{"id":310660,"date":"2023-08-16T05:00:00","date_gmt":"2023-08-16T12:00:00","guid":{"rendered":"https:\/\/calmatters.org\/?p=310660"},"modified":"2023-08-16T10:39:03","modified_gmt":"2023-08-16T17:39:03","slug":"california-electric-vehicles","status":"publish","type":"post","link":"https:\/\/calmatters.org\/_zh\/newsletters\/whatmatters\/2023\/08\/california-electric-vehicles\/","title":{"rendered":"Will California&#8217;s push on electric vehicles reduce inequality \u2014 or deepen it?"},"content":{"rendered":"<p>How can California make sure the electric vehicle revolution isn\u2019t just for the wealthy few?<\/p>\n\n\n\n<p>That was the big question in a <a href=\"https:\/\/events.calmatters.org\/cleancars\">CalMatters panel discussion Tuesday<\/a>. While bringing down the cost of EVs is crucial, so is the availability of chargers. And that is something of a chicken-and-egg proposition.<\/p>\n\n\n\n<p>Some on the panel \u2014 moderated by CalMatters\u2019 climate reporter <a href=\"https:\/\/calmatters.org\/author\/alejandro-lazo\/\">\u4e9a\u5386\u676d\u5fb7\u7f57\u00b7\u62c9\u4f50<\/a> \u2014 called for building out the charging infrastructure in disadvantaged communities in advance, especially residential chargers.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Steve Douglas<\/strong>, vice president of energy and environment for the Alliance for Automotive Innovation: &#8220;You can\u2019t ask low-income residents to spend an hour, three hours, six hours away from their families, every week, just to charge their car, while affluent people pull in, plug in and wake up to a full car.&#8221;<\/li>\n<\/ul>\n\n\n\n<p>But others said without enough EV owners in a neighborhood, it\u2019s a recipe for vandalism and disuse.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ted Lamm<\/strong>, senior research fellow in the climate program at UC Berkeley\u2019s Center for Law, Energy, &amp; the Environment: &#8220;When charging is installed in an area where there is no demand for the vehicles and no local desire to use them, it\u2019s this sort of dead infrastructure. It has no use to the local population and local community, and so it is more likely to be subjected to vandalism, or just disuse and disrepair.&#8221;<\/li>\n<\/ul>\n\n\n\n<p>Meanwhile, others noted that private car ownership created social inequities in the first place, and that state and local officials must focus on other zero emissions transportation options.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Orville Thomas<\/strong>, CALSTART\u2019s state policy director: &#8220;We have to reduce the amount of cars on the road \u2014 that\u2019s transit, that\u2019s micro mobility, that\u2019s clean mobility options, that\u2019s e-bikes. We need to plan better if we\u2019re talking about the economic divide.&#8221;<\/li>\n<\/ul>\n\n\n\n<p><strong>Other key points:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u5230 <a href=\"https:\/\/calmatters.org\/series\/california-electric-vehicles\/\">transition to electric vehicles<\/a> by 2035, the state is shifting EV purchase incentives to focus on low-income consumers and those in communities impacted by air pollution, said Lisa Macumber, chief of the Equitable Mobility Incentives Branch at the California Air Resources Board.<\/li>\n\n\n\n<li>Though private chargers can have high upfront costs, it can cost three to five times more to plug into public chargers, Douglas said.<\/li>\n\n\n\n<li>In another example of the &#8220;<a href=\"https:\/\/www.economist.com\/united-states\/2015\/09\/03\/its-expensive-to-be-poor\">it\u2019s expensive to be poor<\/a>&#8221; phenomenon, Thomas said EVs with longer ranges are pricier, yet many lower-income people typically have longer commutes.<\/li>\n\n\n\n<li>Thomas also said there would be more money for all kinds of EV programs if voters last November had approved <a href=\"https:\/\/calmatters.org\/_zh\/2022-%e5%b9%b4%e5%8a%a0%e5%b7%9e%e9%80%89%e6%b0%91%e6%8c%87%e5%8d%97\/%e5%91%bd%e9%a2%98\/%e7%ac%ac-30-%e5%8f%b7%e6%8f%90%e6%a1%88-%e6%89%80%e5%be%97%e7%a8%8e-%e7%94%b5%e5%8a%a8%e6%b1%bd%e8%bd%a6\/\">Proposition 30<\/a>, which would have imposed a 1.75% income tax increase on Californians making more than $2 million a year, but was opposed by Gov. Gavin Newsom.<\/li>\n<\/ul>\n\n\n\n<p>If you missed the session, you can <a href=\"https:\/\/www.youtube.com\/watch?v=c-Hg_i-vl8k\">watch it here<\/a>.<\/p>\n\n\n\n<p><strong>The back-story:<\/strong> In March, as part of a <a href=\"https:\/\/calmatters.org\/series\/california-electric-vehicles\/\">series on California\u2019s electric vehicle transformation<\/a>, a CalMatters analysis found that <a href=\"https:\/\/calmatters.org\/environment\/2023\/03\/california-electric-cars-demographics\/\">most electric vehicles in California are owned<\/a> by white and Asian, college-educated and high-income residents. Very few are registered in communities with the largest percentages of Latino and Black residents. The main hurdles: Vehicle costs, lack of chargers for renting tenants and not enough public charging stations.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The average cost of an electric car <a href=\"https:\/\/b2b.kbb.com\/news\/view\/average-new-vehicle-transaction-prices-august-2023\/\">as of July<\/a> was $53,469 \u2014 about $5,000 more than the average car. Lower-end fully electric cars <a href=\"https:\/\/www.cars.com\/articles\/here-are-the-11-cheapest-electric-vehicles-you-can-buy-439849\/\">start around $27,500<\/a>.<\/li>\n\n\n\n<li>Atherton, located in Mateo County, has the state\u2019s highest percentage of electric cars (about one in every seven) and the average household income exceeds $500,000.<\/li>\n\n\n\n<li>In the 20 ZIP codes where Latinos make up more than 95% of the population, 1% or less cars are electric. Photo by Martin do Nascimento, CalMatters<\/figcaption><\/figure>\n\n\n\n<p>Two big numbers stuck out <a href=\"https:\/\/www.oag.ca.gov\/news\/press-releases\/attorney-general-bonta-releases-first-ever-data-report-doj%E2%80%99s-office-gun-violence\">in the first report from the California Attorney General\u2019s new Office of Gun Violence Prevention<\/a>, released Tuesday.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>140,000:<\/strong> The projection of how many fewer gun-related deaths there would have been nationwide if the U.S. firearm mortality rate had matched California\u2019s between 2013 and 2022. While California\u2019s rate was once 50% higher than the national average, it\u2019s now 33% lower and ranks seventh lowest. And if its rate had been as high as the rest of the nation during that decade, nearly 19,000 more Californians would have been killed by guns.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>50%:<\/strong> How much California\u2019s youth gun homicide rate dropped between 2006 and 2022, despite increases during the COVID-19 pandemic. Over the same period, the rate rose by 48% in Texas and by 23% in Florida.<\/li>\n<\/ul>\n\n\n\n<p>Attorney General Rob Bonta argues that the numbers show California\u2019s success in reducing gun violence.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\u90a6\u5854<\/strong>, in the report: &#8220;Gun violence is America\u2019s disease \u2014 a sickness that is traumatizing our communities and tearing our families apart\u2026.While California is not immune to this disease, thanks to our nation-leading, commonsense gun laws and prevention policies, we\u2019ve made substantial progress.&#8221;<\/li>\n<\/ul>\n\n\n\n<p>But the report also highlights some problems, including the scourge of gun violence in disadvantaged communities, its role in hate crimes and illegal guns coming into the state.<\/p>\n\n\n\n<p>Gun violence prevention groups praised the <a href=\"https:\/\/oag.ca.gov\/system\/files\/media\/OGVP-Data-Report-2022.pdf\">detailed, 38-page report<\/a>, filled with charts.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Kris Brown<\/strong>, president of Brady, in a statement. &#8220;Solving a problem as complex as gun violence requires nuanced solutions, and our approaches only stand to benefit from more data.&#8221;<\/li>\n<\/ul>\n\n\n\n<p>By the way, there\u2019s an interesting history to the gun violence office: Democratic Assemblymember <a href=\"https:\/\/calmatters.org\/legislator-tracker\/mia-bonta-1972\/\">\u7c73\u5a05\u00b7\u90a6\u5854<\/a> of Oakland, the attorney general\u2019s partner, carried a bill to create it, but it failed. Photo by Eric Thayer, Reuters<\/figcaption><\/figure>\n\n\n\n<p>For environmentalists and some residents on the Southern California coast, Tuesday\u2019s decision from the State Water Resources Control Board to keep three natural gas plants open was a major letdown, reports CalMatters\u2019 <a href=\"https:\/\/calmatters.org\/author\/rachel-becker\/\">\u96f7\u5207\u5c14\u8d1d\u514b\u5c14<\/a>.<\/p>\n\n\n\n<p>To bolster the state\u2019s power grid and avoid rolling blackouts, the board voted <a href=\"https:\/\/calmatters.org\/environment\/2023\/08\/southern-california-natural-gas-plants-remain-open\/\">to reserve the use of seawater-cooled units at three plants<\/a> in Long Beach, Huntington Beach and Oxnard until 2026. A fourth plant in Playa Del Rey also received an extension through 2029.&nbsp;<\/p>\n\n\n\n<p>The measure passed despite that state\u2019s <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201720180SB100\">mandate<\/a> to reach 100% <a href=\"https:\/\/focus.senate.ca.gov\/sb100\/faqs#:~:text=In%20addition%2C%20SB%20100%20sets,all%20proceedings%20authorized%20under%20law.\">renewable and zero-carbon electricity<\/a> by 2045. The water board oversees the phase-out of natural gas plants. Natural gas accounts for about a <a href=\"https:\/\/www.eia.gov\/energyexplained\/natural-gas\/natural-gas-and-the-environment.php#:~:text=Natural%20gas%20is%20mainly%20methane%E2%80%94a%20strong%20greenhouse%20gas&amp;text=The%20U.S.%20Energy%20Information%20Administration,energy%2Drelated%20CO2%20emissions.\">third of all carbon emissions from U.S. energy production<\/a>, emitting greenhouse gasses that warm the planet and pollutants that contribute to Southern California\u2019s smog. Some also suck in seawater, <a href=\"https:\/\/www.waterboards.ca.gov\/publications_forms\/publications\/factsheets\/docs\/oncethroughcooling_20200818.pdf\">killing fish and other marine life.&nbsp;<\/a><\/p>\n\n\n\n<p>After the vote, residents yelled <a href=\"https:\/\/calmatters.org\/environment\/2023\/08\/southern-california-natural-gas-plants-remain-open\/\">at the board members<\/a>, saying they \u201cfailed\u201d their community. During the five-hour session, those in the <a href=\"https:\/\/www.census.gov\/quickfacts\/fact\/table\/oxnardcitycalifornia\/PST045222\">largely Latino community of Oxnard<\/a> where many work in farm fields, cited the public health risks.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Kyle De La Torre<\/strong>, Oxnard resident with the Central Coast Alliance United for a Sustainable Economy: &#8220;Please don&#8217;t see us as just a number, or just a location on a map. We are humans just like you are. We deserve a safe and clear and clean environment just like you do.&#8221;<\/li>\n<\/ul>\n\n\n        <div class=\"cm-whatmatters-divider-plus\"><div class=\"cm-whatmatters-divider-plus__divider\"><\/div><\/div>\n        \n\n\n<p><strong>Climate diplomacy:<\/strong> Also Tuesday, Gov. Newsom joined Kevin Rudd, the former two-time Australian prime minister and now ambassador to the U.S., to <a href=\"https:\/\/www.gov.ca.gov\/2023\/08\/15\/governor-newsom-announces-new-climate-partnership-with-australia\/\">announce a new partnership<\/a> on climate action.<\/p>\n\n\n\n<p>\u8fd9 <a href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2023\/08\/8.15.23-MOU.pdf\">five-year pact<\/a> to increase clean energy and reduce greenhouse gas emissions also focuses on resilience to wildfire, heat and drought \u2014 growing problems for both California and Australia.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\u7ebd\u745f\u59c6<\/strong>, in a statement: &#8220;California and Australia are on the front lines of the climate crisis. From extreme heat and historic drought to catastrophic wildfires and rising sea levels, the last few years have further crystallized the need for urgent action. It\u2019s not enough for us to act alone.&#8221;<\/li>\n<\/ul>\n\n\n\n<p>The agreement is the latest instance of California bypassing a divided Washington, D.C., on global climate policy, going back to the days of Govs. Arnold Schwarzenegger and Jerry Brown. Photo by Larry Valenzuela, CalMatters\/CatchLight Local<\/figcaption><\/figure>\n\n\n\n<p>After scenes of squalor from the horrendous winter floods increased public pressure, the Newsom administration <a href=\"https:\/\/calmatters.org\/california-divide\/2023\/05\/california-flooding-fund\/\">set aside $95 million in relief<\/a> for undocumented residents, who can\u2019t get federal aid or jobless benefits.<\/p>\n\n\n\n<p>More than two months later, the money is slowly trickling out. Over 20 nonprofits have contracts with the state Department of Social Services and they have begun handing out nearly $18 million to about 12,000 residents \u2014 <a href=\"https:\/\/calmatters.org\/california-divide\/2023\/08\/california-storm-damage\/\">but it\u2019s at an uneven pace across the state<\/a>, reports <a href=\"https:\/\/calmatters.org\/author\/nicole-foy\/\">Nicole Foy<\/a> CalMatters \u7684 <a href=\"https:\/\/calmatters.org\/category\/california-divide\/\">\u52a0\u5dde\u5206\u6c34\u5cad<\/a> team.<\/p>\n\n\n\n<p>One issue could be that despite launching in June, some of the information on the state\u2019s program website, including key documents, still hasn\u2019t been translated into Spanish. Efr\u00e9n P\u00e9rez, a political science professor at UCLA, wonders why the state isn\u2019t doing more aggressive outreach, especially in Spanish.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>P\u00e9rez<\/strong>: &#8220;I think the most important question is why can\u2019t we make this relatively easier? What are the barriers that make this the best that we can do?&#8221;<\/li>\n<\/ul>\n\n\n\n<p>Scott Murray, a spokesperson for the Department of Social Services, said that it\u2019s up to the nonprofits to do outreach and that they have been provided a Spanish version of a &#8220;Frequently Asked Questions.&#8221;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Murray<\/strong>, in an email: &#8220;It\u2019s important to remember that the undocumented community can be fearful of accessing benefits and assistance through Government entities.&#8221;<\/li>\n<\/ul>\n\n\n\n<p>Eligible families in disaster areas can receive as much as $4,500 in assistance.
