It’s why notoriously housing-averse Redondo Beach may be forced to permit 2,300 new units along its waterfront. And it’s why, as one advocate put it , developers “could get streamlined permits to build Central Park’s glass skyline on Fulton Street in San Francisco.”

A test score bonanza

The state data showed that California students meeting state math standards fell by 7 percentage points. The share meeting reading and writing standards fell by 4 percentage points. These declines effectively wiped away all the progress made since California revamped its education funding system eight years ago.
The state’s persistent racial and socioeconomic gap in test performance actually narrowed. The national data, based on a smaller number of students on different tests, showed that while performance declined across the board, California fared better than most states.
