Gov. Newsom says the situation with homeless encampments is unacceptable. The state housing agency is funding more services, while Caltrans is clearing some camps. But advocates are wary.

Responding to complaints about homelessness, Riverside is stepping up security across its parks. The police department will assign non-sworn officers, known as specialists, to help the homeless access mental health services. The program will cost $2.4 million the first year and $2 million in future years.

State and local governments must change housing law and zoning rules to move toward permanently housing unsheltered Californians.

In a 90-minute interview, John Cox discussed COVID-19 "hysteria," homelessness and other key California issues as he seeks traction in the Newsom recall election.

Our government can do better to promote public safety by prioritizing resources on expanding treatment and housing, not jails, for people with untreated behavioral health needs.
