnect\/index.cfm?fa=ccfi.viewrecord&amp;cfnumber=23-0039\" target=\"_blank\" rel=\"noreferrer noopener\">tasked DWP<\/a> with considering some of these alternatives and addressing the unsolved threat of nitrogen oxide emissions. But the possibility that leaking hydrogen will make the project a climate threat hasn\u2019t yet been confronted.<\/p>\n\n\n\n<p>DWP is hardly the only Californian institution rushing to commit to hydrogen. SoCalGas, one of the state\u2019s largest natural gas utilities, hopes to <a href=\"https:\/\/www.socalgas.com\/sites\/default\/files\/A22-09-XXXJoint_IOU_Hydrogen_Blending_Demonstration_Application.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">blend hydrogen<\/a> into the gas network that supplies homes and businesses across Southern California. To do that, it has begun work on a massive hydrogen pipeline project called the <a href=\"https:\/\/www.socalgas.com\/sustainability\/hydrogen\/angeles-link\" target=\"_blank\" rel=\"noreferrer noopener\">Angeles Link<\/a>, and is planning <a href=\"https:\/\/www.ocregister.com\/2023\/03\/09\/changes-delays-in-socalgas-controversial-hydrogen-project-aimed-at-uc-irvine\/\" target=\"_blank\" rel=\"noreferrer noopener\">tests in campus buildings<\/a> at UC Irvine. Meanwhile, a Bay Area transit agency is <a href=\"https:\/\/fuelcellsworks.com\/news\/hydrogen-production-facility-to-be-built-by-valley-link-rail-in-california\/\" target=\"_blank\" rel=\"noreferrer noopener\">preparing to manufacture hydrogen<\/a> to power a new train line linking Alameda and San Joaquin counties.<\/p>\n\n\n\n<p>Each of these projects plans to use hydrogen in a different way, and each has its own risks and rewards. Hydrogen warms the climate when it <a href=\"https:\/\/www.gov.uk\/government\/publications\/fugitive-hydrogen-emissions-in-a-future-hydrogen-economy\" target=\"_blank\" rel=\"noreferrer noopener\">leaks into the atmosphere<\/a> while being transported or stored, so projects that aim to move hydrogen around or store large quantities of it for long periods of time present the greatest climate hazard.&nbsp;<\/p>\n\n\n\n<p>While DWP hasn\u2019t publicly addressed the threat of hydrogen leakage, SoCalGas has claimed that its future hydrogen pipelines should be no leakier than its existing natural gas system. That\u2019s extremely unlikely: Because hydrogen is the smallest molecule in existence, it\u2019s also among the hardest to contain. Even taken at face value, though, SoCalGas\u2019 claims are cold comfort considering their current system\u2019s long history of leaks.<\/p>\n\n\n\n<p>Luckily, California has already created a variety of world-class regulatory programs to monitor and reduce greenhouse gas emissions. By adding hydrogen to the list of regulated greenhouse gases, the state Legislature can immediately put regulators to work tracking hydrogen emissions and making sure SoCalGas, DWP and others only build new hydrogen projects when they\u2019re both necessary and climate-safe. This approach will also focus researchers and entrepreneurs on improving our limited tools for preventing and detecting hydrogen leaks.<\/p>\n\n\n\n<p>Now that Congress has approved generous new <a href=\"https:\/\/www.rff.org\/publications\/reports\/incentives-for-clean-hydrogen-production-in-the-inflation-reduction-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">tax credits<\/a> for hydrogen production in last year\u2019s Inflation Reduction Act, California should be bracing for a much larger avalanche of new hydrogen proposals \u2013 some well-planned and necessary, and some frivolous or downright dangerous. <\/p>\n\n\n\n<p>Most, like DWP\u2019s Scattergood pilot, will fall somewhere in the middle.
