The pandemic-induced budget crisis has forced lawmakers to scale back ambitions on low-income housing and density. A slate of bills pushes to end single-family-only zoning while clearing the way to convert retail to housing.

Gov. Gavin Newsom's proposed cuts to meet the new coronavirus economy include two California day programs aimed at keeping poor and medically fragile seniors in their homes, and out of institutions.

The Newsom administration plans to use federal money to double down on motel conversions. Lawmakers press for more funding for other housing programs. 

One plan would give tenant 10 years to repay missed payments; separate bill would allow homeowners to postpone mortgage, auto loan bills for nearly a year.
